Page 68 of 90, Paragraph L.7, Volume I Cost Proposal, Direct Labor and Fringe Benefits
The referenced Section L paragraph includes the following guidance: "Identify, by labor classifications, the number of full time equivalents (FTEs), labor hours, and labor rates (for prime and all subcontractors) by Annex/sub-Annex/Spec. Item (Attachment JB-2) for each contract period."
Will the government please clarify whether or not this requirement is intended to apply to all subcontractors, regardless of proposed contract type and/or magnitude (i.e. <> $2,000,000 annually)?
The offeror's JB-2 should identify, by labor classifications, the number of full time equivalents (FTEs), labor hours, and labor rates for prime and all subcontractors regardless of proposed contract type and/or magnitude (i.e., a roll up off all FTEs).
Additionally, for annexes including subcontract effort in excess of $2,000,000 annually, submit subcontractor information in the same level of detail as prime contractor (i.e., submit each applicable subcontractor's JB-2).
A.1 The RFP states this is a follow-on to bridge contract N62742-19-C-1175. Can the government confirm if this BOS is a total follow-on or related to previously awarded contract N6274217C1190 to Fluor?

In accordance with the Small Business Act, section 8(d) and 13 CFR 121.410, the prime contractor is responsible for selecting a NAICS code for its subcontractors. Will the Government please clarify the Small Business goal requirement, and if the goals to be proposed are based on subcontract dollars or total contract value?
