Subj: SECURITY GUIDELINES FOR CONTRACTORS

1. GENERAL INFORMATION. A system of personnel and vehicle movement control is a basic security requirement at all Department of Navy (DoN) installations. Ensure that Contractor personnel employed on the installation become familiar with and obey base regulations, including safety, fire, traffic, and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials shall be outside of peak traffic hours (6:30 to 8:30 a.m. and 3:30 and 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification. While you are aboard this installation, the following security requirements apply, unless the Installation Force Protection Director (IFPD) grants specific exceptions.

2. VERIFICATION. No employee or representative of the Contractor will be admitted to the station without satisfactory proof of either United States citizenship, or registered legal immigration status. Primary contractors are required to ensure that their employees accessing this installation are U.S.

citizens, or documented, legally registered residents of the U.S., and are in possession of a valid Alien Registration Receipt Card (Form AF-3A or Form I-151 A.K.A. GREEN CARD), and that all sub-contractors and their employees also meet this requirement.

a. Per reference (a), all personnel requesting access to this installation shall submit a Request for Installation Access form in person at the Visitor Control Center (VCC)/Pass and I

Office (Bldg. 200) during normal working hours, Monday through Friday, from 7:00 am – 3:00 pm. The purpose of the form and visit to the VCC is to validate the identity of the requestor.

All applicants shall provide original documents from the list of acceptable identification found in Enclosure (1). Disclosure is voluntary; however, failure to provide requested information will result in denial of access.

b. Per reference (a), ALL personnel shall be vetted.

Vetting refers to the requirements set forth in references (a) and (b) for conducting queries of government authoritative data sources to vet the claimed identity and to determine fitness, using biographical information including, but not limited to, the person’s name, date of birth and social security number.

Privacy Act Data, regardless of media and format, shall be managed in accordance with SECNAV Manual 5210.1.

c. Until the installation receives a favorable adjudication following the background check, personnel shall not be authorized unescorted access to the installation.

The responsibility of notifying employees of these requirements, including the employees of subcontractors, rests with the primary contractor.

3. Defense Biometric Identification System (DBIDS). DBIDS is a DoD-owned and operated system developed by DMDC as a force protection program to manage personnel and installation access at DoD facilities. It is a networked client/server database system designed to easily verify the access authorization of personnel entering military installations by the use of barcode, contactless and fingerprint biometric technology. The program supports the adding, retrieving, updating, and displaying of information for individuals who require military installation access. The DBIDS software application is used to enter personnel data into a database, capture biometric information, and retrieve that data and biometric information for verification and validation at a later time. DBIDS enhances the military law enforcement mission by helping to provide a safe and secure community and by allowing access to data.

This program utilizes a personal computer (PC) based client/server database system to register personnel and organizations and a web-based portal for Operators to perform additional administrative and law enforcement tasks.

DBIDS cards for people who do not possess a DoD credential however, are entitled to recurring and unescorted access to an installation. The system incorporates existing CAC, Teslin, and contactless card technology for cross platform compatibility.

For DoD ID cardholders, data elements are retrieved from the Interoperability Layer Services (IoLS) database to authenticate the cardholders and streamline the DBIDS registration process.

A Contractor, vendor, or supplier who needs base access, there is no cost.

a. Contractors that choose not to participate in the DBIDS Program will be required to obtain a day pass to continue accessing the installation. To obtain a pass, each Contractor employee will be required to get out of the vehicle, go to Pass and Decal, and produce a driver's license, vehicle registration, proof of vehicle insurance, and bill of lading or proof of contract each time they require access to the base. Passes will be issued one day at a time. No extended passes will be provided. Background checks will be valid for 179 days.

Personnel not participating in the DBIDS Program are also subject to the following requirements:

(1) Commander, Navy Region Southwest (CNRSW) previously had a Region specific policy which authorized a criminal history background check to be conducted once for access control purposes unless circumstances surrounding a specific individual changed.

CNICINST 5530.14A CH-2 (6 June 2016) Chapter 12 section 1205, “Identity Vetting and Fitness Determination”, outlines the requirements for criminal history background checks but also specifies that:

(2) Favorable background checks are valid for 179 days.

