About this file

This document contains an amendment to a solicitation for the National Multiple Award Construction Contract III (NMACC III) and related questions and answers. The United States Coast Guard is seeking proposals for general construction, marine construction, renovation, alteration and repair projects on an indefinite delivery/indefinite quantity contract. The amendment makes changes to the proposal format and submission requirements, including increasing the page limit for project experience profiles and replacing the project data sheet template. It also provides clarification in response to questions on topics like the minimum project size, use of subcontractor experience, and application of small business preferences. Eligible offerors are invited to propose on this full and open multiple award IDIQ for construction services to be performed within the United States, Puerto Rico, Guam and the U.S. Virgin Islands.

END OF AMENDMENT

Questions and Answers:

1. Page 103, Section L.3: The first paragraph of this section indicates offeror's shall submit 1 original, 1 CD-ROM, and 4 copies of the proposal. This conflicts with the instructions under the Electronic Submission heading. Please confirm submission is electronic only.

Answer: See Amendment Language

2. Page 103, Section L.3: The second paragraph indicates that a Cover Page should be submitted. This conflicts with L.8. Please confirm the cover letter as described in L.8 is the requirement and that the cover page is not necessary.

Answer: See Amendment Language

3. Page 107, Section 1.1 a: This section appears to contain an incorrect reference to the Construction & Design Project Data Sheet. Plese confirm offerors are to use Attachment B - Experience Information Form for Factor 1.

Answer: See Amendment Language

4. Page 107, Section 1.1 a: This section notes a limitation of 2 pages for each project profile. However, the template of Attachment B - Experience Information Form extends to 3 pages. Please consider adjusting the page limitation to 3 pages at a minimum. 4 pages per project is preferred to adequately comply with the submission requirement.

5. Page 109, Section 1.2 a: This section notes that Attachment C-1 is mandatory for A/E experience. Please confirm A/E should leave box 15 (on Attachment B Experience Information Form) on construction trades blank for A/E projects.

Answer: Correct, Box 15 may remain blank for A/E projects

6. Page 107, Section 1.1. a: Please allow ongoing projects (greater than 80% construction progress) to be submitted. Previous NMACC II program had allowed construction projects to be completed or ongoing.

Answer: The Government does not anticipate a change to this requirement at this time.

7. Page 107, Section 1.1 a: The RFP allows for Offerors to utilize the experience of a proposed key subcontractor to demonstrate construction experience for Factor 1.1.

However, the RFP states that the Offeror shall have acted as the prime contractor on submitted subcontractor projects. This caveat appears to be an error as it defeats the purpose of utilizing subcontractor projects. In other words, if the Offeror was the Prime they would simply submit the projects for themselves and not need to submit subcontractor projects. Please confirm Offerors can utilize key subcontractor projects regardless of the Offeror's involvement on the subcontractor projects.

Answer: The Government does not anticipate a change to this requirement at this time.

The intent is twofold: 1) The Offeror and Key Subcontractor have a prior working relationship; and 2) the Key Subcontractor has demonstrated, in writing, agreement for the duration of NMACC III.

8. Page 36, Section H.20: The project size construction table on page 36 of 117 lists three tiers, two of which are open to Unrestricted Pool #1 Offerors (for projects greater than $15M). Please change final construction cost minimum requirement of $25 million or greater stated in Factor 1 to be $15 million or greater in order to align with the fact that Unrestricted Pool #1 Offerors will be solicited for Tier #1 and Tier #2 (i.e., projects above $15 million). Would the government accept projects with a minimum threshold of $15M or greater as relevant?

Answer: The Government does not anticipate any changes to the minimum dollar requirement for projects. A project less than $25M will not be deemed relevant for evaluation purposes.

9. For clarity, please confirm that references in Factor 1 to attached “Construction & Design Experience Project Data Sheet (Attachment C-1)” is referencing Attachment B called “Experience Information Form” and that this is to filled out for both construction and design projects.

10. Attachment B: Regarding discrepancies between instructions in Attachment A “Experience Overview Sheet” and Factor 1 – Corporate Experience instructions, please confirm that Factor 1 instructions take precedence. (Attachment A states that projects from “the last six (6) years” will be accepted while Factor 1 instructions clearly state that projects “within eight (8) years” will be accepted.) Please advise.

Answer: See Amendment Language

11. Attachment B: Factor 1 requires Offerors to fill out Attachment B – Experience Information Form and sets limits for the total length for each project data sheet to be only two (2) single-sided pages, yet the Government’s provided form (Attachment B) is three

(3) single-sided pages in length. Please allow Offeror’s to use three (3) single-sided pages for each project.

Answer: See Amendment Language

12. Attachment B: Please confirm requirement in Attachment B, Box 16 to attach any copies or photographs of industry awards/special recognitions (maximum of one page) does not count towards page count.

Answer: Confirmed; one page of industry awards/pictues, etc do not count towards page count

13. Attachment B: Please confirm requirement to complete Attachment A "Experience Overview Sheet" does not count towards the page count.

Answer: Attachment B.1 is a summary page of submitted projects submitted on Attachment B.2. An Attachment B.1 will be submitted for the Construction Experience Projects. An Attachment B.1 will be submitted for the Design Experience Projects.

Attachment B.1 does not count towards Attachment B.2 Experience Information Form page count

14. Page 107, Phase 1 Evaluation Factors, 1.1 and 1.2: The 'Size' criteria for design and construction projects is requesting a minimum of $25M. Several of the projects that we have performed for the USCG have been in the $15-$25M range. The $25M limitation appears to be overly restrictive based on the average project size that was solicited through the NMACC II program and will prevent proposers from getting credit for extremely relevant project experience. Additionally, the 'CONSTRUCTION PROJECT (MAGNITUDE/RANGE)' in the RFP lists Tier #2 projects (Above $15 Million - $25 Million) in Pool #1 with a note that these projects will be solicited in pool 1, 2 or 3 at the Contracting Officer's discretion. Please consider reducing the minimum size of the projects to $15M so that proposers can get credit for projects that are relevant to expected Pool 1 task orders.

Answer: The Government does not anticipate any changes to the minimum dollar requirement for projects. A project less than $25M will not be deemed relevant for evaluation purposes.

15. Page 36, H.20: This section states what tiers will be able to bid certain sized task orders.

We request that the small business pools be allowed bid task orders above $15M or $25M if they so choose, and if they meet any associated lowest price technically acceptable or best value trade-off requirements. Please confirm, as this will determine if we propose on this full and open pool, or on the future small business pools.

Answer: The Government does not anticipate a change to the tiers.

16. Page 51 is one example where Hubzone preference is referenced, among others, and I wanted to clarify that the Huzone pricing preference WILL be applied to all task orders.

Please confirm.

Answer: This clause is not applicable to the unrestricted Pool #1

17. Since the NMACC III will have shore and marine based projects we are looking to have a separate DOR for each. A DOR that specialized in on-shore facilities and a DOR that specialized in marine structures. Would this two DOR approach be acceptable/ allowed?

Answer: Yes, this approach is acceptable

18. In using a two DOR approach would offeror be allowed to submit 5-7 projects for the shore facilities DOR and 5-7 projects for the marine structure DOR?

Answer: Regardless of approach, the offeror is still limited to the 5-7 projects for the DORs.
