In the event that Ceiling Rates differ from Proposed Rates on an offeror's submitted Attachment JH-1, the Government does not intend to adjust the Offeror's proposed pricing as part of the review described in RFP Section M, paragraph M.1.C.7.
A.1 The RFP states this is a follow-on to bridge contract N62742-19-C-1175. Can the government confirm if this BOS is a total follow-on or related to previously awarded contract N6274217C1190 to Fluor?

Section I and L.6 Section I incorporates FAR 52.219-9 (Dev 2018-O018). L.6 references FAR 52.219-9 Alt II. Which is the correct version of the clause?
The correct clause is FAR 52.219-9 (Dev 2018-O0018) Alt II. Therefore, Section I and L.6 will be amended to include FAR 52.219-9 (DEV 2018-O0018) Alt II. Amendment forthcoming See Amendment 0005.

SOLICITATION N62742-19-R-1199
GUAM BASE OPERATIONS SUPPORT SERVICES, JOINT REGION MARIANAS (JRM)
L.7, Factor C - Management Factor C requires resumes and letters of intent for 16 key personnel positions. Many of these positions require experience and qualifications very specific to operation of the Base Operations Support program at Naval Base Guam. The Government's requirement affords the incumbent contractor with an unfair competitive advantage. The incumbent has operated this contract without competition since 2004, allowing them to identify and hire qualified personnel in positions onerously difficult for other offerors to fill in less than 60 days on a remote island contract. Additionally, Executive Order (E.O.) 13495, “Nondisplacement of Qualified Workers Under Service Contracts” requires the awardee to offer the current workforce right of refusal, obviating any qualified candidates the offeror included in their response.
Will the Government remove the key personnel requirement, or allow offerors to provide qualifications, in lieu of resumes, that meet or exceed the specifications included in the PWS?
Deferred
Industry Conference During the industry conference, Ms. Julian stated that the closing date for questions was August 9th and that the Government planned to answer all questions NLT August 16th. The significant production effort required for this response, combined with the shipping time from the mainland to Honolulu, would allow offerors less than a week to respond to questions. Will the Government consider extending the proposal closing date and time?
The proposal due date remainds unchanged.

Included in the referenced files is the detailed RPIE counts (asset types by descriptions, Qty,'s columns, notes, et) critical to determining a bottoms up staffing of the number and types of FTE's needed to meet the stated requirements. In the current PDF format, data cannot be sorted or even read when printed on 11X17 paper. Furthermore, with more that 200 rows one on page, data cannot accurately be read tracked or counted using computer screens alone.
Will the government please provide the data in excel files so bidders can accurately categorize and count equipment inventories by site bldg. etc.?

H.3 Required Insurance Does the U.S. Government expect the Contractor to provide full coverage hull insurance for any physical damage to U.S. watercraft regardless of fault or negligence, or does the Government only require the Contactor to have insurance for their own legal liability regarding damage U.S. watercraft. Full coverage hull insurance could be expensive to provide, especially for watercraft not Contractor owned.
Deferred
H.3 Required Insurance Can the U.S. Government provide more specific information regarding vessel operations, terminal operations (i.e. loading/unloading of vessels and other vessel support), and operations associated with barges in order to better understand for Marine Liability insurance pricing purposes.

The revision to the key personnel specifications appear to favor the experience, education, training, certifications, and registrations of the staff currently performing these functions. Executive Order (E.O.)
13495, “Nondisplacement of Qualified Workers Under Service Contracts” requires the awardee to offer the current workforce right of refusal, obviating any qualified candidates the offeror included in their response. Since it appears the Government is making accommodations to retain these personnel, will the Government remove this onerous key personnel requirement from Section L, Factor C?
Deferred
Attachment_J-1502000-17_FY18_Historical_Workload_Data The tab labeled "4-PROJECT" has Work Orders whose Work Type is listed as "ROUTINE." Also, the tab labeled "3-ROUTINE" has Work Orders whose Work Type is listed as "PROJECT." Project and Routine work orders are defined differently in the RFP and require different levels of effort. Can the Government explain why Project Work Orders are listed in 3-ROUTINE, Routine Work Orders are listed in 4-Project?
