AMENDMENT 0009

The following are questions received by this Agency and our answers:

1. Question: Reference 3.2.3c Transportability, Towing the SAH [SAH-REQ-0034]

(1) The SAH shall be capable of being towed and maneuvered using an ALBAR tow bar, P/N

1479AS200-1, and tow tractor after manually disengaging the brakes, drive and steering systems.

(2) Provisions for attachment of the tow bar (using the tow bar's pins) shall be designed to accept the force imposed by the tow bar when pushing, pulling or maneuvering (including ship motion factors) without permanent damage or deformation.

Is it acceptable to attach to the SAH using the ALBAR’s hook assemblies, in lieu of the tow bar pins, provided the attachment mechanism satisfies the requirements of 3.2.3c?

Answer: Is it not acceptable to attach to the SAH using the ALBAR’s hook assemblies, in lieu of the tow bar pins, because not all tow bars in the fleet have the hooks.

2. Question: Reference 3.2.7.o Lifting/Tiedown Rings [SAH-REQ-0091]

(1) Eight swivel ring assemblies conforming to MIL-STD-209 shall be provided. At least four of these rings shall be for the dual purpose of lifting and tying down the SAH and be securely attached near each corner of the unit. This includes provisions for crane lift, helicopter sling loading and tiedown requirements. The additional rings may be dual purpose or only for tie down purposes.

(2) All rings shall be compatible with TD-1B shipboard tiedown assemblies and located so that when tied to the deck, the tiedown assemblies will not contact the SAH.

Helicopter Sling Loading shall use four of the swivel rings per MIL-STD-209K, section 5.1.1.

Given a maximum GVW of 15,000 lbs., the maximum permitted cross-sectional diameter of the lifting ring is 1.50”. (MIL-STD-209K, page 30, dimension Amax per Figure 3). The hook on the end of the TD-1B shipboard tie-down assembly will only accept a cross-sectional ring diameter of 1.00”. Please explain how the dual purpose requirement can be met if the lifting ring cross-sectional diameter is greater than 1.00”?

Answer: Reviewing MIL-STD-209K, page 30, figure 3, it is true that our maximum gross vehicle weight for the SAH of 15,000 lbs. falls in the weight range on figure 3 of 10,000 to

25,000 which corresponds to a Maximum cross-sectional ring diameter of 1.5 inches. However, this is the maximum allowed dimension and can be less. Also, in reviewing the TD-1B hook drawing, 1540AS102, this hook can handle cross-sectional ring diameters of greater than 1 inch.

Strength requirements for lifting provisions need to be determined in accordance with MIL-STD-

209K paragraph 5.1.3.1 and the rings need to be compatible with the TD-1B in accordance with

N68335-15-R-0119 paragraph 3.2.7.o.(2) of the Spec. These two requirements are not necessarily exclusive of each other.
