EXHIBITS EXPLANATION
This document is intended to assist offerors with explanation of the exhibits. Offerors shall follow all requirements of the solicitation. This document does NOT provide any governance on the solicitation. Questions should be directed to the Contracting Officer.
Roll-up Tab
• First tab of all Exhibits is the Roll-up tab. Purpose of this sheet is to automatically add up inputs from all other tabs in the sheet. All values on this tab are a sum of all other tabs.
Roll-up Tab (cont.)
• The only entry required on the Roll-up tab is the “COMPANY NAME” located at the top of the sheet.
• When no entry is made, the box is RED. When text is entered, the box turns GREEN.
Roll-up Tab (cont.)
• Each region has a minimum required number of ELINs. The cell will remain RED if this minimum value is not reached. The cell will turn GREEN when minimum number is reached or exceeded. This function is intended to assist the offeror in completing the spreadsheet but offeror is still responsible for ensuring they follow all requirements set forth by the most updated solicitation. There may be amendments to the solicitation that may change the minimum required and the cell may not change to green at the required number.
Location Tabs (cont.)
• Location is listed at the top and also on the tab name
• Offerors should enter prices into the red/yellow shaded boxes. Once an entry is put into the box, the cell turns GREEN.
• All other cells are pre-calculated and should not be changed or altered.
• Column D provides an estimated quantity that the U.S. Government expects to order PER YEAR.
• The chart at the top automatically tracks the ELINs with entries.
• All 5 years must be priced to be acceptable (cell will turn green only when all 5 years are priced).
• ELINs with missing entries will not be counted.
In the example above, one can see that the first four rows have all years priced and therefore “Entry Complete” is displayed. These 4 completed entries are counted on the top chart.
The fifth row is missing year 5 pricing and therefore is NOT complete. It is not a valid entry and therefore will not be counted (see red circle on the right).
• Use column AE to assist verification that all 5 years have an entry. If the row shows “Entry Complete,” then all 5 years have entries. If the row is blank, then the entry is not complete.
• Use Column U and W to assist showing if an ELIN is an “optional” or “mandatory” ELIN. “Y” in column U indicates mandatory pricing. “Y” in column W indicates optional pricing.
• RED cells indicate that the ELIN is a REQUIRED/MANDATORY ELIN that must be priced.
• Light yellow cells are optional ELINs.
Location Tabs
• All tabs after the first tab are either:
– 1. Specific location or port (e.g. Yokosuka)
– 2. “AP”: All Ports. This is used for countries were pricing will be for ALL ports in this country. No pricing entries are required on these tabs at this time.
– 3. “AOP”: All Other Ports. This is used when one or more locations in a country needs to be priced but all other ports in the country will use this tab. No pricing entries are required on these tabs at this time.
Questions If there are any questions, view the solicitation and contact the Contracting Specialists and/or Contracting Officer.
