SUBJ: AMENDMENT NO. 0001 FOR REQUEST FOR QUOTATION N62473-19-Q-4606 GROUND

MAINTENANCE SERVICES AT NAVAL WEAPONS STATION SEAL BEACH AND

DETACHMENTS NORCO AND FALLBROOK, CA.

The purpose of this amendment is to incorporate the following changes into the solicitation.

I. The following are in reference to changes and/or updates in the RFP.

1. The following clauses are hereby updated and/or incorporated into the RFP by reference.

FAR 52.222-17 – Nondisplacement of Qualified Workers (May 2014) FAR 52.222-37 -- Employment Reports on Veterans (Feb 2016) FAR 52.242-15 -- Stop-Work order (Aug 1989) FAR 52.249-8 -- Default (Fixed-Price Supply and Service) (Apr 1984)

2. Attachments J-1503050 (b) – Wage Determination 2015-5629 has been updated to Revision 11, Dated

08/27/2019 for Riverside/San Bernardino County and is hereby incorporated into the RFQ (See Enclosure 1).

3. Attachment 1503050-06 - Trash Bin Locations Maps are hereby incorporated into the RFQ (See Enclosure 2).

II. The following are incorporated as responses to submitted Requests For Information (RFIs).

1. Topic: ELIN A001 Question: Per the instructions in ATTACHMENT J-0200000-09, these services should be performed as specified for COL 3 per the common output level standards listed in J-1503050-04. However, this attachment is the Pest Management Operations Report, can the government correct this error?

The Common Output Level Standards are provided in Section J-1503050-08.

2. Topic: Attachments J-1503050-09 and J-1503050-12 Question: Can the government provide clarification regarding the discrepancies between Attachments J-1503050-09 and J-1503050-12. For example, the quantity for irrigation at Seal Beach per Attachment J-1503050-09 is 26 acres, however it is listed as 156 acres on attachment J-1503050-12.

Which quantity is correct?

There is no discrepancy. Section J-1503050-09 is the current Grounds Maintenance inventory, while section J-1503050-12 is Historical Grounds Maintenance Data. Base your bid on the current inventory and not historical data.

3. Topic: Attachments J-1503050-09 and J-1503050-12 Question: Can the government provide clarification regarding the discrepancies between Attachments J-1503050-09 and J-1503050-12. For example, the quantity for grass cutting at Seal Beach Marines per Attachment J-1503050-09 is .18 acres, however it is listed as 2 acres on attachment J-1503050-12.

Which quantity is correct?

There is no discrepancy. Section J-1503050-09 is the current Grounds Maintenance inventory, while section J-1503050-12 is Historical Grounds Maintenance Data. Base your bid on the current inventory and not historical data.

4. Topic: Attachments J-1503050-09 and J-1503050-12 Question: Can the government provide clarification regarding the discrepancies between Attachments J-1503050-09 and J-1503050-12. For example, the quantity for edging at NORCO – Inside the fence per Attachment J-1503050-09 is 35,000 LF, however it is listed as 15,692 LF on attachment J- 1503050-12. NORCO Outside the fence’s discrepancy: Attachment J-1503050-09 – 35,000 LF and J- 1503050-12 – 5,000 LF. Which quantities are correct?

There is no discrepancy. Section J-1503050-09 is the current Grounds Maintenance inventory, while section J-1503050-12 is Historical Grounds Maintenance Data. Base your bid on the current inventory and not historical data.

5. Topic: Pruning Plants Question: Can the government provide total size/quantity/species of plants in Seal Beach, NORCO, and Fallbrook?

The government does not have total size/quantity/species of plants at each of the bases. You only need to service plants in the service areas detailed on the maps.

6. Topic: Growing Season Question: Per Attachment J-1502000-08, the growing season is March – September (7 months), however the ELINS on Attachment J-1503050-15 reflect 6 months of services. Can the government please clarify?

The 6 months of service is for Seal Beach only, and does not reflect “growing season”.

7. Topic: Mowing Frequency Question: What is the historical annual quantity of mowing for each COL? Without this information, the incumbent has an unfair advantage. Additionally, there was some discussion on the mowing frequencies during the Norco site visit and how long between each service during the winter and summer months. To ensure all contractors have the same information and knowledge, and not only the incumbent, can historical frequencies be provided? We realize it is a performance-based contract and the threshold requirements must be adhered to.

The government does not specify how often, or when to mow. As explained at the Norco walkthrough, the lawns require less mowing in the winter months and more frequent mowing in the spring and summer months. There are no “historical frequencies”, only COL Levels that detail grass heights in various areas (Improved, semi-improved, etc…). The government does not consider this an “unfair advantage”.

