About this file

This statement of objectives describes requirements for a technical refresh to an inertial guidance package for an underwater vehicle. The Space and Naval Warfare Systems Center Atlantic seeks a contractor to provide systems engineering services to develop a solution to reduce the alignment time for a new guidance package from over one hour to under thirty minutes while maintaining accuracy of ten meters over four hours. The contractor shall assess, develop, analyze, modify, and integrate a new inertial guidance package that replaces the current one as a form, fit and function equivalent maintaining all interfaces.

The related federal contract opportunity involves a pre-solicitation to collect information from potential offerors interested in participating in an industry engagement during June 2018 for solicitation N65236-17-R-0008. The engagement will provide an opportunity for the Navy to determine the appropriate forum for discussion of its requirement for maritime position, navigation and timing systems in-service engineering and technical support services.

STATEMENT OF OBJECTIVES (SOO)

SHORT TITLE: Technical Refresh to REMUS Underwater Vehicle Inertial Guidance Package

1.0 PURPOSE

Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic)

This SOO describes requirements for Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) in support of technical refresh to REMUS Underwater Vehicle Inertial Guidance Package

1.1 SCOPE

Design, develop, integrate and test technical refresh to the REMUS Underwater Vehicle Inertial Guidance Package.

1.2 BACKGROUND

The mission of the Space and Naval Warfare Systems Center (SSC) Atlantic (SPAWARSYSCEN Atlantic) Positioning, Navigation and Timing (PNT) Engineering (PNT-E) Integrated Product Team (IPT) is to provide the United States (U.S.) Fleet and Coalition Partners comprehensive programmatic and technical support for In-Service and emerging Inertial Navigation Systems and Geospatial Information and Services. The range of engineering and technical support services is extremely broad and includes certifying US Navy surface and sub-surface Navigation Systems ready for use, providing system troubleshooting support services for all aspects of US Navy Navigation, originating and maintaining all aspects of logistic documentation, designing/fabricating/testing prototype or experimental navigation systems, testing new and evolving navigation technology, and assisting with ship alteration efforts where required.

2.0 PERFORMANCE REQUIREMENTS

2.1 The contractor shall provide technical and engineering support to develop a technical refresh to the existing inertial guidance package for the REMUS Autonomous Underwater Vehicle Inertial Guidance Package.

2.1.1 The contractor shall provide systems engineering services to develop a solution to reduce the alignment time required for the new guidance package from greater than 1 hour to less than 0.5 hours while maintaining an accuracy of 10 meters over a four hour period.

2.1.2 The contractor shall assess, develop, analyze, modify, and integrate, a new inertial guidance package which shall be a form, fit and function replacement for the current inertial guidance package.

The replacement shall maintain all the same interfaces as the current inertial guidance package.
