SUBJ: AMENDMENT NO. 0004 FOR REQUEST FOR QUOTATION N62473-19-Q-4606 GROUND
MAINTENANCE SERVICES AT NAVAL WEAPONS STATION SEAL BEACH AND DETACHMENTS
NORCO AND FALLBROOK, CA.
The purpose of this amendment is to incorporate the following changes into the solicitation.
I. The following are in reference to changes and/or updates in the RFP.
1. Attachment J-150305-15-ELINS has been updated (See Amendment 0004, Enclosure 1) and replaces any and all previous ELIN worksheets associated with this RFQ. Updated items are shown in red text.
2. Addendum to FAR 52.212-1 Instructions To Offerors – Commercial Items (OCT 2018), Paragraph 5 Basis of Evaluation, has been updated as follows:
“5. Basis of Evaluation The proposed contract will be accomplished using procedures for award of a contract on the basis of Price Only. The Contractor’s priced ELINs will be incorporated into this task order upon award.
Please be aware of the contract requirement found at “0100000 C – General Information, 1.12 Contractor Requirements” which requires Contractors to have at least 3 years of experience providing Grounds Maintenance services to a Department of Defense agency. Contractors must provide their experience on Attachment J-1503050-17 – Past Performance Questionnaire or a completed Contractor Performance Assessment Reporting System (CPARS) Report. If a Contractor does not have at least 3 years of experience providing Grounds Maintenance services to a Department of Defense agency, they are ineligible for award.
Price
5.1. Submittal Requirements:
Read the solicitation requirements carefully including all attachments in this solicitation.
Offerer must submit price offer in the format provided in Section J-1503050-15 Exhibits A through K. Please do not change the format. To complete the price offer, enter the unit price in each cell labeled “Unit Price” in each Tab of the worksheet.
Contractor shall provide a summary page that provides a total for each year (FFP and IDIQ) and a grand total of all 4 options (6-month Base period plus three 12 month Option periods) combined.
The price evaluation is based on the total estimated quantity specified in the solicitation for the base year performance plus three (3) 12-month option years for a total maximum duration of 42 months. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990). In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
i. Comparison of proposed prices received in response to the solicitation.
ii. Comparison of proposed prices with the independent Government
Estimate
iii. Comparison of proposed prices with available historical information.
iv. Comparison of market survey results.

Exhibit line item numbers (ELIN) unit prices shall be multiplied by the estimated quantity to determine the total price for each ELIN. In the event the total price for an ELIN does not mathematically equate to the product of the unit price and estimated quantity, the unit price shall take precedence over the total price. The unit price shall be considered the Offeror’s intended bid price for the ELIN.
Please Note: Every effort has been made by the Government to ensure the spreadsheets and calculations are error free. Despite our best efforts, there is possibility that errors may exist in the spreadsheets. The distribution of the spreadsheets does not constitute any warranty by the Government, and no responsibility is assumed by the Government in connection therewith.
A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements, or in the case of unrealistically low prices, may pose an unacceptable performance risk, and may result in the overall quotation not being considered for award.
The Government may determine that an offer will not be considered if the option prices are significantly unbalanced. Any inconsistency whether real or apparent, between proposed performance and price must be clearly explained in the price quotation. For example, if unique and innovative approaches are the basis for an apparently unbalanced or inconsistently priced proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the offeror.
Each ELIN shall be priced independent of other ELINS as if it were stand-alone work (unless otherwise noted in the schedule or elsewhere in the solicitation). Quotations that appear to be unbalanced relative to unit prices may not be considered for award.”

3. Attachment 1503050-18 - Fallbrook IDIQ and Magazine Location Maps are hereby incorporated into the RFQ (See Amendment 0004, Enclosure 2).
II. All other terms, conditions, and requirements of the RFQ remain unchanged.
