PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1321
J-034 BACHELOR OFFICER QUARTERS-B,
US NAVSUPPACT MCB, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
RESPONSES DEFERRED FROM NOTICE NO. 5
31. Is the intent of the inclusion of DIV 25 08 11.00 20 into the specification that each individual system for each individual building each have its own Authority to Operate (ATO) through the Risk management Framework (RMF) process resulting in an enormous amount of ATOs with an overwhelming maintenance and sustainment effort, or is the intent that each system will integrate into an existing ATO that is already established on the base? The latter makes the most logical sense but the inclusion of efforts such as eMASS and other accreditation efforts listed in 25 08 11.00 20 make it seem that the former (ATO for each system in each building) is what is being requested. Please clarify.
RESP: The intent of 25 08 11.00 20 is not for each individual building but rather each system.