Effective 26 July 2016 the G2 database will reflect records 179 days old or newer and all records associated with waivers (approved or disapproved). Chapter 12 also states that SECNAV 5512-1 forms are the sole means to initiate background checks on all visitors and/or contractors/vendors. SECNAV 5512-1 forms may NOT be used for multiple background checks. Each time an NCIC check is conducted, the contractor must complete a new SECNAV 5512-1 form. Allow seven working days for clearance.

4. BADGES. Badges shall be conspicuously displayed on outer garments above the waist so that they are visible at all times.

An exception to this requirement is allowed for workers who are actually engaged in operations that may subject the badge to damage. In such cases, the worker must keep the badge safely under control (either in clothing, vehicle, building, container, etc.,) but the worker is able to present the badge to Security personnel on request without undue delay.

DBIDS cards are color-coded depending on the authorization category. In general, the color red is used for emergency essential civilians, blue for foreign cardholders, green for U.S. civilian contractors, and yellow for personal services, long term visitors, volunteers, and maintenance personnel. The color codes cannot be modified.

5. VEHICLE PASSES. All vehicles entering this installation must be either permanently registered, in which case they would have a DoD decal affixed to their windshield, or must be issued a temporary vehicle pass by the Pass and ID office (Bldg. 200).

Non-DoD affiliated personnel are not authorized decals. When registering a vehicle, the owner/operator shall bring with them the following: A valid driver's license of the class required specific to the vehicle, current vehicle registration, and proof of current automobile insurance. All such documentation must demonstrate strict compliance with both state and federal requirements.

6. ACCESS LIST. Prior to construction, the contractor or designated superintendent must submit a list of all personnel working on the job to the Facilities Engineering Acquisition Division (FEAD) Representative. After review by the FEAD Representative, the list will be sent via email to the SEAL- CNIC-PASS&ID distribution list. This list must include the employee's full name, Social Security Number, and Date of Birth, as well as the length of the contract, and the working hours that employees are expected to be on the installation.

7. SEARCH/INSPECTIONS. Personnel entering, exiting, or transiting Navy installations are subject to administrative inspection according to procedures authorized by the Commanding Officer. Administrative inspections are necessary to protect the property of the Navy from theft, loss, damage, or destruction, and to prevent and detect the introduction of prohibited materials. Federal Law provides for the prosecution of individuals who introduce or attempt to introduce prohibited materials onto a Federal Installation. Personnel/Vehicles discovered transporting contraband as defined are subject to immediate impoundment, confiscation of articles, and Federal and/or State prosecution.

8. CONTRABAND. For the purposes of this memorandum, possession of contraband constitutes the possession of anything which is unauthorized or prohibited by government regulations and instructions, or which is in violation of state and federal laws or statutes. Accordingly, mere possession of contraband constitutes a violation of government directives and/or constitutes an unlawful situation. Examples of contraband include:

a. Firearms & ammunition of any type.

b. Explosives of any type to include fireworks.

c. Any type of device that launches or shoots a projectile (i.e., crossbow, bow, slingshot, blowgun, paintball gun, BB gun, pellet gun, spear gun, etc.).

d. Several types of edged weapons, such as double-edged knives, switchblades, stilettos, throwing knives, swords, sabers, spears, etc.

e. Num-chucks, throwing stars, etc.

f. Illegal drugs and drug paraphernalia.

g. Other items as defined above.

9. SPEED LIMITS. The speed limit aboard this installation is 25 MPH UNLESS OTHERWISE POSTED. The Vehicle Code of the State of California is strictly enforced aboard this Station, as are additional specific vehicle postings particular to this station.

Violations of vehicle laws or regulations may additionally result in expulsion of the violator from the station without benefit of adjudication.

10. TOBACCO. Tobacco use on board Naval Weapons Station Seal Beach and its Detachments is only authorized in designated tobacco use areas. This refers to all forms of tobacco products and its uses. This includes regular smoking methods, smokeless tobacco and Electronic Nicotine Delivery Systems (ENDS). The use of any forms ENDS (e.g. E-Cigarette, E-Pipe, and E-Cigar) is governed by this policy as these are considered tobacco products. NAVWPNSTA Seal Beach Policy is No tobacco use in any vehicle while on the installation or its detachments. Matches, cigarette lighters, ENDS or other similar flame, heating or spark-producing devices are not permitted in the explosive areas. Electronic cigarettes or any components are not to be stored overnight in a government facility or government owned vehicle. SE-cigs are not to be charged or plugged into any electrical outlet or other power source in a government facility, GOV or common areas. When no in active use, e-cigs are to be turned off, secured and transported or carried in an enclosed pouch, case or other durable, sealed, closed container.

