About this file
This amendment modifies a solicitation for the United States Coast Guard's National Multiple Award Construction Contract III (NMACC III). The contract supports general construction, marine construction, renovation, alteration and repair projects on an indefinite delivery/indefinite quantity basis. Key changes in the amendment include lowering the minimum project value requirement to allow one project between $15-25 million, extending the project completion window to 10 years while allowing ongoing projects, and considering design-build projects that are 100% designed and 50% complete. Questions and answers provide additional clarification such as confirming runways and hangars are relevant project types, and that the same past performance information can be used for both construction and design experience if the contractor and designer were the same entity.

Scope/Complexity: New construction of a building(s) and/or renovation of facilities to include repairs to multiple building systems and infrastructure and is not limited to the solicitation scope of work. New construction and/or renovation of waterfront structures to include but not limited to piers, wharfs, floating docks, etc.

A project is defined as a complete design and construction effort performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

Scope/Complexity: Design of new building construction or renovation of facilities that include repairs to multiple building systems and infrastructures but is not limited to those identified in the Solicitation Scope of Work. New construction and/or renovation of waterfront structures to include but not limited to piers, wharfs, floating docks, etc.
Additionally, submitted relevant projects shall, cumulatively, demonstrate the following characteristics:

END OF AMENDMENT
Questions and Answers: (numbering continued from previous amendment)
19. For the shore facilities design team the offeror is looking to use a Small Business architectural firm that is sub-contract under a larger engineering firm that would be the shore facilities DOR.
a. In doing so can the offeror submit projects from the architectural firm even though they are a sub-contractor to the DOR?
b. With the architectural firm being a sub-contractor to the DOR would the offeror still receive credit towards the Small Business participation goals?
Answer: a. Yes, the offeror may submit projects from this architectural firm within the 5-7 projects
b. We are getting guidance from DHS Office of Small Business for this question.
Answer will be provided in future amendment.
20. Factor 1: Experience requires projects to have been completed within eight (8) years. Please consider extending to 10 years, as is the typical DoD standard.
Answer: We are under DHS not DoD therefore, we do not follow D0D standard. Factor 1 remains unchanged
21. With many USCG bases supporting the aviation mission with runways and hangars, and several current and past NMACC contracts related to aviation or airfield buildout, please confirm that runways and hangars will be considered relevant projects for Factor 1: Experience
Answer: Confirmed, runways and hangars are considered relevant projects
22. For both Construction and Design Experience the RFP states that "The attached Construction & Design
Experience Project Data Sheet (Attachment C-1) is MANDATORY" and "total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages)." However, only Attachment B was included, which is titled Attachment A at the top of the document. This attatchment is four (4 pages), asks for problems enountered and corrective actions (which is also asked for in Factor 3), and does not provide adequate space to provide more favorable information that is asked for in the RFP. In addition, how would you like the Offeror to show which projects are for construction experience and which are for design as the Attachment A only references five projects in the matrix and seven in the header.
Answer: See Amendment 0001
23. RFP section L.3 states that "If there are any conflicts between hard copies and/or electronic copies, the
“Original” hard copy will govern." Section L.4 indicated "Hard copy proposals not required."
Please clarify if hard copies of proposals are required/requested.
Answer: See Amendment 0001
24. The 'Size' criteria for design and construction projects is requesting a minimum of $25M. As you are aware, our industry has experienced record inflation since the pandemic and a $25M project five years ago is not equivalent to a $25M project in today's dollars. If we take an average for inflation over the past 8 years, the rate is around 7.5% per year depending on your information source. We request that we are able to apply a factor for inflation (7.5% year over year) to completed projects so that they are 'apples-to-apples' with projects in today's dollars. Whether this exact approach is taken or not, we believe that an adjustment is necessary to account for the recent inflation that we have experienced. Please consider allowing proposers to apply an appropriate adjustment for inflation on past projects.
Answer: See Amendment Language regarding submitting one project valued from $15M to 24.99M.
25. Factor 3: Past Performance states "If a completed AE Contractor Appraisal Support System (ACASS) evaluation or CPARS is available, it shall be submitted with the proposal for each project included in Factor 1.2 -Design Experience.” If the Offeror was both the Prime Contractor and Designer of Record on a project and was not issued a separate AE CPARS/ACASS evaluating the DOR effort, may the same CPARS be provided for both Construction and Design Experience – or – is it preferred that a PPQ evaluating solely Design performance be provided?
Answer: If the Prime Contractor and Designer of Record were the same entity, the same CPARS may be provided for both Construction and Design Experience
26. Factor 2, third sentence under "Organizational Structure" requires an organizational chart to "clearly identify the entity headquarters (or home office) including existing satellite locations/offices of the entities available to respond to the NMACC III." May a map be utilized to illustrate this information in lieu of an organizational chart? Please clarify whether this would be considered for evaluation.
Answer: The Organizational chart as outlined in Factor 2 is required; however, a supplemental map is acceptable and does not count towards page limitation.
27. Paragraph L.8 states, "All pages shall be numbered and the searchable PDF shall be appropriately tabbed."
Please advise if the tabs should be individual pages or if electronic PDF bookmarks are acceptable.
Answer: Electronic PDF bookmarks are acceptable
28. Paragraph L.2 shows all proposal requirements with the Surety Bonding Letter included in the list of front-end administrative documents. Factor 2: Technical Approach, under the Capacity topic, provides instructions for the Surety Bonding Letter. Please clarify the desired location for this letter.
Answer: Surety Bonding Letter shall be included in the front-end administrative documents listed in L.2.
The content of the Surety Bonding Letter should follow instructions in Factor 2
29. Our firm has completed similar waterfront projects in the past in which we performed as the Prime
Subcontractor. Our responsibilities for project execution on these past projects included all the requirements that a typical Prime Contractor’s contract would have entailed. For example, our firm provided overall project first report to the Client/Owner, Project Manager, Superintendent, SSHO, QC Manager, Project Engineers, and other self perform trades to execute the project. Our excellent-rated PPQs (completed by the Owner/Government) for these projects displays our firm’s responsibilities for this project as previously described here. Please allow for Offerors to submit qualifying projects in which the Offeror performed as the Prime Subcontractor on projects that are relevant in scope.
Answer: Per the solicitation, the Offeror should have performed as the Prime Contractor.
30. In light of the highly specialized nature of this procurement, we believe it would increase competition for the Coast Guard if the minimum project value threshold noted in Factor 1 was lowered to $20 million. In reviewing 21 awards under the MACC II contract we find 12 awards were between $20 million and $30 million, while only 5 were greater than $50 million. A bottom threshold of $20 million, coupled with the requirement that two projects be greater than $50 million, would allow offerors to showcase projects that are well aligned with the projects procured over the past few years. Increasing the number of projects greater than $50 million to three may also be beneficial.
Answer: See Amendment Language above
31. In light of the highly specialized nature of this procurement, we believe it would increase competition for the
Coast Guard if Factor 1 would consider design-build projects that are 100% design complete and a minimum of 50% construction complete as of the date of this RFP. This approach is commonly utilized by numerous Federal agencies for the procurement of design-build construction services.
Answer: See Amendment Language above
