▼ The purpose of this Pre-Acquisition Planning Industry Day is to provide:

A technical overview and contract requirements for SPAWAR Systems Center Atlantic’s Navy Afloat Transport and Navigation Division

Prospective offerors an opportunity for networking

An advanced look at the solicitation’s anticipated submission requirements and draft evaluation criteria

An opportunity to ask questions and provide feedback to the Government

An opportunity for dialogue between the Government and Industry via one-on-one sessions

At a minimum, 14 of the 17 required resumes (including the resume for the Program Manager) must receive an “Acceptable” rating in order to receive an overall “Acceptable” rating for Factor C

− Do not submit more resumes than the required number identified in Solicitation Section L

The Government will require replacement of personnel/resumes for any “Unacceptable” resumes after award, which must be approved prior to use of the individual under the contract.

▼ “Best Value” utilizing tradeoff source selection process among cost and non-cost factors

▼ Factor A (Technical Capability) is significantly more important than Factor F (Cost/Price)

▼ Factor B (Software Development Plan), Factor C (Personnel Qualifications), Factor D (Small Business Participation) and Factor E (Past Performance) will not be included in any tradeoff analysis, but must be rated “Acceptable” for a proposal to be eligible for award

A proposal that receives an “Unacceptable” rating in any non-cost factor or subfactor will result in the entire proposal being determined “Unacceptable” and ineligible for award.

Control Display Unit J-Series (CDU-J)

The primary function of the Control Display Unit (CDU) is to provide an alternate Man- Machine Interface (MMI) with the AN/WSN-7 Ring Laser Gyro Navigator (RLGN).

This Technical Refresh of the CDU serves the same function but has physical component differences (i.e.. No floppy drive, DVD vice CD drive, CF card for system drive, Solid State SATA drive vice IDE drive for RHDD, etc.) from the older CDU.

CDU-J is Cyber Security compliant due to software upgrade from Windows NT to Linux
