SECTION C – DESCRIPTION/SPECS/WORK STATEMENT

SPECIFICATIONS/STATEMENT OF WORK/PERFORMANCE WORK STATEMENT

Work under this performance-based contract will be performed in accordance with the following description/ specifications/ statement of work (SOW) which herein will be referred to as Performance

Work Statement (PWS):

SHORT TITLE: MARITIME POSITION, NAVIGATION AND TIMING (PNT) SYSTEMS IN-

SERVICE ENGINEERING AND TECHNICAL SUPPORT SERVICES

1.0 PURPOSE

1.1 SCOPE

This PWS covers systems engineering, technical, and management support services to the following Program Offices and Agencies: Program Executive Office C4I & Space (PEO

C4I), Program Executive Office Integrated Warfare Systems (PEO IWS 6.0, PEO SUBS, PEO SHIPS, PEO CARRIERS & PEO LMW), Naval Sea Systems Command (SEA 06, SEA

05), Navigator of the Navy, National Geospatial Intelligence Agency (NGA) Maritime Safety

Office, SPAWARSYSCEN Atlantic , SPAWARSYSCEN Pacific, various NAVSEA

Warfare Centers, United Sates Coast Guard (USCG), Navy Inventory and Control Point

(NAVICP), Unified Combatant Commands, Missile Defense Agency (MDA), related

Foreign Military Sales (FMS) Programs, and other navigation program sponsors. This support encompasses engineering analysis, Field Change development, all In-Service

Engineering support services including technical logistical and life cycle support for the systems listed under PWS Para 3.1.1.

NOTE: No work will be performed in Afghanistan or Iraq.

1.2 BACKGROUND

The mission of the Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN

Atlantic) Navigation Geospatial Information & Services (NGIS) Integrated Product Team

(IPT) is to provide the United States (U.S.) Fleet and Coalition Partners comprehensive programmatic and technical support for In-Service and emerging Inertial Navigation Systems and Geospatial Information and Services. The range of engineering and technical support services is extremely broad and includes certifying US Navy surface and sub-surface

Navigation Systems ready for use, providing system troubleshooting support services for all aspects of US Navy Navigation, originating and maintaining all aspects of logistic documentation, designing/fabricating/testing prototype or experimental navigation systems, testing new and evolving navigation technology, and assisting with ship alteration efforts where required.

2.0 PLACE(S) OF PERFORMANCE

The contractor shall provide support at the following location:

a. Navy and Marine Corps shore facilities worldwide (CONUS and OCONUS)

b. Navy and Marine Corp afloat locations worldwide (CONUS and OCONUS)

c. Other sovereign and foreign Government and commercial facilities

2.1 GOVERNMENT FACILITIES

Government facilities (i.e., office space or lab space) are provided to those labor categories that would otherwise adversely affect the work performance if they were not available on Government site. Contractor personnel with supplied Government facilities shall be located SPAWARSYSCEN

Atlantic on Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) in Virginia Beach, VA.

2.1.1 Training Requirements

Contractor personnel working full-time or partially at a Government facility shall complete all applicable mandatory training requirements as specified under Security Training, PWS Para 8.0.

2.2 CONTRACTOR FACILITIES

2.2.1 Hampton Roads Contractor Facilities

A significant portion of work issued under this contract requires close liaison with the Government.

The contractor shall be prepared to establish a local facility within a twenty (20-mile radius of

SPAWARSYSCEN Atlantic on Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS) in

Virginia Beach, VA. Further, these facilities shall be located within the city limits of Norfolk, or

Portsmouth, or Virginia Beach, or Chesapeake, or Suffolk. Close proximity allows for proper contract administration duties. The contractor’s facility is not necessary for the exclusive use of this contract and can be utilized on a shared basis. For contracts with Government Property, the contractor’s facility shall include physical security to protect Government assets as identified in PWS Para 10.0.

The contractor shall meet all facility location and size requirements within 30 days after contract award. Facility space shall provide the following:

a. Provide Warehouse space minimum of 15,000 square feet with a minimum of 10 feet in height from floor to ceiling.

b. Provide Laboratory space minimum of 10,000 square feet.

c. Capability to assemble and solder electronic components, including ESD-sensitive devices, onto printed wiring boards using approved Micro Miniature (2M) Standards.

d. Capability to fabricate reusable wooden shipping containers, and to pack/package

ESD-sensitive components, assemblies, and equipment.

e. Capability to repair and remove components from printed circuit boards using approved 2M Micro Miniature Standards.

f. Capability to produce technical documentation (paper, DVDs, CDs) in Adobe

Acrobat (.PDF), Power Point, Excel, Word in Microsoft Office 2010 or later.

