This amendment is issued to answer the following question:
76. Sub-factor 1.1 a) states “Offeror shall have acted as the prime contractor on submitted projects.” This sub-factor includes a paragraph entitled OFFERORS, which states “If an Offeror is utilizing experience information of affiliates (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate will have meaningful involvement in the performance of the contract.” Please confirm the government’s intent is to allow for projects where an affiliate performed as prime contractor to be used as “OFFEROR submitted projects,” thereby avoiding the need for affiliated entities to form a redundant joint venture. For the avoidance of doubt, and to allow for this reasonable approach, the government may require Offerors who rely upon affiliate experience to provide a certified statement from the shared/common owner that includes jointly and severally liable language, similar to the requirement of paragraph L.6 found on solicitation page 105.
Answer: Offeror may utilize experience of affiliates; however, Offeror shall clearly demonstrate the affiliate will have meaningful involvement.
NOTICE TO POOL #1 OFFERORS: DoD SAFE LINK - Offerors are requested to send a Point of Contact email addresses to Pamela.j.argilan@uscg.mil no later than January 2, 2023 close of business Norfolk, VA time. The DoD Safe link will be sent to the point of contact no later than January 4, 2023 in order to submit Offeror’s proposal by January 5, 2023.
