About this file

This is Amendment 0001 to solicitation N6247024R0072 for a Single Award Environmental Remedial Action Contract, addressing 16 questions received from potential offerors. Key clarifications include: PPQs are required for IDIQ contracts without completed CPARS evaluations; MEC removal and range cleanup work will not be performed; PDF submission of cost volumes with Excel attachments is acceptable; CPARS summary sheets are excluded from page limits; award fee determinations since November 2021 should be included; and electronic submission of pre-award survey information is permitted.

The amendment modifies Attachment JL.13 to remove MEC remediation methods and confirms this will be a single award contract, not multiple awards. It clarifies that Munitions Constituents (MC) should be considered as an evaluated contaminant type. The amendment also addresses formatting questions regarding JL forms, confirming that column widths may be adjusted but font sizes should not be changed, and notes for completing forms must be retained. DBA and SCA wages should not be escalated for option years. The solicitation closing date remains unchanged.

AMENDMENT 0001

Amendment 0001.

QUESTION 1:Regarding Factor 3 Past Performance on page 130 of the RFP, the RFP states offerors must submit a PPQ for IDIQ contracts if CPARS assessment for the IDIQ is not completed. We have multiple active IDIQ contracts with NAVFAC, and we do not have any CPARS at the IDIQ level, all of our CPARS are at the Task Order level. Can we submit CPARS for all the Task Orders under the IDIQ, or would you like us to get a PPQ filled out from NAVFAC for the IDIQ?

ANSWER 1: Per the solicitation, if there is not a completed CPARS evaluation for the ID/IQ or standalone contracts, the Past Performance Questionnaire (PPQ), Attachment JL.15 included in the solicitation is provided for the offeror to submit to the client for each project (ID/IQ/standalone contract) the offeror includes in its proposal for Factor 1, Corporate Experience.

QUESTION 2: The JL.13 provided to offerors lists MEC remediation methods in rows 32 through 40. However, in Section C is it made abundantly clear that MEC removal and range clean up and closure will not be performed under this contract. Please provide an updated JL.13 attachment that removes MEC remediation methods from the attachment.

ANSWER 2: Munitions response work, including MEC removal and range clean up and closure, will not be performed under this contract. Attachment JL.13 has been modified to reflect this.

QUESTION 3: Volume 2 Cost Proposal: Please confirm that it would be acceptable to submit one searchable PDF file of the entire cost volume, along with Excel files for the Attachment JL Forms provided in Excel by the government (i.e., Attachments JL.2, JL.2A, and JL.8/JL.8A).

ANSWER 3: This is acceptable.

QUESTION 4: Section L2, Paragraph 3.B.(3) Factor 3: Past Performance states “Offeror(s) should include a summary sheet with its proposal of all CPARS being submitted on to include contract number, task order number and indicate if the CPARS evaluation was an interim or final.” Please confirm that this CPARS summary sheet is excluded from the page limitation. For robust contracts, this summary could be several pages long depending on the number of task orders substantially completed within the past 3 years, and the number of interim CPAR evaluations.

ANSWER 4: Per the solicitation, under section 2. Proposal Format, CPARS evaluations are not applied against the overall page limit.

QUESTION 5: Section L2, Paragraph 3.B.(3) Factor 3: Past Performance states “The offeror should also include any copies of award fee determinations pertaining to the projects provided under Factor 1, Corporate Experience since November 2021.” Should offerors include award fee determinations dated since November 2021, or award fee determinations for periods evaluated since November 2021?

ANSWER 5 : Per the solicitation, Factor 3, please include award fee determinations dated since November 2021.

QUESTION 6: The instructions for Appendix D – Pre-Award Survey states that the information shall be submitted in a separate envelope marked “Pre-Award Survey”. Since this is an electronic submittal through PIEE, is it acceptable to submit a separate file rather than a hard copy envelope?

ANSWER 6: Yes.

QUESTION 7: Attachment JL Forms: May the “Notes for Completing JL.X” page be deleted from each form submitted to the government?

ANSWER 7: No.

QUESTION 8: Attachment JL Forms: Please confirm that we may add headers and footers to the JL Forms to include identifying information such as company name, page numbers, disclosure statement, and solicitation number.

ANSWER 8: This is acceptable.

QUESTION 9: Attachment JL.8 Cost Model: Please confirm that the DBA and SCA wages should not be escalated for the option years.

ANSWER 9: DBA and SCA wages should not be escalated for the option years.

QUESTION 10: Attachment JL.9 PMO Rate: Should Attachment JL.9 be placed in Subsection 1 or Subsection 2 in Section II of Volume 2?

ANSWER 10: Subsection 1 in Section II of Volume 2.

QUESTION 11: Attachment JL.12, Corporate Experience Form: The instructions on the first page (and in Section L) state, “Offeror(s) shall not deviate from the basic format of the form.” We have three questions related to this instruction:

A. May answers to the questions be provided in a smaller font (10 or 11 point)?

B. May column widths in the form be adjusted to optimize space and avoid rolling dollar values onto a second line for example? This would be particularly helpful to make Table 2 more readable for the evaluators and save page space.

C. May we provide the information in Table 2 using 8- or 9-point font? For particularly robust contracts, the number of task orders substantially completed since November 2021 could be sizable. This minor adjustment in font size would perhaps allow all task orders within the past 3 years to be listed rather than having to make choices on which task orders to delete merely to meet page limitations.

ANSWER 11:Please do not adjust the font sizes on Attachment JL.12. However, column widths may be adjusted.

QUESTION 12: Attachment JL.12, Table 2 has columns labeled “Number/Percent of Employees Provided by the JV Member” and “Percentage of Work Performed by the JV Member.” We have two questions related to these data points:

A. Please confirm that this data is only required if the Offeror (Prime or JV Partner) completed the project as a JV. In other words, for an Offeror JV Partner who completed the project as a prime contractor (not in a JV), these two fields would be “Not Applicable.”

B. Please clarify how the percentages should be calculated. For example, if an Offeror (Prime/JV) was the prime contractor on the project, would the “Percentage of Work Performed by the JV Member” be 100% since the prime was 100% responsible for performance? Another example would be if an Offeror was awarded the TO as a JV partner and the JV split the work 60/40% among the JV partners, the Offeror would list its percentage assigned by the JV, and not discount work performed by subcontractors, for example.

ANSWER 12 A: Yes, data is only required if the Offeror (Prime or JV Partner) completed the project as a JV.

ANSWER 12 B: Please properly identify the percentage of work performed by each JV partner.

QUESTION 13: Would a contract like this be awarded to multiple qualified firms that work in the various states covered by the contract? Our firm works in NJ, the Philadelphia metropolitan area, and DE.

ANSWER 13: No.

QUESTION 14: I just want to confirm the status of Notice ID: N6247024R0072. On the Sam.Gov website it shows that the contract is “Inactive”

ANSWER 14: The notice ID has been updated to “Active”

QUESTION 15: Will this contract be awarded to multiple vendors or only one?

ANSWER 15: This is a single award contract.

QUESTION 16: Section 1.2.2 of the solicitation identifies MC as a contaminant type. Please confirm that MC should not be considered as an evaluated contaminate type for this type of proposal.

ANSWER 16: Munition Constituents (MC) is correctly included in Section 1.2.2 and should be considered as an evaluated contaminant type.