g. Capability to produce paper working copies (Xerox or equivalent) of technical documentation up to 11 x 17 inches.

h. Capability to communicate with Government personnel using mobile email, cell phones, and the Internet, from various locations, while on travel, to send or receive electronic mail

(E-mail) as well as voice mail.

i. Warehouse area should be equipped with appropriate warehousing equipment to handle crates, equipment, and large piece part materials.

j. Warehouse area temperature must be maintained between 50 and 85 degrees

Fahrenheit.

k. Laboratory area temperature must be maintained between 55 and 75 Fahrenheit.

l. Laboratory area should have optical reference monuments for Government Furnished

Equipment (GFE) to be optically aligned.

m. Capability to provide secure controlled storage for piece part materials, to be inventoried and tracked.

n. Capability to provide a classroom that shall hold up to fifteen (15) students for instructions.

o. Provide for the conformal coating of circuit cards.

p. Perform precision adjustments and repairs to delicate and sensitive inertial instruments, in a controlled environment.

q. Provide 400-Hz power for Government Furnished Equipment (GFE).

r. A minimum of Eighty-five (85) percent of the office space used for the scope of this contract shall be located within the Hampton Roads facilities and must be adequate to accommodate personnel as required under the PWS. This office space must provide adequate space for contractor furnished office equipment, office furniture, and conference rooms as necessary to conduct ordinary day-to-day business as required under the PWS. This office space must provide a certified secured environment with limited access that can provide storage and processing of materials up to a classification level of SECRET. The contractor facility must provide provisions for communications via email and phone conferencing. The facility must also provide provisions for transferring electronic media/data via high-speed wide bandwidth means.

s. The contractor shall provide the capability to host meetings and conferences between

Government and contractor/subcontractor personnel in support of this performance requirement. The conference space shall support up to two (2) personnel. Additionally, the contractor shall provide a secure office space for separate breakout sessions with a minimum of 100 square feet, high-speed

(wide bandwidth) Internet access, and a minimum of two (2) each dedicated phone and fax lines.

2.2.2 Remote Contractor Facilities

a. The contractor shall be prepared to establish two (2) remote facilities within a twenty

(20)-mile radius of:

1) Naval Station San Diego, San Diego, CA.

2) Naval Submarine Base New London, Groton, CT.

b. Each facility shall provide adequate space for contractor furnished office equipment, office furniture, and conference rooms necessary to accommodate up to 12 people. The spaces shall be equipped with high-speed (wide bandwidth) Internet access and a minimum of two (2) each dedicated phone and fax lines.

3.0 PERFORMANCE REQUIREMENTS

The following paragraphs list all required non-personal services tasks that will be required throughout the contract. The contractor shall provide necessary resources with knowledge and experience as cited in the personal qualification clause to support the listed tasks. Contractors shall perform requirements in accordance with Federal Acquisition Regulation (FAR) and/or Defense Federal

Acquisition Regulation Supplement (DFARS) which does not include performance of inherently

Governmental functions. The contractor shall complete all required tasks while controlling and tracking performance and goals in terms of costs, schedules, and resources.

Note: In compliance with SPAWARINST 4720.1 series – SPAWAR Modernization and Installation

Policy, all contract installation work performed aboard Navy ships and Navy shore sites is under

Installation Management Office (IMO) supervision; otherwise, a formal exemption request has been approved. In accordance with the Fleet Readiness Directorate Standard Operating Procedure (FRD

SOP), COMSPAWARSYSCOM letter Ser FRD/235 dated 24 Apr 12, the contractor shall, ensure proper notification and status updates of installation work performed outside of SPAWARSYSCEN

Atlantic respective Areas of Responsibilities (AORs) are provided to the SPAWAR Officer in Charge

(OIC) or applicable Geographic Lead.

NOTE: All recommendations provided by the contractor in response to contract requirements are based on the contractor’s best professional judgment and experience. Any Government decisions to make changes, implement processes, or develop policy as a result of those recommendations shall be at the sole discretion and decision of the Government.

3.1. RELEVANT EXPERIENCE

3.1.1 Systems and Equipment

The contractor shall provide operational/functional/technical knowledge and expertise supporting a wide range of Department of Navy (DoN) and Department of Defense (DoD)

Navigation systems. The Systems for which In-Service Engineering Activity (ISEA) support shall be performed include the following:

a) Ship’s Inertial Navigation Systems (INS, SINS, CVNS, etc.)

3.2 PROGRAM MANAGEMENT

The contractor shall appoint a program manager specifically charged with the responsibility of interfacing with the Government on all matters pertaining to this Performance Work

Statement. The program manager (PM) shall direct the contractor’s effort through the company’s internal management system that shall provide project progress visibility to assure financially tracked and on-time completion of contract requirements. The contractor

PM shall maintain a personal security clearance at the highest level required by this PWS.

