SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0010
The following are questions received by this Agency and our answers:
1. Question: Request NAVAIR to review and clarify items within 3.2.7.1.F of the SPEC. From the interpretation of the SPEC writing and upon further review, the referenced documents (MIL-M-81807 and ASTM D 4956) appear to be contradictory of each other. It is understood the SD-2 utilized reflective tape, is reflective tape of MIL-M-81807 not allowed on the SAH? ASTM D 4956 does not include reflective tape.
Answer: The referenced specifications do not contradict each other. Mil-M-81807 describes locations for the retro-reflective material and ASTM D 4956 details the material characteristics, color, etc. of the retro-reflective material.
2. Question: Within the Solicitation, L.B.I.B states: “The Offeror shall discuss their plan to develop and manage the
IMS to align the logistics deliverables with the systems engineering requirements and overall program schedule.”
Within the Solicitation, L.B.I.C states “The Offeror shall provide an IMS that illustrates a logical progression of all tasks required in performance of this contract. All SOW requirements (including CDRLs, meetings, SETRs, major component procurement, manufacture, PPU assembly, testing and delivery of production units) shall be identified in the IMS. The IMS shall include individual tasks for each test required in PS section 4.0 and identify which of the 5
PPUs will undergo that test and a realistic time frame for the test.”
Within the Solicitation, M.B.I.C states: “…will be based on the information presented in the Offeror’s written proposal and how it addresses its understanding and ability to meet, or exceed, the solicitation’s management requirements including integrated master schedule (IMS)…..”
These items appear unclear, conflicting and potentially time-intensive to complete within proposal deadline. Please clarify the direction suggested in order to successfully proceed.
We respectfully request clarification of the requirements regarding the content and level of detail expected in IMS to be submitted with the proposal.
Answer: The 3 sections cited do not conflict with each other. In Section L, Part B, I.B, under the Logistics sub factor, the Offeror is discussing how their proposed logistics efforts relate to the overall program and align with other, non-logistics requirements.
In Section L, Part B, I.C, under the Management sub factor, the Offeror is required to provide an IMS that illustrates a logical progression of all tasks required in performance of this contract. The WBS should be developed to the level the Offeror feels is appropriate to identify all SOW requirements (including CDRLs, meetings, SETRs, major component procurement, manufacture, PPU assembly, testing and delivery of production units). The IMS shall include individual tasks for each test required in PS section 4.0 and identify which of the 5 PPUs will undergo that test and a realistic time frame for the test.
Section M summarizes the factors that will be evaluated in the Offerors proposal for a possible award.
3. Question: Could the government please clarify on 4.2.39 Reliability Demonstration of the SPEC why for a single
PPU the “MIN # Hours/PPU” is 1,222 hours while the “MIN TOTAL HOURS FOR ALL PPU’S” is only 1,122? It isn’t understood why the numbers aren’t identical when testing a single PPU.
Answer: The Performance Specification is changed as follows:
4.2.39 Reliability Demonstration (RDEMO) [SAH-VR-0045] – The table is revised as follows:
FROM:
MTBF Demonstration
Number of PPUs Min Number of Hours for each PPU Min Total Hours for all PPUs in RDEMO
1 1,222 1,122
2 281 1,122
3 187 1,122
4 141 1,122
5 113 1,122
TO:
MTBF Demonstration
Number of PPUs Min Number of Hours for each PPU Min Total Hours for all PPUs in RDEMO
1 1,122 1,122
2 281 1,122
3 187 1,122
4 141 1,122
5 113 1,122
4. Question: Could the government please clarify under the SOW within Appendix A, on page 57, it states at the top
“In accordance with 4200.25D dated 20 June 02” – this item is not mentioned in the Reference Documents and cannot be answered to unless specifically known, please clarify.
Answer: The document referenced is NAVAIR Instruction 4200.25D.
5. Question: Request consideration of the following:
The golden model does not appear to realistically accommodate the size of drive wheels when combined item requirements are to be met effectively: deck loading requirements, ground clearances, and equipment height at the front drive wheel legs.
Suggestion: It is understood that the SD-2 utilizes a 22” tall wheel, which is above the height requirements of the golden model. If the SAH design utilizes the exact same tire as the SD-2 and is located very similarly relative to the lifting point, would exceeding the height requirements within the golden model attachment be allowed? No other request to be above height requirements is requested beyond the drive wheels.
Answer: Exceeding the height requirements defined by the golden model is not allowed. As a point of reference the
SD-2 tire would interfere with the CH-53E fuselage at an angle of approximately 40 degrees to port and starboard of the aircraft centerline.
6. Question: With reference to the technical specification of the SAH solicitation we have the following question:
System Specification for the SAH 4.2.20 (2) and (3) asks for testing to aircraft cargo vibration exposure and refers to
3.2.3a – Transportation [SAH-REQ-0029]. 3.2.3a Transportation is specified as over the road, truck and rail, no transport into aircraft. Please advise if testing to aircraft cargo vibration exposure is necessary.
Answer: Aircraft vibration testing is not required.
The Performance Specification is changed as follows:
FROM:
4.2.20 Transportation Vibration Test [SAH-VR-0020]
Perform pre and post operational tests for each of the following:
(1) The SAH shall be tested to the Truck vibration requirements of MIL-STD-810, Method 514.7, Category 4, Annex C Figure 514.7C-2.
