AMENDMENT 0002
Questions and Answers:
1. Question: The hard copy submittal and number of copies requires considerable time for production and QC review prior to submission. Shipping and confirming hard copy delivery also adds a couple of days. These factors— coupled with a Monday due date and work over the Memorial Day Federal holiday—condenses the time allowed to prepare a quality proposal. Would the Navy please considering extending the due date by 2 weeks and shift to a midweek due day to allow sufficient time to receive/review answers to questions and support time for quality hard copy production and delivery.
Response: The closing date of the solicitation has been extended by two days to 14 June 2023 at 02:00 PM
Eastern Time.
2. Question: Is the safety stat page with the DART Rate and TCR rate page counted in the 40-page limit of Volume 1?
Response: Yes, the page(s) the offerors use to present their Days Away from Work, Restricted Duty, or
Job Transfer (DART) Rate and Total Case Rate (TCR) will count towards the 40-page limit.
3. Question: Are any detailed explanations for the DART and TCR Rates included in the 40-page limit of Volume 1?
Response: Yes, the page(s) the offerors use to provide any detailed explanations for their DART and TCR rates will count towards the 40-page limit.
4. Question: If Table 2 of Section II of Attachment JL.12 is submitted in 11 x 17 format, will it count as 1 page (numbered as “Page X of X”) or 2 pages (numbered as “Pages X & X of X”)?
Response: If the 11 x 17 format is used for Table 2 of Section II on Attachment JL.12, then the table should be printed single sided and each 11 X 17 single sided page will be counted as one page.
5. Question: In Volume 1, may we provide information in tables/figures that are NOT standard attachments (e.g., a DART/TPR Rate table in Factor 2; CPARs summary sheet) in a font size no smaller than 10?
Response: Yes, a font size no smaller than 10 can be used for tables/figures in Volume 1 that are not standard JL attachments.
6. Question: May acronyms be shown/defined in a List of Acronyms (introductory sheet) for both Volumes I and II and only the acronym used within the text of each volume?
Response: Yes, acronyms can be used within the text of Volumes I and II if shown/defined on the List of
Acronyms as part of the introductory sheets.
7. Question: Amendment 0001, Summary of Changes, Pg. 2: The response to Question 1 states “…delivery of proposals will not be accepted on Saturday, June 10th…” Will deliveries of proposals be accepted on Friday June 9, 2023?

Response: Yes, proposals will be accepted on Friday, 09 June 2023. Please note that the closing date of the solicitation has been extended to 14 June 2023 at 02:00 PM Eastern Time.
8. Question: We respectfully request that the due date be extended 2 days, to June 14. Due to the requirement for hard copies to be submitted and not accepting delivery on Saturday, most offerors will ship their proposals on June 8 rather than risk delays with express carriers. With a due date of June 14 and assumed ship date of June 12, that will provide offerors with 4 extra days to prepare proposals, which is critical for such extensive proposal requirements and a relatively quick turnaround.
Response: The closing date of the solicitation has been extended to 14 June 2023 at 02:00 PM Eastern Time.
9. Question: If a proposal is being submitted as a joint venture and one of the partners wishes to submit certain cost proposal sections in a sealed envelope, please confirm that a single sealed envelope per volume copy may be provided as long as the sections/tabs are provided accordingly in the envelopes. In other words, separate sealed envelopes are not required to be provided in each tab.
Response: If a proposal is being submitted as a joint venture and one of the partners wishes to submit certain cost proposal sections separately for proposal purposes, then that joint member may submit each copy of those cost proposal sections in a sealed envelope with the sections/tabs appropriately identified. Separate sealed envelopes are not required for each tab. It is the offeror’s responsibility to ensure that all cost information is submitted in accordance with Section L2.2, Proposal Format, Volume 2: Cost Proposal, Section L2.3.A, Evaluation Factors, and Section L2.3.C, Evaluation Factors, Organization of Volume II – Cost Proposal. The Direct Labor Bid and Billing Rate (JL.2), Indirect Ceiling Rates and Award Fee Application (JL.5), and Service Contract Labor Standards (SCA) and Wage Rate Requirements (Construction) (DBA) Ceiling Labor Rates (JL.6) for each joint venture member will be incorporated into any resulting Contract.