3.2.1 Program Support

The contractor shall work closely with the government project manager and support the needs of the program at all levels. As directed in task orders, the contractor shall support coordination of meetings, preparing reports for budget drills, developing meeting agenda items, attending local or out of town meetings, generating minutes, and tracking action items.

Also as directed in task orders, the contractor shall evaluate/interpret/compare policies, [Ver dtd 31 Aug 17] 6 of 49 doctrine, tactics, and procedures discussed and communicated with related published or referenced documentation.

3.2.2 Program Support Documentation

The contractor shall provide technical expertise to support the development and maintenance of various program management (PM) documents (CDRL A001). The contractor shall possess the knowledge/skills/abilities to provide these typical deliverables:

Cost Estimation

Meeting Agenda and Minutes

Plans of Action and Milestone

Work Breakdown Structure (WBS)

Various Program Acquisition related documents include but are not limited to: Mission

Needs Statement (MNS), Capability Production Documentation (CPD), Operational

Requirements Document (ORD) Systems Engineering Plan (SEP), Acquisition

Program Baseline (APB), Technology Development Strategy (TDS), Acquisition

Strategy (AS), Test and Evaluation Strategy (TES), Test and Evaluation Master Plan

(TEMP), Program Protection Plan (PPP), Life-Cycle Sustainment Plan (LCSP).

3.3 SYSTEMS ENGINEERING SUPPORT

The contractor shall provide engineering and technical support services for the repair, refurbishment, maintenance of navigation systems, speed sensors, heading sensors, navigation data distribution systems, precision timing, direction systems, ship steering systems and all other associated equipment

(see list in PWS Para 3.1.1) installed onboard U. S. and FMS Navy ships and shore-based installations. The contractor shall also provide support for the sensor inputs for water speed, depth, wind speed and direction, air temperature, barometric pressure, relative humidity as well as engine sensors and indicators, automatic piloting and steering systems and automatic identification systems.

The contractor shall be required to perform various support efforts for the equipment, primarily for repair, equipment and/or system testing, and onsite refresher training, either in U. S. Navy shipboard installations or at shore-based activities.

3.3.1 Hardware Design and Analysis

The contractor shall provide the following services in support of hardware design and analysis requirements:

3.3.1.1 Provide Engineering Services to design electrical, electronic, mechanical, and hardware devices as specified to meet Navigation and related requirements.

3.3.1.2 Design, layout, program, and test microprocessor, digital, analog, RF, and power circuits and interface hardware.

3.3.1.3 Design, layout, develop, modify and test for environmental requirements: shock, vibration, noise, power, EMI/RFI, HSI, temperature and humidity.

3.3.1.4 Develop, review, or modify equipment and system specification. (CDRL A002, CDRL A003). Support the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts. Technical documentation shall be in a form of paper, electronic (digital) or interactive computer systems.

3.3.1.5 Develop, design and test modules, training aids, mock-ups, simulation hardware and pre-faulted modules for training purposes.

3.3.2 Prototype Design, Analysis and Construction

The contractor shall provide the following services in support of prototype design, analysis, and construction requirements:

3.3.2.1 Perform engineering studies and construct models for prototyping Navigation

System and associated equipment modifications, Engineering Change Proposals, replacement of obsolete equipment, and introduction of new technology.

3.3.2.2 Design, fabricate, assemble, and/or construct prototype hardware (the contractor shall be capable of performing all aspects of prototype fabrication at their facility to include metal bending, drilling, welding, plating/coating, painting, punching and cutting), panels, cable harnesses, wire wrap mock-ups, breadboards, printed circuit boards (PCBs), and interface cables.

3.3.2.3 Perform analysis, functional testing, simulation and evaluation of constructed prototype.

3.3.2.4 In accordance with (IAW) the current Technical Data Package standards, produce level three drawings that show baseline art work, interface hardware design, mechanical and electrical and software specifications suitable for manufacturing and installing in

Government shore sites and/or Naval Vessels (CDRL A004).

3.3.2.5 Provide interface hardware design and services required to manufacture, install and/or modify steel and aluminum foundations, equipment cabinets, enclosures, mountings, racks, and shelves for new prototype equipment and/or the listed systems/equipment in this

PWS (CDRL A004).

3.3.2.6 Produce designed prototype to common manufacturing standards and specifications as engineered above to meet fleet requirements.

