About this file

This document contains questions and answers regarding a solicitation for construction services at Tinian International Airport in the Commonwealth of the Northern Mariana Islands. The solicitation seeks a contractor to perform site development and earthwork for Air Force access, including security fencing, drainage, utility connections and demolition of World War II era pavements. Additional work includes construction of a water well, munitions and explosives of concern remediation, and building an aircraft parking apron and taxiways sized for 12 KC-135/KC-46A aircraft with hydrant piping and fuel pits. Bidders should assume previous contract work is complete and consider stockpiling excavated materials onsite with erosion control. The Navy Facilities Engineering Command issued the solicitation, which remains open with no changes unless formally amended.

The questions and answers provide clarification on project scope details such as munitions response requirements, responsibility for risk analysis if munitions are encountered, waste disposal requirements, existing conditions, and surplus material stockpiling. Responses indicate the planned modification for munitions work will be awarded after discovery and the contractor must arrange local recycling. Bid pricing should incorporate off-island disposal of all wastes per specifications.

PEARL HARBOR, HI 96860-3134

Notice No. 3

4 August 2020

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-20-R-1313

FY20 MCAF P-9021/PAF189021 APSI – AIRFIELD DEVELOPMENT, PHASE 1 AND FY20

MCAF P-9022/PAF189022 APSI – PARKING APRON, TINIAN INTERNATIONAL

AIRPORT, TINIAN, CNMI

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

58. Specifications, 01 57 19.03. Figure 3-1 (page 1117 of 1232 Vol 1 specs) in Annex A-01 of the Tinian MRESS shows portions of the Divert project area that are “likely” and “unlikely” to contain MEC. Part of the project footprint appears to lie outside the shaded areas shown on Figure 3-1 (e.g., Areas R2-2, R2-3, and R2-4 on the Overall Site Plan). Please can the government confirm that areas within the project footprint as “likely” or “unlikely” should be presumptively classified as “likely” to contain MEC in accordance with Section 2.1 of Annex A- 01 the MRESS?

ANSWER: Any area that is not designated as unlikely should be considered likely.

59. RFP, Price Proposal Schedule. RFP CLINs 0003AA and 0003AB are identified as “Planned Modification.” Will the Government determine when MEC/MPPEH support is required? When and under what conditions will the Government award this modification?

ANSWER: MEC/MPPEH support will be required when MEC is encountered. The Planned Modification will be awarded after MEC is encountered.

60. RFP, Tinian MRESS, NAVSEA OP 5, EM 385-1-97. Does the Government require on-call UXO construction support (with UXO response by close of business the day the item is located), or on-site UXO construction support with continuous observation, during ground disturbing activities in the “low likelihood” areas of the site.

ANSWER: Construction support can be either on-call or on-site. We do not know the exact response time once an item is found yet.

61. Tinian MRESS, Section 6.1.3.4.d. Will the Contractor be responsible for conducting the site-specific risk analysis if MEC is found during construction activities?

ANSWER: Yes.

62. Tinian MRESS, MRESS Section 6.1.3, item 1. What is the Government’s expectation in terms of response time for “on-call” construction support? Based on the CLIN pricing structure of a daily all-inclusive rate, is it correct to assume that the entire team would have to be on-site within that timeframe?

ANSWER: Close of business on the day the item is located. No, the MEC team would have to be subcontracted out if needed and the Government would expect a time lag in their arrival.

63. Section 01 57 19.03, Section 1.2. Are SD-01 Preconstruction Submittals identified in Section 01 57 19.03 Section 1.2 (ESS Work Plan, Comprehensive Community Relations Plan, ICO Notification, GIS Work Area Grid, Personnel Qualifications and Duties, Site Health and Safety Plan, and Occupancy, Population, and Vehicle Survey) required for Construction Support?

ANSWER: Yes.

64. Tinian MRESS, Section 6.4.1, 2nd Para. Per the referenced document, MEC/MPPEH items that are safe to move will be transferred to the cognizant military EOD unit for destruction.

Will the military EOD unit accept these items immediately? If not, for what length of time will Contractor be required to maintain custody?

ANSWER: EOD will respond within 72 hours. See Specification Section 01 57 19.03, paragraph 3.9.

65. Tinian MRESS, Section 6.4.2, 4th Para. Will the Defense Logistics Agency accept the sealed containers of MDAS for this project? Or does Contractor need to arrange local recycler?

ANSWER: The contractor will need to arrange a local recycler.

66. Tinian MRESS. Will preparation of an After-Action Report be required?

ANSWER: Yes.

67. Contract Documents, P9021: GC100. Reference GC100 Erosion and Control Drawing.

The backgrounds of the P9021 contract drawings show a major excavation feature which appears to be the pond from the final excavation features of the Project titled P9030/9040. Being that NAVFAC is bidding the P9021 scope of work and the P9030/9040 project at the same time, is the major excavation feature / pond from the P9030/9040 project going to be an existing feature when excavation is underway during P9021? Please advise if any additional backgrounds intended to be existing conditions may not be existing conditions and provide updated documents as necessary to coordinate for excavation profiles and quantities.

ANSWER: Bidders are to assume that all works associated with P9030/9040 are in place and should be protected as such. Existing conditions shown within the P9021/9022 plans reflect these works in place and completed.

68. Contract Documents, P9021/9022. Please advise if any features within the Contract Documents which appear to be existing conditions (raw water well & equipment, water storage tanks, maintenance storage facility, gravel roads, power transformers and power lines, etc) should not be anticipated as existing conditions for bidding purposes of P9021/P9022.

ANSWER: Existing conditions shown within the P9021/9022 plans reflect previous contract works in place and completed. Bidders shall provide bids assuming these works are complete in place.

69. Section 01 74 19, paragraph 1.5, off island solid waste disposal. Please advise if the following are considered construction solid wastes that must be disposed of off-island:

a) Green Waste from Cleaning Operations

b) Concrete Debris from Demolitions

c) Milled Asphalt Pavement

ANSWER: Bidders shall assume that all wastes, green, concrete debris, and milled asphalt, are to be removed from the project site.

70. Notice 2, Q/A #38, Disposition of surplus materials: Suitable materials may be stockpiled onsite in the location indicated on revised sheet CD100 provided in amendment 0003.

We estimate that surplus excavated materials are in excess of 1 million cy.

a) Proposed stockpile area is approximately 645,500 sf, stockpile will be more than 40' high to contain the estimated surplus materials. Please advise if there is stockpile height limit.

b) Please advise if stockpile will receive top soil and seeding.

c) Please advise what are considered unsuitable materials that will be disposed outside of the Government property.

d) If some surplus materials are determined to be unsuitable, will they be disposed of off-island in accordance with specification section 01 74 19 paragraph 1.5?

ANSWER: Specification Section 31 23 00.00 20 is revised via Amendment No. 0004.

a) There is not a height limit for the stockpile location provided.

b) Stockpile does not require topsoil. However, the contractor must provide erosion control mechanisms to stabilize the pile.

c) Onsite soil and rock generated from excavation may be stored onsite. All other materials must be disposed outside Government property. Stockpiled rocks must be maximum 150mm (6-inch) aggregate size.

d) Yes.
