About this file

This document contains questions and answers regarding a draft request for proposals for V-22 aircraft maintenance and repair services. The solicitation will utilize an indefinite-delivery, indefinite-quantity multiple award contract approach, with individual task orders competed amongst awardees. For task order competitions, contractors will provide pricing quotes using the labor rates established in their base IDIQ contracts, and task order proposals will be evaluated based on criteria in the task order request. The document also clarifies that contractors should provide their best price given information provided to address discrepancies related to programmed depot maintenance, applying hourly rates as indicated in the base solicitation.

V-22 DRAFT RFP Additional Questions 4.17.2020

Questions
Answers

Q1) In Pre-Solicitation Conference on 3 Mar, regarding the question on how aircrafts for PMI are distributed to multi-contractors, the response was that "each individual task order will be competed between the awardees on the MAC". Also, there was USG response that “Each Task Order is for one induction and will be individually competed” in A21, of the attached PDF "V-22+PreSol+ Conference+Additional+QA+3.16.pdf".

Having read through H section of RFP and related FAR as recommended, however, we would like you to show us the detailed process of the competition, especially on pricing. The point of the question is if the evaluation of pricing for the contractor selection is based on the total evaluated price in the proposal of RFP or based on separate prices to be provided by each MAC awardee newly for each task order.

Citation: RFP Pages 129-131 Section H - Special Contract Requirements

A1) If an Offeror wins a multiple award contract (MAC), they will initially be awarded an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the total evaluated price proposed as fair and reasonable. This will establish labor rates and ceiling values.

Subsequently, any work required will be competed amongst the MAC holders in accordance with FAR 16.505(b). The pricing for Task Order competition is based on the ordering procedures identified in Section H of the Draft RFP. MAC holders will provide a quote for each task order competition; however, they shall quote using no higher than the rates identified in the base IDIQ contract. The MAC holder may choose to offer a lower rate if so desired. Additionally, a MAC holder has the option not to quote at all. The task order proposed price will then be evaluated in accordance with the criteria included in the task order proposal request.

Q2) We understand that CLIN x001 includes O&A related to PMI. Regarding the O&A related to PMI, does the Contractor need to apply CLIN x001 hourly rate even for the repairs with insufficient directions or processes by PMI SPEC and other Authorized Engineering Directives which require further technical analysis?

Citation: PWS Pages 13-14

3.2.1.2 Correction of Discrepancies Related to PMI

A2) The Contractor should provide its best price given the information provided and as indicated in Section M of the RFP