3.3.3 Data Analysis, Test and Evaluation

The contractor shall provide the following services in support of data analysis, test and evaluation requirements:

3.3.3.1 Test and evaluate for power, shock, vibration, noise, temperature, humidity

EMI/RFI, and HSI requirements for newly designed equipment as well as existing systems.

3.3.3.2 Identify and analyze the causes and consequences and provide recommended technical solutions of a specific system/equipment-failure/malfunction as reported from various system trouble reports such as, Casualty Reports (CASREPS), operational and user feedbacks, ships 2-kilo reports and repair parts usage.

3.3.3.3 Evaluate software changes proposed by third parties to include verification and validation of physical and functional requirements, test plans and procedures, and documentation.

3.3.3.4 Evaluate commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) software for applicability to Navigation Equipment.

3.3.3.5 Analyze fleet mission requirements or changes, and make engineering recommendations concerning design, development, correction, and improvement.

3.3.3.6 Analyze proposed changes and emerging technologies, existing technologies and standards for impacts on system operation, maintenance, fleet mission effectiveness, life cycle costs, interface requirements, and other factors.

3.3.3.7 Analyze Navigation system parts for obsolescence, reliability, availability, maintainability and supportability. Recommend suitable replacements for any part found at or nearing obsolescence. Recommend enhancements that could improve reliability, maintainability, and supportability.

3.3.4 Software Engineering

Software engineering includes the design, development, and documentation of software to support a specific government requirement. Utilization of certified software and computer personnel shall be required. The contractor (prime and/or subcontractor) that is responsible for leading software development efforts shall define a software development approach appropriate for the computer software effort to be performed under each task. The approach shall be documented in a Software Development Plan (SDP) (CDRL A005). The contractor shall follow this SDP for all computer software to be developed or maintained under this effort. One SDP shall be developed for the whole contract, or one SDP shall be developed to support the unique software requirements for each task order/project. As required, the government will identify specific SDP project requirements at the task order level. At a minimum, the SDP shall meet the criteria specified in the IEEE Std 12207-2008 and the task order PWS.

3.3.4.1 Software Design and Analysis

3.3.4.1.1 Software Design and Analysis shall comply with Capability Maturity Model

Integration (CMMI) and established software engineering practices including, system requirements analysis and review, software requirements analysis and review, preliminary and detailed design implementation, software validation and verification, and risk management strategies. Work accomplished shall be submitted as Software

Documentation/Programmer’s Guide (CDRL A006).

3.3.4.1.2 The contractor shall modify or adapt commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) software for use with Navigation Equipment as specified at the task order level.

3.3.4.1.3 The contractor shall analyze, design, simulate, and develop embedded real-time applications that use VME bus, PC104, ISA/EISA /PCI/Compact PCI technologies and common data bus architecture protocols that are used in navigation systems. Analyze, design, simulate, and develop embedded real-time applications that use serial, parallel, and network protocols for intra-systems and inter-systems interfaces.

3.3.4.1.4 The contractor shall customize and analyze multi-tasking embedded applications using real-time kernels for COTS and GOTS hardware platforms. The contractor

[Ver dtd 31 Aug 17] 9 of 49 shall also determine and implement designs based on detailed industry standard analysis techniques, evaluation of inter-task communication, and input/output resource requirements mapped to utilization metrics.

3.3.4.1.5 The contractor shall perform, analyze, modify and administer network and system level operations in U.S. Navy administrative and tactical computers using applicable configuration management tools and techniques.

3.3.4.1.6 The contractor shall design, develop, test, modify, integrate, optimize, and document modular, network-centric, graphical user interface software using high-level programming languages in COTS software development environments employing parallel task allocation and inter-task communication within an object-oriented framework.

3.3.4.1.7 The contractor shall apply and integrate software to utilize new or existing software and hardware interfaces.

3.3.4.1.8 The contractor shall design, generate, manage, capture, and analyze real-time, simulated, embedded, relational database, Metadata, or flat-file data.

3.3.4.1.9 The contractor shall design, develop, test, modify, integrate, optimize, document, and demonstrate software for the exploitation and update of geospatial relational and object-oriented military standard databases in a network-centric, COTS, GOTS, or legacy hardware and software environments.

3.3.4.1.10 The contractor shall analyze and synthesize geospatial data, standard DOD symbology, ECDIS-N, other standards (such as: S-100, S-101, ENC, S-57, DNC and VPF), regulations, instructions, and any combination of the following data inputs: navigation sensor, environmental sensor, combat sensor, combat system, network data distribution node, and C4I system-derived data for the purposes of Safety of Navigation.

3.3.5 Engineering Support Services

3.3.5.1 The contractor shall support the development, review, or modification of equipment and system specifications. (CDRL A002, A003). The contractor shall support the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts. Technical documentation shall be in a form of paper, electronic (digital) or interactive computer systems.

