About this file
This is an Invitation to Bid (ITB) document for the Norwich Free Academy (NFA) Cafeteria Upgrade Project in Connecticut, specifically for the procurement and installation of cafeteria furniture. The project requires the delivery, assembly, and installation of cafeteria furniture as identified in Exhibit B, with all deliveries mandated for August 20, 2026, unless otherwise approved in writing by NFA. The awarded vendor must coordinate all delivery and installation activities to meet the established project schedule and install furniture in locations designated in Exhibit B, with NFA retaining the right to identify alternate locations within the cafeteria for temporary placement or installation if construction conditions prevent installation in originally designated areas. Vendors are responsible for transporting oversized items down one flight of stairs if necessary, as elevator access is available from grade level to the cafeteria. Upon completion of installation, vendors must remove all packaging and debris from the site.
The ITB specifies that vendors will not receive compensation for storage of materials prior to the scheduled delivery date, and early deliveries will not be accepted without written authorization from NFA. The document does not detail specific pricing terms, set-asides, or funding amounts within the available information, though the project scope is limited to furniture procurement and installation services for the cafeteria upgrade initiative.

INVITATION TO BID/QUOTE
Norwich Free Academy invites select vendors to submit bids for providing and installing new cafeteria furniture associated with its Tirrell Building Cafeteria Upgrades project. The project is an aesthetic upgrade to the existing cafeteria located in the lower level of the Tirrell Building. The construction project will start on June 15, 2026, and be completed by August 21, 2026.
The project is being constructed by Sarazin General Contractors of North Windham, Connecticut.
The owner’s representative is Colliers Project Leaders of Madison, Connecticut and the designer is Colliers Engineering and Design of Simsbury, Connecticut (formerly Phase Zero Design).
All furniture shall be scheduled to be delivered on August 20, 2026. The awarded vendor shall deliver and install all specified furniture per the plan in Exhibit B. In the event that the cafeteria is not fully ready to allow the installation per the plan, the awarded vendor will install the furniture in an area of the cafeteria as designated by NFA. Vendors will not be paid for storage of materials prior to August 20, 2026, and will not accept delivery prior to this date unless requested to do so in writing.
An elevator is available from grade level to the cafeteria. However, NFA does not guarantee that the elevator will fit all furniture. Vendors will be required to carry the furniture down one flight of stairs to the lower level when furniture does not fit in the elevator.
BASIS OF AWARD
Norwich Free Academy is the sole authority for determining if an alternate product submitted meets the criteria of the basis of design. NFA will award to one vendor only. All bids shall include all products listed. Partial bids are subject to rejection by NFA as the awarding authority.
Award will be based on meeting the specified basis of design then the lowest total cost for all products. Award by line item is not anticipated at this time.
