About this file
This document contains pre-proposal questions and answers for RFP N62742-21-R-1321. The RFP is for the construction of a new Bachelor Officer Quarters tower and attached common area wing at Marine Corps Base Guam. Key details include that the project scope involves construction of a multi-story housing tower with single-occupancy units, common areas, and support spaces. The estimated value is between $100-150 million USD to be funded by the Government of Japan. The contract completion period is 760 calendar days. Responses clarify that sliding windows rather than fixed windows are required, a high pressure breathing air system is not needed, and fireproofing specifications will be removed. Clarification is also provided that each building system does not require separate Authority to Operate approval but can integrate under an existing base authorization.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1321
J-034 BACHELOR OFFICER QUARTERS-B,
US NAVSUPPACT MCB, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
27. Door 114 for the Main Electrical room is a 45-minute fire rated door. Door 114A is also for an electrical room and in the same wall as Door 114; however, the door schedule calls this out as non-fire rated. Please advise.
RESP: Fire rating will be removed for Door 114. See Amendment 0005.
28. 1, 2, 3 & 4 / A-503 & A, A1, B, B1, C, C1 & D, D1 / A-611. Window Detail. In Ref Drawing A-503 on window jamb details shows that windows are fixed type while on A-611 indicates that the windows are sliding type, kindly clarify if what window type is required.
RESP: DWG A-611 governs. See Amendment 0005.
29. Reference drawing sheet P-001. Note 18 refers to a high pressure breathable air distribution system. We have been unable to locate the requirements for this system on this project. Please confirm that a high pressure breathable air distribution system is not required.
RESP: High pressure breathable air distribution system is not required. See Amendment 0005.
30. Spec 07 81 00, Spray-Applied Fireproofing, Para. 1.2.2., gives one location and its UL Design Reference for spray-applied fireproofing - roof supports, UL P908 or UL approved system. The provided structural drawings show only concrete-encased roof beam supports and associated load-bearing concrete walls. Please confirm that spray-applied fireproofing is to be used on this project and, if so, please give us the locations of its application.
RESP: Section 07 81 00 will be removed in Amendment 0005.
31. Is the intent of the inclusion of DIV 25 08 11.00 20 into the specification that each individual system for each individual building each have its own Authority to Operate (ATO) through the Risk management Framework (RMF) process resulting in an enormous amount of ATOs with an overwhelming maintenance and sustainment effort, or is the intent that each system will integrate into an existing ATO that is already established on the base? The latter makes the most logical sense but the inclusion of efforts such as eMASS and other accreditation

efforts listed in 25 08 11.00 20 make it seem that the former (ATO for each system in each building) is what is being requested. Please clarify.
RESP: Response is deferred.