3.3.5.2 The contractor shall identify and analyze the causes and consequences to provide recommended technical solutions of a specific system/equipment-failure/malfunction as reported from various system trouble reports such as, CASREPS, operational and user feedbacks, ships Navy

Maintenance and Material Management Report (2-kilo) and repair parts usage.

3.3.5.3 The contractor shall provide engineering services to accomplish dockside and/or underway system level inspections and testing to assure overall operability, functionality, and critical performance as a pre-deployment or other time frame scheduled groom. During groom events, the contractor shall utilize available time to provide on-the-job operator and maintenance training to ship force personnel.

3.3.5.4 The contractor shall provide Engineering Change Support for the evaluation, development and testing of Engineering Change Kits to be installed in shipboard, laboratory and other located equipment.

3.3.5.5 The contractor shall test, inspect and repair navigation systems and associated equipment

(see list in PWS Para 3.1.1), for the purpose of equipment overhauls and or conversion.

3.3.5.6 The contractor shall provide materials and services required to evaluate and implement

Preplanned Product Improvement. This includes conducting special studies, surveys, evaluations and tests to determine the feasibility and/or applicability of proposed equipment changes.

3.3.5.7 The contractor shall analyze Navigation system parts for obsolescence, reliability, availability, maintainability and supportability. Recommend suitable replacements for any part found to be at or nearing obsolescence. Recommend enhancements that could improve reliability, maintainability, and supportability.

3.3.6 Modeling & Simulation

3.3.6.1 The contractor shall apply a standardized, rigorous, structured methodology to create and validate a physical, mathematical, or otherwise logical representation of a system entity, phenomenon, or process. The contractor shall be able to use models, including emulators, prototypes, simulators, and stimulators, either statically or over time, to develop data as a basis for making managerial, technical, strategic, or tactical decisions.

3.3.6.2 The contractor shall perform engineering analyses of equipment operation under static and dynamic operating conditions, including ship motion simulation if required to obtain problem identification or meet test requirements.

3.3.6.3 The contractor shall perform engineering studies and construct models for prototyping

Navigation Systems and associated equipment modifications, Engineering Change Proposals, replacement of obsolete equipment, and introduction of new technology

3.3.6.4 The contractor shall perform submarine and surface systems data analysis (CDRL A002).

3.3.6.5 The contractor shall perform analysis, functional testing, simulation and evaluation of constructed prototype.

3.4 TECHNICAL SUPPORT

3.4.1 Shipboard Technical Support

The contractor shall on-site or remotely support Government personnel in troubleshooting, problem resolution, repair, maintenance, alignment, and test procedures for hardware, firmware, and software.

3.4.2 SPAWARSYSCEN Atlantic Lab Technical Support

The contractor shall support on-site Government personnel at SPAWARSYSCEN Atlantic at

JEBLCFS in receiving, documenting, inspecting, unpacking, installing, optical aligning, testing, troubleshooting, problem solving, repairing, maintaining, and performing test procedures for hardware, firmware, and software. The contractor shall inventory assets and repackage for shipment as specified by Government.

3.4.3 Maintain/Develop computer based Technical Support documents

The contractor shall provide computer program maintenance support for equipment configuration databases and associated automated files (word processor, spreadsheet, etc.) on mini/microcomputers, stand-alone and networked systems.

3.4.4 Field Service Communications

Using Contractor Furnished Equipment (CFE), the contractor shall provide each field service personnel with a means of communication via emails and cellular phones when performing duties of this contract while out of the office.

3.4.5 Analyze and record reported technical issues

The contractor shall analyze trouble reports, operational problems, user feedbacks, and other reported technical problems, entering data into the appropriate Government Technical Assist

Database and recommend technical solutions.

3.4.6 Analyze configuration reports and databases

The contractor shall investigate reported configuration documentation problems and provide configuration reports. The contractor shall maintain current configuration records and track future configuration changes.

3.4.7 Maintain depot-level capability

The contractor shall staff, equip, and maintain a facility capable of performing depot-level maintenance, testing, troubleshooting, repair, refurbishment, cannibalization and housing of

Navigation equipment.

3.4.7.1 The contractor shall receive, open, inspect and conduct engineering analysis of

Government-owned and contractor-manufactured Navigations Systems at the contractor’s facility.

(CDRL A008) Applicable equipment includes all assemblies and subassemblies of the Navigation

Systems identified in PWS Para 3.1.1.

