About this file
This document provides notice of questions and answers regarding a solicitation for airfield development projects at Tinian International Airport in the Commonwealth of the Northern Mariana Islands. The solicitation seeks proposals for site development to provide Air Force access to the airport, including earthwork, drainage, security fencing and utilities, demolition of World War II era pavements, construction of a water well and parking apron, and munitions work. Proposals are due October 22, 2020 with hard copies to follow electronically submitted proposals within five business days. The site visit will proceed as scheduled on September 17, 2020. 258 MAKALAPA DR., STE. 100
PEARL HARBOR, HI 96860-3134
Notice No. 4
9 September 2020
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-20-R-1313
FY20 MCAF P-9021/PAF189021 APSI – AIRFIELD DEVELOPMENT, PHASE 1 AND FY20
MCAF P-9022/PAF189022 APSI – PARKING APRON, TINIAN INTERNATIONAL
AIRPORT, TINIAN, CNMI
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
71. 20R1313-RFP, Document 00100, Section 1.1. Will the Government allow for proposals to be submitted electronically by the Amendment 0001 revised submittal dates in Document 00100 Section 1.1 – 22 October 2020, 2:00pm HST) for the Price and Non-Price (Factors 1-4) and 22 October 2020, 2:00pm HST for the Non-Price (Factor 5) and Subcontracting Plan – with hard copies to follow five (5) business days after submission of the electronic proposal?
ANSWER: Proposal requirements remain unchanged.
72. 20R1313-RFP, Document 00202, Part II, Section 2.2, Factor 3 – Management Plan (a).
Will the Government allow for the use of 9-point font for tables?
ANSWER: Yes. Only the narrative shall be 10-point font or larger.
73. [Contractor] is highly interested in attending the site visit for the Tinian Airfield Development project (RFP due 10/22) but due to health and safety concerns we respectfully request NAVFAC either (1) delay the site visit until GUAM and CNMI quarantines are lifted or
(2) cancel site visit. Based on the current environmental and safety hazards associated with travel to and within CNMI, on-island impacts from COVID19 including curfew, interaction limitations, testing requirements to meet the CNMI mandatory declaration (including pre-arrival PCR test), extremely limited available flights to/from Saipan forcing extended durations, limited inner-island flights to/from Saipan and Tinian via Star Mariana and social distancing impacts on the single propeller planes, [Contractor] does not feel we are able to offer a safe means for our personnel to attend the September 17, 2020 site visit. Please advise if the site visit can either be delayed until such time our team can safely travel to/from/within CNMI.
ANSWER: Site visit will proceed as scheduled.