(2) The SAH shall be tested to the Aircraft - Jet vibration requirements of MIL-STD-810 Method 514.7 Category 7 for frequencies shown in Annex C Figure 514.7C-6 for C-5 and C-17 Jet aircraft cargo vibration exposure.
(3) The SAH shall be tested to the Aircraft - Propeller vibration requirements MIL-STD-810 Method 514.7 Category
8 for frequencies shown in Annex C Figure 514.7C-8 Propeller aircraft vibration exposure.
(4) The SAH shall be tested to the Railroad – Train vibration requirements MIL-STD-810 Method 514.7 Category
11 for frequencies shown in Annex C Figure 514.7C-11 Rail cargo vibration exposure.
3.2.3.a Transportation [SAH-REQ-0029]
TO:
4.2.20 Transportation Vibration Test [SAH-VR-0020]
Perform pre and post operational tests for each of the following:
(1) The SAH shall be tested to the Truck vibration requirements of MIL-STD-810, Method 514.7, Category 4, Annex C Figure 514.7C-2.
(2) The SAH shall be tested to the Railroad – Train vibration requirements MIL-STD-810 Method 514.7 Category
11 for frequencies shown in Annex C Figure 514.7C-11 Rail cargo vibration exposure.
3.2.3.a Transportation [SAH-REQ-0029]
7. Question: Reference: 52.209-4 (h) “before first article approval, commencement of production of, the balance of contract quantity is the sole risk of the contractor."
In trying to comply with the requirement to portray total costs per year in the pricing volume:
Does this mean that upon First Article acceptance that the contractor is allowed to begin ordering materials (long lead items) for production units prior to receiving execution of CLIN 0048 (1st year)?
Answer: The contractor cannot order any material for production units (except at their own risk) until a production order is placed and release for production is granted. Material expenditures ordered prior to release for production are at the sole risk of the contractor.
8. Question: Based on the anticipated time lines given in the FAR reference, the Test Report is required NLT 26 months ARO, however, government testing is not scheduled for completion until month 27 ARO (9 months after delivery of the PPU's or 300 calendar days IAW 52.209-4) which also constitutes First Article approval.
Based on this time line, the Test Report is only based on the three units of Contractor testing with no results of the government testing included. Is this correct?
Answer: The Pilot Production Test Report (CDRL T002) includes the results of all contractor testing, it does not include results of Government testing. The contractor is reminded that they will have all 5 PPUs available for testing for 4 months, after which 2 PPUs will be delivered to the Government for their testing.
9. Question: The government assumes ownership of the two units at the completion of government testing and returns the units to the contractor for refurbishment and pays for the shipping of said units as "FOB Origin."
When does the government accept/take ownership of the three units that were undergoing testing by the contractor?
Are the PPUs under going testing at the contractors facility not considered part of the First Article acceptance process since submission of CLIN 0001 into WAWF is based on First Article completion?
Answer: The contractor is reminded that there are 5 PPUs. First article acceptance is based on acceptance of the
Pilot Production Test Report (CDRL T002) which includes results of all contractor testing done on all units. After acceptance, the Government will have ownership of all 5 units. As detailed in the SOW paragraph 3.1.4 and further defined in Clause 52.211-8, after the completion of Contractor and Government testing, and subsequent acceptance of the Pilot Production units, the units will be returned to the contractor as Government Furnished Equipment
(GFE). The contractor shall incorporate any changes resulting from the both the contractor and government testing in the pilot-production test units. The refurbished SAH pilot production units shall be delivered within 1 month prior to the first production unit delivery, if ordered, or approximately 36 months ARO.
10. Question: Is the execution of CLIN 0048 (1st year option) based on the government acceptance of the First
Article (2 PPU's) or some other determination criteria? This is important for yearly cost allocation since Initial OPs
Training has to commence 7 months prior to delivery of the first production unit. This affects cost allocation per year as required in the cost volume. Additionally, there are considerations for developing training material if the
PPU's have not completed refurbishment/modifications to meet SOW/CDRL requirements.
Answer: The contractor is reminded that first article testing (or contractor testing) will be done on 5 PPUs. The ordering of production units under CLIN 0048 is based on numerous criteria as defined in the SOW and specifically in paragraphs 3.1.4 and 3.2.2.8.
11. Question: Is the completion of CLIN 0048 required before execution of CLIN 0049? Because of acquisition lead times for components, the contractor must be able to place logistics orders as much as 100 days prior to start of production to meet the delivery schedule of CLIN 0049 and also 0050. If purchase orders cannot be placed in advance of the CLIN execution without the contractor assuming the risk, how is the contractor to comply with the delivery schedule for CLIN 0049 and 0050 without a break in the delivery schedule?
Answer: No, the completion of CLIN 0048 is not required before execution of CLIN 0049. Ordering periods for all
CLINs (including CLIN 0049) are defined in Clause 52.216-18. Delivery of production units is defined in Clause
52.211-8. Assuming release for production is granted and funding is available for such orders, the Government can place an order under CLIN 0049 prior to all deliveries of CLIN 0048 being completed, however the delivery of production units ordered under CLIN 0049 would commence immediately after units ordered under CLIN 0048 are completed.
12. Question: Can the TD-1B hook drawing 1540AS102 be made available to us?