3.4.7.2 The contractor shall perform the repair, alteration, and maintenance of all other associated equipment (see list in PWS Para 3.1.1) (Excluding units with physical damage resulting from being dropped or other causes not associated with normal use), so as to restore the operating and performance characteristics of the system, subsystem, or component to its original design and technical specification (i.e. Class “B” work). The contractor shall provide all materials incidental to

Class “B” work, such as non-standard repair parts, components, accessories, documentation, special tools and test equipment, necessary packing, packaging and marking, storage, inventory functions, or shipping and handling.

3.4.7.3 The contractor shall provide support for all other associated equipment (see list in

PWS Para 3.1.1), identify and replace parts, components, and assemblies that are considered Beyond

Economical Repair (BER) items. An item is to be considered BER when the cost to repair or refurbish it is equal to or greater than 75 percent of the replacement cost of the applicable item.

Government Quality Assurance Representatives shall review the contractor’s identification of materials determined to be BER. Printed circuit boards, gyros and accelerometers, identified as BER, shall be returned to SPAWARSYSCEN Atlantic, via DD Form 250.

3.4.7.4 As specified on task orders, the contractor shall provide the essential spare parts, components, PC boards and other assemblies and materials as identified in the Allowance Parts List

(APL) of the respective systems necessary to maintain stock levels. The contractor shall, at government expense, repair and/or replace parts or components used during field services.

3.4.8 Perform system evaluations, audits, certifications, and grooms and inspections

3.4.9 Conduct Physical System Audits

For equipment listed in PWS Para 3.1.1, the contractor shall verify change, assembly, equipment, and system installation, location, and condition.

3.4.10 Analyze System Interface Issues

The contractor shall investigate and test reported interface compatibility problems, and repair or recommend necessary corrective actions.

3.4.11 Test, repair, or implement Engineering Changes

The contractor shall test, troubleshoot, repair and incorporate engineering changes into circuit cards, assemblies, equipment and systems.

3.4.12 Analyze part-level to system-level failure modes

The contractor shall provide detailed analysis as to manufactured defects, re-occurring failures, and problems incurred due to poor handling.

3.4.13 Perform all levels of Navigation System Repair

The contractor shall screen, test, align, balance, analyze, and repair gimbals, resolvers, inertial measuring units, torque motors, and brush block assemblies. The contractor shall provide detailed analysis as to manufactured defects, re-occurring failures, and problems.

3.4.14 Prepare and ship all system parts and defined kits

The contractor shall receive, inventory, assemble, package, pre-stage and ship Field Change

(FC) kits, Installation and Checkout (INCO) kits, shipyard spares kits, circuit cards, assemblies, equipment or systems.

3.4.15 Support pre-installation ship checks

The contractor shall perform ship checks to verify dimensions, interferences, power availability, tolerances, locations, and other installation factors.

3.4.16 Support equipment or parts installations or removals

The contractor shall install or remove changes, cables, assemblies, prototypes, equipment or systems.

3.4.17 Support Navigation System installation inspections

The contractor shall perform preliminary installation checkouts such as cable continuity checks, visual inspections, connector pin verifications, and operational verifications.

3.4.18 Support inspection, testing, and certification of Navigation System installations

The contractor shall perform full installation checkout, test and certification procedures.

3.4.19 Perform Environmental Analysis of Navigation Systems and Prototypes

The contractor shall test and evaluate installed prototypes as well as existing equipment and systems for performance, operation, accuracy, shock, vibration, noise, temperature, humidity, power, EMI/RFI, HSI, signal flow, heat dissipation, RF shielding, RF susceptibility, and other relevant factors. The contractor shall make modifications to equipment (as required) to meet environmental requirements.

3.4.20 Technical Support Availability

The contractor shall provide Navigation System Subject Matter Expert (SME) technical support at the locations listed in PWS Para 11.1. As described in section 2.2 of this document, the contractor shall maintain office space in three geographical locations: the

Hampton Roads region of Virginia, in/near San Diego CA, and in/near New London

Connecticut. All laboratory and warehouse functions shall be performed only at the Hampton

Roads facility. However, waterfront SME support in San Diego and New London shall be available within a 4 hour notice.

3.4.21 Configuration Management

As outlined in MIL-HDBK-61A, the contractor shall apply engineering analytical disciplines to identify, document, and verify that functional, performance, and physical characteristics of systems, to control changes and non-conformance, and to track actual configurations of systems and platforms. The contractor shall perform configuration audits on ships and shore sites and maintain a configuration database.

3.4.21.1 The contractor shall support SPAWARSYSCEN Atlantic in maintaining configuration status records and provide status reports (CDRL A002, A003) for all equipment and installations modified by Field Engineers.

3.4.21.2 The contractor shall investigate reported configuration documentation problems and provide configuration reports and maintain current configuration records and track future configuration changes.

