55. We note that Amendment No. 0002 and extended the Due date of the Price Proposal, Technical Proposal, and Subcontracting Plan to 15 February 2022. The assembly of an accurate Subcontracting Plan is highly dependent on the completion of the Pricing process and the selection of qualified subcontractors. As a result, we request that the Government consider allowing Offerors to submit their Subcontracting Plan and Electronic Copies one (1) business day after the Price Proposal and Technical Proposal due dates (i.e. 16 February 2022).
ANSWER: Refer to Amendment 0003 issued on 24 January 2022
56. I am following up on Notice #2 that was recently issued, addressing the Factor 3 Safety Rates. We had originally submitted that question for NAVFAC’s consideration and I would like to ask for reconsideration to allow contractors to provide an opportunity to explain the circumstances surrounding any rate(s) that exceed the threshold established in the RFP. While we have seen this ability to provide such explanation in numerous prior RFP’s with NAVFAC PAC, we believe the removal of this aspect is overly restrictive and will restrict competition. As an example, we are a small business with 30-35 employees per year. Because the OSHA calculation is based on 200,000 work hours, our rates our skewed as we have anywhere from 50,000 - 80,000 work hours. So one recordable incident for a small business, has significantly higher impact on our rates, than would a larger company with 200,000 or more. This does not indicate that we are any less safe of a company than others, especially if it is just for 1 year of the 5 year look back. Allowing contractors to explain extenuating circumstances would illicit increased competition and also allow NAVFAC to objectively review the explanation accordingly. In light of the request and the example I have provided, I would encourage NAVFAC to reconsider allowing contractors the opportunity to submit explanation of extenuating circumstances.
ANSWER: Refer to Amendment 0004 issued on 27 January 2022