It is the responsibility of the primary contractor to ensure that his/her employees, sub-contractors, and sub-contractor employees strictly comply with this restriction. Designated Tobacco areas signage must be at least 50 feet from any building entry/egress. Severe disciplinary action will be taken if the rules are disregarded.

11. CELL PHONES. The Explosives Safety Office (ESO) is located on the first floor of B110. The ESO Staff must approve all cell phones before they can be used on this installation. Point of Contact (POC) is David Jenkins at (562) 626-7096 or Michael Wise at (562) 626- 7611. Operators of vehicles on Navy installations shall not use cell phones unless the vehicle is safely parked, or unless they are using a hands-free device. The wearing of any other portable headphones, earphones, or other listening devices (except for hands-free cellular phones) while operating a motor vehicle is prohibited. All personnel are encouraged to refrain from any other activity that may be a distraction while driving and lead to traffic mishaps (e.g., eating, text messaging, adjusting the radio/CD player, shaving, applying makeup, reading maps, newspapers, magazines, books, etc.).

12. CAMERAS. Photographs of any type are prohibited in many areas of the installation. Personnel requiring photographs in the performance of their duties must obtain permission of the Security Director and be issued a camera pass before photographs may be taken. Physical Security Specialists: Philip Cockreham, Albert S. Espinosa, or Jay Pasion can issue camera passes. When requesting a camera pass, please submit the following information:

(a) Name(s) of the personal requesting the pass.

(b) Model/Make of the camera.

(c) Serial number of the camera.

(d) Area’s it will be used in.

(e) Length of the camera pass.

(f) Still/Video.

(g) This includes phones, IPads or any other devices that takes photos.

All cameras pass must be submitted through your FEAD representative.

13. BUILDING ACCESS/TRESPASS. Temporary contract personnel will not be permitted in security-regulated buildings/areas (restricted areas), unless escorted by a cleared FEAD Representative, or by a designated employee of the benefiting Department. Should the issuance of keys be required, they will be issued only to FEAD personnel, or to a representative of the benefiting Department. Contractor employees found in areas of the installation where they are not required to be during the normal course of work/transit could be charged with trespassing.

14. HOURS OF WORK. All personnel must be off the installation by the end of normal working hours (0700-1630), unless special permission is obtained from the FEAD Representative, and appropriate escorts are initiated; this includes weekends. All arrangements for "after hours" work must be coordinated and approved by the Security Department. Requests for special access must be directed to the FEAD Representative.

Subj: SECURITY GUIDELINES FOR CONTRACTORS

15. UNUSUAL REQUESTS. Any circumstances, which may require deviations from, established security requirements and procedures, must be directed to the FEAD Representative for coordination with the Security Director. Unless there are valid reasons for refusing such extraordinary requests, the Security Department's policy is to assist the contractor in performing work or service required by the Command.

16. FORCE PROTECTION CONDITIONS. As the result of terrorist intelligence or actual terrorist attacks, the installation may implement various antiterrorism measures. These measures may result in minor inconveniences to a full closure of the installation, requiring contractors to secure their tools and worksites and vacate the installation. The latter of these two scenarios would require either direct threat intelligence or a catastrophic event.

18. EMERGENCY CONTACT INFORMATION. In case of a Fire or Medical emergency dial 911. 911 calls from a STATION PHONE, go directly to the Regional Dispatch Center. 911 calls from off-base or mobile telephones will go to local law enforcement agencies. For Security emergencies, dial (562)626-7222 or (562) 626-7229, or from a Station phone, dial 911, or dial 873-7222 or 873-7229. To contact the Base Security Dispatch for non-emergency matters from a mobile or off-base telephone, dial (562)626-7600. The Watch Commander may be reached at (562) 254- 0047.

19. PENALTY. Federal law provides for penalties for failure to strictly comply with this requirement. In addition to penalties levied by federal and state law, failure of contractors and their sub-contractors to comply with the restrictions published above may result in a permanent expulsion from the installation without benefit of adjudication.