3.4.22 Equipment and Material Support

As specified on task orders, the contractor shall provide various equipment/material support that ranges from research, procurement, fabrication, integration, and delivery.

3.4.22.1 Equipment/Material Research

The contractor shall research specified equipment and/or material within the parameters outline at the task order level.

3.4.23 Engineering Design

The contractor shall perform engineering design tasks related to user requirements and system operational problems (CDRL A003). Provide detailed analysis as to manufactured defects, re-occurring failures, and problems incurred due to poor handling.

3.4.24 Site Surveys

The contractor shall conduct site surveys to determine the optimum location and configuration for an equipment/system modifications or upgrades. Sites will be defined at the task order level. The contractor shall gather all pertinent environmental, engineering, configuration and design information relevant to site conditions, analyzing the collected data, performing necessary calculations to make technical recommendations, and preparing technical reports and documentation (CDRL A002) for a specific engineering change proposal, modification, or system upgrade.

3.4.25 Maintenance

3.4.25.1 This type of work requires the contractor to support at a minimum, the following:

maintenance, overhaul, troubleshooting, and repair of a system and/or equipment. Maintenance support work may or may not involve traveling. Contractor personnel shall be highly experienced in electronic systems and familiar with the particular system, unless otherwise stated in the task order.

3.4.26 On-Site Technical Assist

The contractor shall provide technical support for CASREP resolution, fault analysis, testing, and/or repair of various SPAWARSYSCEN Atlantic installed systems and equipment, as specified by individual task orders, to restore the units to operational status. The contractor shall be prepared to commence travel for onsite support within 24 hours of notification. Contractor personnel shall be technically knowledgeable and capable of analyzing system problems and implementing corrective actions without direct support from SPAWARSYSCEN Atlantic personnel if and when required.

Technical support may also involve collecting additional information for SPAWARSYSCEN

Atlantic, such as design, operation and equipment conditions, training and skill levels of site operators, engineering change status, initial calibration, recalibration, and maintenance problems.

The contractor shall report findings, results of analysis, and corrective action taken associated with the technical support provided, using the Government provided database/format/workspace.

3.5 INTEGRATED LOGISTICS SUPPORT (ILS)

3.5.1 Reliability, Maintainability, Availability, and Quality (RMA&Q)

The contractor shall design, develop, analyze, maintain, collect and input data for engineering, and Configuration Management (CM) databases and documentation (CDRL

A002, A003).

3.5.2 ILS Documentation

The contractor shall prepare, develop, update, review, revise, maintain, validate, redline, or provide engineering technical documentation (CDRL A002, A003) as listed below. This documentation shall be prepared in accordance with applicable specifications, practices, guidelines, formats, and standards and shall include provisions for configuration control of revisions. Engineering and technical documentation shall include but is not limited to:

3.5.2.1 The contractor shall provide provisioning support, nomenclature application support, Consolidated Shipboard Allowance List (COSAL) Feedback Reports, Allowance Change Requests

(ACRs), engineering assists, technical referrals, technical refresh, Equipment Identification Codes

(EICs), data retrievals, drawing reviews, Allowance Parts List (APL) and Allowance Equipment List

(AEL) research, re-provisioning, reliability studies, parts analysis, and other ILS functions for inertial electronic navigation systems and their associated interface equipment, and configuration management support.

3.5.2.2 The contractor shall perform Reliability and Maintainability Program Requirements

3.5.2.3 The contractor shall develop, review, or modify equipment and system specification.

(CDRL A002, A003). The contractor shall support the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development, reflects the latest design, configuration, integration, and installation concepts (CDRL A004).

3.5.2.4 The contractor shall analyze procurement documents, fleet feedbacks reports, and audit team reports to identify system and training related problems. The contractor shall develop and prepare updates for the documentation or changes (CDRL A002) in support of the system Technical

Documentation.

3.5.2.5 The contractor shall provide support to the Technical Manual Management Authority

(TMMA) supporting the Technical Manual Lifecycle Management Program, maintenance, development, production, and distribution of technical manuals, Interactive Electronics

Technical Manual (IETMs) (Class 2 & 3), Shipboard Systems Test Procedures, Field Change

Bulletins and SOVT Preparation, and Execution Guides. The contractor shall provide Technical Data

Documentation and ILS support for Navigation equipment installations, Course Systems Technical

Manuals, and NOPs. Updates to manuals shall reflect changes to Navigation systems. Documentation shall be developed as defined in the Technical Manual Contract Requirement (TMCR) provided for each manual or revision.

