DCMA Quality Systems Approach
This is the DoD concept of Quality Assurance
• It is Government determination of product acceptability based upon confidence in the contractor’s system developed through a systematic verification of objective evidence.
• Quality Assurance versus Quality Control
• Assess Risk based on Key Contract Requirement
• Perform Process Evaluation (PE), Progress Evaluation
(PE) and Quality System Evaluations (QSE).

DoD Concept of Quality Assurance
Procuring Office (Customer/Buyer – Navy, Air Force, etc) Establishes contractor quality requirements Incorporates quality requirements into the contract Contractor Carries out contractual quality obligations Controls quality of the product Offers to the Government for acceptance conforming supplies ONLY Contract Administration Office (CAO or DCMA) Monitor the degree of contractor compliance with the contract quality obligations Accepts supplies on behalf of the Government as required by contract ( officially accepted by DD250)
