SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0008

The following are questions received by this Agency and our answers:

1. Question: CLIN 001 SAH PPU: FOB destination (seller pays shipping costs) Quantity 5.

Reference: Section F, 52.211-8 Item 0001 Notes: two PPUs shall be delivered to the government for testing. Only two of the PPUs will be shipped to the government for testing. CLIN 0001 is priced UNIT: each. Where should the FOB - destination shipping costs for these two units be included since the other three units are not affected?

Answer: It is the contractor’s responsibility to determine the most appropriate CLIN where costs should be included if it is not specifically identified in a CLIN. The contractor may want to consider where or when the work is being performed and when they would be able to invoice for the work. The shipping costs are related to the PPUs so an appropriate CLIN may be 0001.

2. Question: CLIN 003 NOTES: When the government completes their testing of the two PPU, they will become GFE and shipped back to the Seller for modification - FOB Origin (the buyer (government) will pay all shipping costs. Is this correct?

Answer: At the completion of Government testing the Government will be responsible for shipping the 2 PPUs back to the Contractor.

3. Question: The five refurbished units will be shipped FOB Origin to [TBD] and paid for by the government. Is this correct?

Answer: A Transportation Accounting Code (TAC) will be provided to cover the shipping costs for the refurbished PPUs.

4. Question: CLINs 0046 & 0047 [Training - East and West Coast]

Discussion: Each of these CLINS encompasses a period of three years (3 training events per year; total 9) normally; CLINS covering multiple years are referenced as (example) x046, 1046 and 2046 to allow the contractor to propose a cost for each year to account for increased costs (escalation/inflation). Section B, Item 0046 and 0047 (CLIN) only allows for a single Unit price making it very difficult to account for inflation and show cost reasonableness.

Recommendation: Government should create sub-CLINs for each year to allow the contractor to accurately propose costs.

Example: CLIN 0046A Year One

0046B Year Two

0046C Year Three

A composite CLIN is not reflective of actual projected costs; especially in light of this being a FFP CLIN, the contractor is assuming all pricing risk.

Answer: The Government is not interested in creating Sub-CLINs for this small effort. The contractor should price the CLINs considering whatever factors they feel are appropriate. Offerors are not requested to provide a breakout of the costs that make up each unit price

5. Question: CLIN 0001 states that all SOW requirements specifically contained in a CDRL are excluded along with the SOW references specifically cited. The contractor must then assume that all other SOW references should be addressed as a part of CLIN. We do not believe this is the intent of the government since many of the remaining SOW references are not directly relatable to the PPU's. Recommendation: The government specifically state which SOW and PSOW requirements that want priced in CLIN 0001.

Answer: The CLIN 0001 definition, including SOW references, is correct as written. The Government is specific about what CDRL and SOW sections are to be excluded from CLIN 0001. Beyond those identified restrictions, it is the Contractor’s responsibility to determine the most appropriate CLIN where costs should be included if it is not specifically identified in a CLIN.

6. Question: There are multiple CLIN's that contain multiple SOW references. CLIN pricing must incorporate all the SOW, PSOW and CDRL requirements listed in the description of the SOW. There are multiple CLIN's that contain the same SOW references.

Examples: SOW 3.2.2.2 is listed as a requirement for CLINS 8, 9, 23, 25

SOW 3.2.2.3 is listed as a requirement for CLINS 8,9,11,23,24,25

A SOW requirement can only be priced in one CLIN, not multiple CLIN's. How does the government intent for the contractor to price the same SOW requirement in multiple CLIN's?

Answer: The contractor should price the CLINs based on the work described in the referenced paragraphs and/or on the CDRL. For example; the costs associated with developing a program IMS and submitting it monthly should be captured in CLIN 0008.

7. Question: There are SOW requirements that are not contained in any CLIN's. How is the contractor to price these requirements without a specific CLIN to capture costs?

Example: 4.0 ILS Support

4.2.1 Logistics Guidance Conference. The contractor is required to attend the LGC in Lakehurst 60 days after contract award. This requirement is not addressed in a CLIN or CDRL. How is the contractor to propose the costs (travel, hotel, per diem[M&I]) to attend this conference?

Answer: It is the contractor’s responsibility to determine the most appropriate CLIN where costs should be included if it is not specifically identified in a CLIN. The contractor may want to consider where or when the work is being performed and when they would be able to invoice for the work.

8. Question: Reference: 4.5.1 Training IMS The development and maintenance of management tools like the IMS would be part of the responsibilities of either the Program Manager or Training Manager, who are included in the Overhead burden rates. It would be very difficult to quantify the man-hour requirements to develop and maintain an IMS (over a period of 5+ years). IAW, 4.5.1, The government will be providing an initial Training IMS Template at the Training KOM. CDRL L008 states "Initial submission will be delivered 10 days prior to the Training KOM. If the government is providing the Training IMS template at the Training KOM, why is the contractor required to submit the initial Training IMS 10 days prior to the Training KOM?

Answer: SOW paragraph 4.5.1 is revised to state that “The Government will provide an initial template of the Training IMS in MS Project prior to the Training KOM.”

9. Question: Reference 4.5.8 Job Duty Task Analysis (JDTA) requires the contractor to attend two Training IPR's (curriculum and development meeting) at a site and duration to be determined. This requirement is not contained in specific CLIN. How is the contractor supposed to include the travel costs for these meetings at a location TBD when the SOW requirement is not contained in a CLIN?

Answer: It is the contractor’s responsibility to determine the most appropriate CLIN where costs should be included if it is not specifically identified in a CLIN. The contractor may want to consider where or when the work is being performed and when they would be able to invoice for the work. The training IPRs are related to the development of the training courses so an appropriate CLIN may be L009. The location for the JDTA Training IPRs will be at the Contractor’s facility.

10. Question: Reference 4.5.6 Initial Train the Trainer (Ops & Maint) includes CLIN 0039 - Packing Plan. The PSOW 8.1 specifically addresses the training/qualification requirements for the contractors packaging personnel to be "qualified military packing specialists."

CLIN 0039 is not related to SOW 4.5.6.

Answer: The reference to CLINs 0038 & 0039 in SOW paragraph 4.5.6 is deleted.