3.5.2.6 The contractor shall support the COR with TMMA duties, which shall include providing recommendations for updating the Technical Data Management Information System

(TDMIS) and Navy Logistics Library (NLL) databases; developing and submitting Technical Manual

Identification Number (TMIN) and Compact Disk-Read Only Memory (CD-ROM); Volume ID

Number Requests (VIDN-Rs); making or recommending changes to Formatting Output Specification

Instances (FOSIs) and Document Type Definitions (DTDs); developing recommended distribution lists for technical documents; and responding to Technical Manual Deficiency and Evaluation

Reports (TMDERs).

3.5.2.7 The contractor shall provide support with gathering data for and preparing quarterly

Naval Sea Systems Command Task (SEATASK) reports. The contractor shall maintain the

Navigation equipment technical library and the Technical Documentation Development Database of documents, and print, copy, and distribute navigation technical documents. The contractor shall convert approved navigation technical document source data to Extensible Markup Language (XML).

The contractor shall submit IETMs for Advanced Technical Information System (ATIS) certification.

Provide SME review during the development or revision of technical manuals and IETMs.

3.5.2.8 The contractor shall receive, inventory, assemble, package, pre-stage and ship FC kits, INCO kits, shipyard spares kits, circuit cards, assemblies, equipment or systems.

3.5.3 Prepare Installation documents

The contractor shall prepare and develop installation plans, parts lists, instructions, checkout plans, test procedures, handbooks, and drawings (CDRL A004) for temporary or permanent installations.

3.5.4 Analyze and record potential Test Plan updates

The contractor shall maintain an automated information file of PMS/software feedback reports and recommendations from completed shipboard tests that relate to changes or innovations for future combat system testing methods or procedures. As requested, the contractor shall provide a report (CDRL A002) of the data collected.

3.5.5 Perform all facets of technical documentation development

The contractor shall be able to support the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts (CDRL A003, A004). The contractor shall ensure technical documentation (CDRL A002) be in a form of paper, electronic

(digital) or interactive computer systems.

3.5.6 Provide technical documents and inventory reporting electronically or hard copy

The contractor shall perform duplication, maintain inventory management, distribute in any present or future electronic media format and document maintenance software. The contractor shall perform duplication, maintain inventory management, distribute in hard copy format (CDRL A002).

3.5.7 Provide technical data to end users via the World Wide Web

While meeting all Information Assurance (IA) security requirements, the contractor shall develop, revise, and maintain World Wide Web pages and other web front-end interface applications for end users.

3.6 TRAINING DEVELOPMENT

3.6.1 Provide System Training

The contractor shall develop, update, and provide on-the-job and classroom training (CDRL

A011) for operation, maintenance, troubleshooting and changes.

3.6.2 Develop Training Materials

The contractor shall develop, revise, and maintain training materials such as Training Path

Systems, Personnel Performance Profiles, Navy Training Plans, and training curricula

(CDRL A011) for the specific purpose of instructing ships personnel in the operation and maintenance of Navigation equipment in a pre-schoolhouse and schoolhouse mode. This training shall occur either in a laboratory environment or aboard ship.

3.6.2.1 The contractor shall be able to apply the engineering and analytical disciplines required to ensure that the warfighter and technical support community is provided with adequate training material (CDRL A011) including applied exercises resulting in the attainment and retention of knowledge, skills, and attitudes regarding the platforms, systems, and warfighting capabilities they operate and maintain.

3.6.3 Train the Trainer

The contractor shall provide technical assistance to Government training personnel.

3.6.4 Provide pre-faulted modules

The contractor shall recommend, develop, and provide pre-faulted modules and documentation (CDRL A011).

3.6.5 Support Training Program Improvements

The contractor shall review training materials, attend training audits, and recommend technical corrections and improvements (CDRL A011).

3.6.6 On-The-Job Training

The contractor shall during groom events or other ship visits; utilize available time to provide on-the-job operator and maintenance training to ship force personnel.

4.0 INFORMATION TECHNOLOGY (IT) SERVICES REQUIREMENTS

4.1 INFORMATION TECHNOLOGY (IT) GENERAL REQUIREMENTS

The contractor shall be responsible for the following:

4.1.1 Ensure that no production systems are operational on any research, development, test and evaluation (RDT&E) network.

4.1.2 Follow DoDI 8510.01 when deploying, integrating, and implementing IT capabilities.

4.1.3 Migrate all Navy Ashore production systems to the Navy, Marine Corps Intranet (NMCI) environment where available.

4.1.4 Work with Government personnel to ensure compliance with all current Navy IT & cybersecurity policies, including those pertaining to Cyber Asset Reduction and Security (CARS).

4.1.5 Follow SECNAVINST 5239.3B & DoDI 8510.01 prior to integration and implementation of IT solutions or systems.
