About this file

This is an addendum to the Norwich Free Academy Tirrell Building Cafeteria Furniture Invitation to Bid, issued by Norwich Free Academy in Connecticut on June 5, 2026. The addendum addresses nine clarifying questions submitted by potential bidders regarding the delivery, assembly, and installation of cafeteria furniture comprising six table models (40 units total) and three chair or stool models (144 units total). All furniture must be delivered and installed on August 20, 2026, unless written approval authorizes an alternate date. Bids are due June 11, 2026, by 2:00 p.m. EDT. Key logistical details clarified include elevator dimensions (80"W x 62"D x 90"H with a 42" wide door) and weight capacity specifications, confirmation that the school facility has no loading dock and vendors must provide lift gate or equivalent offloading equipment, and NFA coordination with the general contractor (Sarazin General Contractors) to ensure unobstructed installation access.

The addendum establishes that the awarded vendor bears full responsibility for removing all packaging materials, pallets, cardboard, and shipping debris from the site at their own expense. Prevailing wage requirements do not apply to this project. Comparable alternative manufacturer submissions are permitted without requiring physical samples or mockups prior to the bid deadline. Liquidated damages will not be assessed for manufacturer-caused delays beyond August 20, 2026, provided the vendor submits sufficient evidence; however, any associated costs for rescheduled delivery (after 3:00 p.m. on weekdays or on weekends) remain the vendor's responsibility. Payment is issued only upon delivery and complete installation, with terms of net 30 days. Facility staff and the Owner's Project Manager will be available as needed to sign off on the Bill of Lading given the project's tight schedule.

Tirrell Building Cafeteria Furniture

Addendum #2

Question #1: Elevator Clearances: Can the district provide the exact interior cabin dimensions (Height, Width, Depth) and maximum weight capacity of the grade-level elevator to ensure compatibility with the pre-fabricated T-01 counter-height post-leg tables (36′′×96′′)?

Answer: The elevator dimensions are as follows: The door, fully open, is 42" wide, and it's

7' high. Inside dimensions are 80"Wx62"Dx90"H. Note, if the awarded vendor is required to manually install through the stairs, such means and methods will not be considered an additional cost to NFA.

Question #2: Manufacturer Drop-Shipment Logistics: The ITB states that all furniture must be delivered on August 20, 2026. Is the school facility equipped with a loading dock capable of receiving full 53-foot commercial logistics trailers directly from the manufacturer (KI), or must the vendor utilize smaller liftgate box trucks for street-level offloading?

Answer: The school does not have a loading dock at the facility. Vendors will be required to have a lift gate or other means to offload furniture on site. NFA will not provide equipment or labor to do so.

Question #3: Waste & Debris Containment: Will the general contractor (Sarazin General

Contractors) or the academy provide on-site commercial construction dumpsters for the disposal of manufacturer bulk pallets, heavy cardboard, and protective plastic wrap, or is the furniture vendor entirely responsible for 100% off-site haul-away?

Answer: The furniture vendor is responsible for removing all pallets, cardboard and other shipping materials from the site.

Addendum Issue Date: Friday, June 5, 2026

Bids Due: Thursday, June 11, 2026, by 2 p.m.

Question #4: Prevailing Wage Requirements: Since this project takes place within a public academy environment, does this delivery and technical installation scope trigger State of Connecticut Prevailing Wage rates for furniture installers?

Answer: Prevailing Wage rates are not required.

Question #5: Alternate Product Submissions: If a comparable alternative manufacturer is proposed matching the precise structural specifications, material type, and dimensions of the KI Basis of Design, must physical material samples or product mockups be provided prior to the June 11th closing date for evaluation?

Answer: No.

Question #6: Manufacturer Lead Times & Delay Liability: Given current industry lead times for institutional furniture, if the manufacturer experiences material delays that push the shipping window past the strict August 20, 2026 date, will the Academy assess liquidated damages, or will a modified installation window be permitted?

Answer: Liquidated damages will not be assessed as long as the vendor provides sufficient evidence that such delays are due to the manufacturer. Delivery would then be required after 3 p.m. on weekdays or on weekends. Such costs shall be borne by the awarded vendor.

Question #7: Dock & Elevator Scheduling: SOW states all furniture must be delivered on

August 20, 2026. Will the selected furniture vendor be granted exclusive access to the loading zone and elevator on that day, or will we be sharing the space with Sarazin

General Contractors' active interior construction crews?

Answer: Space will be made available to the furniture vendor for installation. There is plenty of space at the site. NFA will coordinate with Sarazin to ensure installation can occur without interference.

Question #8: Freight Receiving Hours: What are the exact hours that facility staff or the

OPM will be on-site to sign off on the Bill of Lading (BOL) when the manufacturer transport trailers arrive at the school campus?

Answer: The staff or OPM will be available as needed to sign off on the BOL due to the tight schedule.

Question #9: Payment Terms & Sourcing Deposits: Because the vendor is contractually responsible for purchasing the furniture upfront from the manufacturer, will Norwich Free

Academy offer a mobilization deposit or accept progress billing upon manufacturer order confirmation, or is payment issued strictly Net 30 post-complete installation?

Answer: Payment will only be made up on delivery and complete installation, net 30 days.
