Factor A requires past performance information on a minimum of three multifunction contracts with values of $20 M/year or over and single-function projects valued at $4 M/year or more. Please clarify the discrepancy in value for single-function contracts. If $4 M/year value is correct for Factor A citations, please correct JL-9 so that offerors can use the same contract references for both Factors, as required by Factor B guidance.

How does the Government define work exceeding the recurring work requirements for Annex 1601000 Utilities, spec items 3.1 Utility work orders? In order to demonstate an understanding of the work with our proposed staffing we need to understand the definition of recurring work and at what point the work becomes work exceeding the recurring work requirements. For example are work orders greater than $30,000 "work above the recurring work requirements" for Annex 1601000 Utilities?

Section C - Table 0200000 -Management and Administration Spec Item: 2.9.1.1 - Experience Modified Rate (EMR)

Spec Item 2.9.1.1 states: "No subcontractor on the project shall have an effective EMR greater than 1.10 when entering into a subcontract agreement with the prime contractor or a subcontractor at any tier as computed by the National Council on Compensation Insurance (NCCI) or if not available, as computed by the state agency’s rating bureau in the state where the subcontractor is registered. Prime Contractor may submit a written request for additional consideration to the Contracting Officer where the specified acceptable EMR range cannot be achieved for a particular subcontractor whose performance is uniquely critical to the project. Relaxation of the EMR range shall only be considered and/or granted on a case-by-case basis for special conditions and shall not be anticipated as tacit approval.

Background: Unlike most all states, insurance companies do not use a rate modification plan and routinely assign a fixed rate plan to Guam pure/registrered subcontractors, which does not use any sort of deviation.

Question: For those essential Oconus or Guam-based sub-contractors that may not have an EMR rating may the Offerer qualify using the elements of Spec Item 2.9.1.2 which includes historical Day-Away-Restricted-Time (DART) of <3.0?

Amendment 6 - Questions & Answers #76 The answer to question #76 is truncated in the .pdf file issued. Will the Government provide the complete answer to question #76?

Questions and Government Responses that were cutoff in the RFP QUESTIONS & ANSWERS_Amendment 0006 (180809) document in Amendment No. 0006 will be reissued in Amendment No. 0007.

Amendment 6, Sections C & L During the amendment process some things have been updated in RFP documents based on responses to questions but have not been carried through to all sections of the RFP consistently. This has created contradiction in a number of places throughout. For instance, in Amendment 6, key personnel resumes and letters of intent requirements were changed from 16 keys to only 4 listed in Annex 0200 as per answers to questions # 46, 49 and 55. However key personnel requirements still exist in Section C of Annexes 1601, 1602, 1604, 1605, 1606 and 1700, and the 16 resumes and letters of intent are still listed in Section L in L.7, Factor C – Management, page 13.

In order to assure Offerors are fully compliant with RFP requirements will the Government provide a conformed copy of all RFP documents that incorporates all changes?

Section C, Annex 0200, Spec Item 2.7.1 has been revised to include all 16 key personnel. The responses to questions 46, 49, and 55 remain unchanged.

Question #120 Question #120 regarding resumes and letters of intent and the JL-4 was answered by referring to question and answer #71. However, question #71 responds to a question about the JL-4 and BOEs. Will the Government respond to the resumes and letters of intent portion of question #120?