8. Topic: Magazines

Question: Can the government provide the quantity and acreage of magazines and the acreage of non-magazine semi-improved grounds?

The magazines are shown in the site maps and the acreage in called out in the legend.

The minimum and maximum acceptable vegetation heights for prestige areas, lawns, and fields are identified within the Common Output Level Standards in J-1503050-08.

10. Topic: Incumbent Contractor Question: What is the name of the incumbent contractor?

12. Topic: Magazines Question: Can we take equipment on the magazines such as tractors or slope mowers or are they required to be cut by hand?

The government does not specify what type of equipment, or how to perform the work. There are no equipment restrictions on the magazines.

13. Question: Is there a contractor laydown area on base? If so, what is the size and layout?

There are contractor laydown areas at all 3 bases. The areas are different sizes and layouts.

14. Topic: Performance Work Statement Question: Is the incumbent PWS the same as this current solicitation?

No. This is a new solicitation with a new Perforrmance Work Statement.

15. Topic: Grounds Maintenance Inventory - BUMED and NSWC – COL 2 Question: Can the government provide services and quantities for BUMED – COL 3 and NSWC – COL 2. They are not listed with the other quantities in Attachment J-1503050-09 – Grounds Maintenance Inventory. These are CLINs A004 and A006.

BUMED and NSWC have one building each at Seal Beach. There are no other BUMED facilities at Norco or Fallbrook, and all other quantities for NSWC are listed in Section J-1503050-09 Grounds Maintenance Inventory.

16. Topic: Irrigation Question: Per Attachment J – 1502000-08 (Common Output Level Standards), irrigation should be completed “as necessary to ensure lawns present a healthy appearance”. Can the government provide historical data regarding the frequency of this service?

The government does not keep historical data on irrigation.

17. Topic: Power Sweeping Sidewalks Question: Per the COL Levels listed within Attachment J-1503050-09, Power Sweeping of sidewalks should be performed weekly. Does this include each week during the growing season or for the entire calendar year?

The entire year.

18. Topic: Past Performance Question: Is there a limit to the number of Contractor Performance Assessment Reporting System Report/Past Performance Questionnaire’s the contractor may include in their proposal?

No.

19. Topic: CLIN A001 Question: Should Unimproved Grounds pricing be included in CLIN A001 pricing?

Yes.

20. Topic: Project Manager, Quality Control Manager, and Site, Safety, and Health Officer Question:

Can the Project Manager, Quality Control Manager, and Site, Safety, and Health Officer be the same person? Can this person also be the Environmental/Energy Manager?

No. These are individual positions and require separate, qualified contractor personnel to perform the different functions.

21. Topic: Section C 3.1.1.4 - Irrigation Questions:

a. Can the government confirm that the contractor is responsible for repairs of the irrigation system up to $200 per occurrence and how many estimated repairs occur each year historically?

Contractor shall perform minor repairs to irrigation systems, not to exceed $200 per occurrence.

Irrigation repairs are not historically tracked, and are performed on an as-needed basis.

b. Is the contractor responsible for any irrigation parts at or before the backflow preventers?

No. Contractor is only responsible from the backflow downstream.

c. How many zones, controllers, and irrigation heads are present at each location?

Upon award of the contract, the successful offeror will be shown all irrigation zones, location of controllers and sprinkler heads.

d. Is the contractor responsible for programming controllers and monitoring of each system?

Yes.

22. Topic: Section C 3.1.2 – Artificial Turf Question: Can the government provide the acreage of artificial turf and the locations?

No services to artificial turf are required in this contract.

23. Topic: Section C 3.1.4 – Plant and Bed Maintenance Question: Can the government provide the square footage of landscape beds requiring mulch?

Not to exceed 200 SF for all three bases.

24. Topic: Section C 3.2.1 – Ammunition Storage Areas Question: This section of the PWS states that vegetation should be kept less than 18” however the CLINs and discussion on the site visit noted 15”. Which is correct?

Less than 15” in the Ammunition Storage Areas.

25. Please specify what is the SOW difference between the previous (current) contract and the requirements of this RFQ?

The previous contract called for COL 3 level service at Norco. The new contract will require COL 2 level service at Norco.

26. Per the COLS, the Improved Grounds require minimum maintenance frequency once in 14 days, how about semi improved and unimproved grounds?

Semi improved and unimproved grounds are maintained at the heights specified in the COL levels.

The Government does not dictate schedule or frequency.

27. Can the contractor apply only the requirement for vegetation no higher than 15 in.?

Semi improved and unimproved grounds are maintained at the heights specified in the COL levels.

28. What is the approx. winter and summer maintenance frequency around the magazines?

The Government does not dictate schedule or frequency.

III. All other terms, conditions, and requirements of the RFQ remain unchanged.
