Project work doesn't seem to have a deductible, as in the example it's 100% reimbursable. If this is the case, what is the difference between this type of work and a SC that does have a deduction?
Project Orders (PO) have a limit of liability of $2,500 and are part of the Recurring (FFP) work. The difference between a PO and a E/U/R Work Order is that a PO will be ordered to accomplish any work that cannot be issued as an E/U/R work order. E/U/R work orders are used to ensure facilities, ground structures, personal property equipment and installed equipment and systems are restored to a safe, normal working condition and function properly. See Amendment 0004 for updated definitions of Project Orders and E/U/R Work Orders.

3.3 4
When a PM exceeds the $250 threshold, does it then get converted to a SC with a $2,500 threshold? This would mean any PM would actually have a liability of $2,500?
A PM does not have a limit of liability (LOL).
Incidental repairs when performing PMs have a $250 LOL. If the incidental repair exceeds the LOL, the Government may issue an E/U/R Work Order or a Task Order as defined in Spec item 3.3.

Are the limits of liabilty for preventive maintenance incidental repairs, EUR orders, and project orders "stackable" (or any combination)?
In other words, could an incidental repair during a PM action use the $250 liability for PM , the $2,500 liabilty for EUR, and the $2,500 liability for a project order totaling $5,250 of contractor liability.
No. LOLs are not stackable. Work classification is not interchangeable. At the discretion of the Government, a non-recurring work Task Order or EUR work order will be issued for incidental repairs (while performing a PM) exceeding the specified LOL. The $250 LOL would apply when issuing non-recurring work Task Orders. The EUR work order requirements will apply if incidental repair is elevated to an EUR work order. See Spec Item 3.3 in Sub-annex 1502000 for requirements associate with exceeding LOLs for incidental repairs.

3.2 - Project Orders
Please clarify the meaning of "multiple requirements" in the following statemtent in Section C 1502000 3.2: "The Government may combine multiple requirements into one project order." For example, would this statement allow the GOVT to issue a project order that require the installation of a water fountain and plant trees (unrelated tasks) on the same project order?
Government may combine requirements into one project order. Project orders are planned work. The example provided is not in scope of the contract. As identified in Spec Item 3.2 of Sub-annex 1502000, “Work may be any Facility Investment work not identified as an E/U/R work order.” The example provided in the referenced question includes planting trees, which is not a facility investment requirement. Therefore, the Government will not issue a project order similar to the example provided. As stated earlier, the Government may issue a project order to combine multiple facility investment type requirements described in Spec item 1.1, Concept of Operations.
