The following are questions received by this Agency and our answers:

1. Question: When comparing the CLIN stated SOW & CDRL requirements with a detailed review of the SOW and CDRL [SOW] requirements, we have identified several potential errors that require government resolution.

3.2.2.1 APPEARS TO BE NOT CORRECT FOR THE REQUIRED WORK.

NOT SURE OF CORRECT SOW REQUIREMENT, CDRL REQUIREMENT.

4.4.1.2 SOW REFERENCE DOES NOT EXIST. L017 SOW REFERENCE

DOES NOT EXIST.

Answer: The paragraph references within the CLIN descriptions are meant as an aid and refer to paragraphs where a description of the actual work required for a CDRL is discussed. The references are not meant to point to every location where a specific CDRL is mentioned.

The SOW and CLIN descriptions are revised as follows:

The description for CLIN 0037 is revised to include a reference to SOW paragraph 4.7.1. Block 5 of CDRL L012 is revised to include SOW paragraph 4.7.1.

The description for CLIN 0038 is revised to reference SOW paragraph 3.2.2.4.1 (vs 3.2.2.1). Block 5 of CDRL L013 is revised to reference SOW paragraph 3.2.2.4.1 (vs 3.2.2.1).

The description for CLIN 0042 is revised to reference SOW paragraph 4.4 (vs 4.4.1.2). Block 5 of CDRL L017 is revised to reference SOW paragraph 4.4 (vs. 4.4.1.2).

2. Question: CLIN 0003 is a FFP CLIN. Without knowing what modifications (work scope) have to be included, how is the contractor expected to provide a FFP?

Answer: NAVAIR has successfully completed numerous programs for similar equipment that have included a FFP CLIN for refurbishment of the PPUs. The SOW and Performance Specification detail the testing that is required to be conducted on the PPUs allowing the OEM to make a reasonable assessment of the extent of refurbishment required.

3. Question: Could the government please advise as to the difference of allowed fuels mentioned on 3.2.7.2.B and the why not all of the allowed fuels are allowed for testing mentioned on 4.1.4 of the spec?

Answer: The SAH is required to run on all the fuels identified in Performance Specification paragraph 3.2.7.2.b. The fuels identified in paragraph 4.1.4 are the only ones allowed for testing because there is a loss of horsepower when operating on these fuels.

4. Question: Would the government please confirm an alternative suggestion for the secondary fuel filter location as mentioned in 3.2.7.2.C.3?

Answer: Performance Specification paragraphs 3.2.7.2.c.2 & .3 state the primary fuel filter is to be located between the fuel tank and the fuel pump and the secondary fuel filter between the (this) fuel pump and the injectors. The reference is only to the first fuel pump (or gear pump) in both of these statements. Therefore, the secondary filter is to be located between the gear pump and the injectors. This can be on the upstream side of the high pressure pump and still be between the gear pump and the injectors.

5. Question: Would the government please confirm acceptability of an alternative for parking brake operation as mentioned in 3.2.1.6.A. Utilizing a drive method which incorporates both dynamic braking and a parking brake which is automatically set, and released, dependent on operator input. When a parking brake is automatically engaged whenever stopped, would a control located on the vehicle which disables the propel controls from being used suffice as a parking brake control?

Answer: If the proposed parking brake system meets the requirements of Performance Specification paragraph 3.2.1.6, and all other requirements of the Performance Specification including paragraph 3.2.3.c, then it would be acceptable. The control which enables the parking brake should be labeled as such.

6. Question: Reference CLIN 0047 Initial O/M On Site Training - West Coast, the extended description states “East Coast."

Answer: CLIN 0047 extended description has been corrected to state “West Coast."

7. Question: RFP Section 3.2.6.l reads as follows:

“l. Explosive atmosphere [SAH-REQ-0052] The SAH shall be capable of operating in a fuel-air explosive atmosphere without causing ignition as described in MIL-STD-810, Method 511.5, Procedure I.”

MIL-STD 810G with Change 1 dated April 15, 2014 has the explosive atmosphere section identified as Method 511.6, not Method 511.5 as stated in the RFP.

Answer: The Performance Specification is changed as follows:

From:

3.2.6.l Explosive atmosphere [SAH-REQ-0052] The SAH shall be capable of operating in a fuel-air explosive atmosphere without causing ignition as described in MIL-STD-810, Method 511.5, Procedure I.

To:

3.2.6.l Explosive atmosphere [SAH-REQ-0052] The SAH shall be capable of operating in a fuel-air explosive atmosphere without causing ignition as described in MIL-STD-810, Method 511.6, Procedure I.
