2.14.1 - Recurring Work Preparation of
Proposals
We recommend adding separate ELINs for contractors to provide unit prices for pricing additions and deletions to the recurring work requirements post award. For example, if a building is added to the contract that requires recurring custodial services, it would be easier for contractors to provide a unit price for the various COLs related to custodial services.
The ELIN structure remains unchanged.

Section C- 0100000 1.7
The paragraph states that "all facilities, systems and assets identified in this contract shall be accepted by the contractor in “AS-IS” condition. The contractor is fully responsible for all work up to and including the limits of liabilities specified”. How can any offeror other than the incumbent prepare an equitable proposal without know what the condition of systems are? Non-recurring work has a limit of liability of $2500 in direct material cost. Not knowing the status of systems puts offerors at a decided disadvantage while at the same time potentially allows the incumbent the ability to withhold repairs in order to save money. Respectfully request that repairs determined during a change on contractor allows for the incoming contractor to bill for work performed.
This is a firm-fixed-price contract and offerors should propose based on the specifications and relevant supporting attachements in the solicitation. Service order detail in attachment J-1502000-03-01 provides historical examples of types and durations of previous work; however, it may not be indicative of future work which is unknown at this time. The stated requirement does not change the Service Order LOL. The Contractor must use the information provided to perform their own risk assessment. All systems and equipment in need of operation and maintenance are in operating condition with install date listed in Section J inventory where applicable or available.

Section C- 0200000 2.9.5
The second paragraph states that “written documentation of the last weight test of the crane and all related weight handling equipment shall be maintained on site.” This reads as if the contractor is responsible for owning a crane. If this was a rental unit, there is no guarantee that the same machine would be provided each time one was sent thereby not allowing for any continuity regarding the weight test paperwork. Please clarify.
Means and methods are at the contractor's descretion.
If a crane is required for performance of work under this contract, the contractor must have on site the specified documentation.

Section C- 1502000 1.1
The building systems (including FRCS) section of this paragraph includes fire protection however, we do not see any fire protection equipment listed in the Section J Inventories Listings.
Are the fire alarm systems a part of this contract?

Section C- 1502000 2.3.2
Are there any Buildings and/or facilities that are designated as historical sites?

11/18/2021
Section C- 1502000 3.2
Please clarify the difference between recurring work and preventative maintenance as they have different levels of liabilities.
Preventive maintenance is a subset of recurring work as are service orders. The limits of liability for PM actions are listed in Sub-Annex 1502000, Spec Item 3.2 whereas the limits of liability for service orders are listed in 1502000, Spec Item 3.1 service orders. In each case, the contractor is responsible for work up to the specified limits of liability under the applicable recurring work portion of the contract. Work above the specified limits of liability may be issued as non-recurring work with credit provided to the government up to the applicable limit of liability.

The answer is "or" as written in the spec. Either condition will trigger exceeding the limit of liability.

However, the last inspection dates listed in the document for all VTE show 6/20/2019 virtually 2.5 years ago. Please clarify either an error in the reported dates and/or a failure to comply with the PWS requirements.
The most recent certification of all elevators is June 2021, except the one at the BOB which is under repair.
The inspection dates have been updated in the attachment. 0003

Section C- 1502000 3.2.8
As this is a new requirement we respectfully request that the Government provide a copy of the PWS that Mississippi Power is working with in order to allow offerors a better understanding of what is involved with this type of system.
The contractor shall develop an independent maintenance plan based on OEM requirements for the components listed in Section J technical attachment J- 1502000-12.
11/18/2021
Section C- 1502000 3.3.2
This paragraph is somewhat confusing as it states that "the Contractor shall perform all inspections and tests for certification in the presence of a Government provided inspector." Are we correct that this does not prevent the contractor from having to have a certified/licensed elevator technician in place to perform the work. The second paragraph also makes it appear that the Government determines when this work is done. Please clarify.
The contractor shall ensure that all training and licensing requirements for all work requirements are met. Inspections and tests required for VTE certification shall be scheduled with the Government.
11/18/2021
Section C- 1502000 3.3.2
This section does not appear as detailed as paragraph 3.2.3.
Which section prevails?
Spec Item 3.2.3 details the preventive maintenance requirements for VTE, whereas Spec Item 3.3.2 details requirements for inspection, testing and certification of VTE. Both spec items are applicable.

We respectfully request a 30-day extension to the proposal due date to permit all Contractors to enhance our solutions from a very well designed Gulfport Site Visit. This extension will give the USG more time to research and respond to industry questions and allow Contractors to integrate your responses into our proposals. Considering that we are all basically working remote due to the pandemic, it has been also a challenge getting the proposal team and teammates all in concert. The extension will also allow both the USG and all Contractors to have some precious time with families over the upcoming Holidays.
