DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, PACIFIC
258 MAKALAPA DRIVE, SUITE 100
JOINT BASE PEARL HARBOR HICKAM, HAWAII 96860-3134
RESP: Detail 4/CG502 indicates that engineered soil is defined in the specifications. Section 33 40 00 STORM DRAINAGE UTILITIES 2.8 ENGINEERED SOIL MIX provides the material specifications.
9. Spec Section 32 12 13, Emulsified Asphalt for Tack and Prime Coats. Spec section 32 12 13 paras 2.1 Prime Coat and 2.2 Tack Coat specifies SS-1 or SS1h, which is not available in Guam.
The paving contractor has found that using anionic SS-1 and SS-1h emulsion (negative charge) diluted with Guam water, which contains soluble minerals (negative charge), causes the emulsion to de-emulsify and coagulate in the distributor truck preventing application. We propose to use CSS-1h conforming to D2397 for both prime and tack coat. This material is used for all the paving jobs in Guam. Please confirm this is acceptable.
RESP: Use of emulsified asphalt conforming to ASTM D2397/D2397M, Type CSS-1h is acceptable. Section 32 12 13 subparts 2.1 Prime Coat and 2.2 Tack Coat will be amended. See Amendment 0002.
10. Spec Section 32 12 16, Hot Mix Asphalt for Roads. The local asphalt paving provider has not successfully produced a mix meeting the VMA requirement of Section 32 12 16 Table 5 utilizing local materials. The currently accepted Gradation 3 job-mix formula (attached) is 14.7 VMA using viscosity grade AR-16000. This mix is retaining 1 percent 1/2 –inch size, whereas Table 4 requires 100% passing this sieve. Please confirm it is acceptable to use the attached
JMF.
RESP: The aggregate gradation will be revised to gradation 2, revising Table 4 percentage passing by mass requirements in section 32 12 16, paragraph 2.2.4. Paragraph 2.3 Asphalt Cement binder will be revised to performance grade 76-10 or ASTM D3381/D3381M Viscosity Grade AR16000. See Amendment 0002.
11. Detail 2/CS503, Removable Bollard Foundation. Detail 2/CS503 lists two different depths for the foundation below grade. Please confirm the correct foundation depth.
RESP: 760mm is the required foundation depth. DWG CS503, Detail 2/CS503 will be revised.
See Amendment 0002.
12. Sheet CS103 and detail 2/CS504, Sheet CS103 and detail 2/CS504. Sheet CS103 keynote 15 designates the stairs at the sidewalk at northeast corner of the parking area, but does not designate the two sets of stairs at the parking lot medians. Please add the two sets of exterior stairs at the parking lot median and south project boundary to the information table in detail
2/CS504.
RESP: Keynotes will be added to stair locations 2 and 3 on DWG CS103. Table on DWG CS504 will be revised. See Amendment 0002.
