Questions and Answers:
1. Question: Section L2, Paragraph 1.1.B: The due date of June 12 falls on a Monday. To mitigate the risk of an express carrier being delayed by weather, mechanical issues, or other factors, will deliveries be accepted on the prior Saturday, June 10?
Response: No, delivery of proposals will not be accepted on Saturday, June 10th. It is the offeror’s responsibility to ensure that their proposal reaches the location specified in Section L2.1.B by the date and time specified in Block 9 on the SF33.
2. Question: Section L2, Paragraph 2 Proposal Format: Please clarify if the 2-page Technical Approach to Safety narrative and 2-page explanation of any past performance problems are included in the 40-page limitation for Volume 1.
Response: Both documents are page counted and will be applied against the 40-page limitation. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page and is page counted. As stated in Section L2.3.B (3) (i) Factor 3: Past Performance, “The offeror may also provide an explanation of any past performance problems that may have developed on the projects submitted under Factor 1, Corporate Experience as well as those task orders listed under Table 2, Section II of Attachment JL.12 and any corrective actions taken. Explanations shall not exceed one (1) double-sided page (or two (2) single-sided pages) in total. The narrative will be page counted and should be submitted after the PPQ and award fee determinations.”
3. Question: Section L2, Paragraph 3.A Joint Ventures and Team Arrangements lists three requirements to be submitted “in the front of the non-cost and cost proposals”: 1. Provide a listing of the team members’ corporate name…, 2. Submit a signed letter of commitment from each cost reimbursable key subcontractor…, and 3. Submit a copy of the joint venture agreement or other teaming agreement… Following the Section L2, Paragraph 2 Proposal Format instructions for Volume 1, the information for Item 1 would be placed near the front after the Cover Page, but Items 2 & 3 would be placed after the Introductory Sheets. In Volume 2, the information for Item 1 would be placed near the front after the Cover Page, but Items 2 & 3 would be placed in Section I, Tab 2 after the Introductory Sheets and Tab 1 SF33. Please confirm that this is acceptable and meets the requirement in paragraph 3.A.
Response: Offerors shall submit proposals in accordance with Section L2.2 Proposal Format.
4. Question: Section L2, Paragraph 3.B.(1) Factor 1, Corporate Experience. Please confirm that the requirement for example ID/IQ projects to be $10 Million or greater is based on the overall ID/IQ contract capacity, and not the dollar value of awarded task orders cumulatively awarded under the contract.
Response: As stated in the solicitation under Section L2.3.B (1) (i), Factor 1: Corporate Experience, “Offerors (Prime/Joint Venture) shall provide up to a total of three (3) example projects that best demonstrate relevant experience similar in size, scope, and complexity to the work anticipated under this contract. Projects are defined as Indefinite Delivery/Indefinite Quantity (ID/IQ) or standalone contracts. Offerors should not provide individual task order(s) as example project(s). ID/IQ contracts submitted shall have been awarded in 2013 or later and there must have been work performed under the contract since May 2020. If a standalone contract is submitted as an example project, the standalone contract must have been completed or substantially completed since May 2020. Substantially completed means that the majority of the essential work has been completed. Example projects (ID/IQ or standalone contracts) shall be $10 Million or greater. Offerors must submit at least one ID/IQ Cost Reimbursable Contract valued at $50 Million or more with at least $20 Million cumulatively awarded under the contract. The ID/IQ Cost Reimbursable Contract can be a hybrid contract (combination of task orders awarded as either cost reimbursable or firm fixed priced); however, there must be at least $20 Million of cost reimbursable task orders that have been cumulatively awarded under the contract. Hybrid task orders (awarded as a combination of cost reimbursable and firm fixed priced) will not be considered. Example projects not meeting the $10 Million requirement will not be considered. Proposals that do not meet the $50 Million ID/IQ Cost Reimbursable Contract requirement will not be considered.” Offerors must submit at least one ID/IQ Cost Reimbursable Contract valued at $50 Million or more with at least $20 Million cumulatively awarded under the contract. The remaining example projects (ID/IQ or standalone contracts) shall be $10 Million or greater which pertains to overall contract capacity.
5. Question: Section L2, Paragraph 3.B.(3) Factor 3: Past Performance states “Offeror(s) should include a summary sheet with its proposal of all CPARS being submitted on CD to include contract number, task order number and indicate if the CPARS evaluation was an interim or final.” Is this CPARS summary sheet excluded from the page limitation? For robust contracts, this summary could be several pages long depending on the number of task orders substantially completed within the past 3 years, and the number of interim CPAR evaluations.
Response: The CPARS summary sheet will not be applied against the overall page limit.
6. Question: Section L2, Paragraph 3.B.(3) Factor 3: Past Performance. Should copies of award fee determinations be provided on CD only, or are hard copies required as well?
Response: Offerors should provide hard copies of award fee determinations as well as on CD.
7. Question: Attachment JL Excel files: May we print the Excel files on 11x17 paper rather than legal-size paper? It is much easier to read folded 11x17 pages in a 3-ring binder versus legal-size.
Response: Yes, the MS Excel based JL Attachments in the cost proposal may be submitted on 11 x 17 paper.
8. Question: Attachment JL Forms: May the “Notes for Completing JL.X” page be deleted from each form submitted to the government?
Response: The narrative information on page 1, “Notes for Completing JL.12” will not count against the overall page limit. However, offerors can choose to delete page 1, “Notes for Completing JL.12” from each form submitted to the government with their proposal. The narrative information on page 1, “Notes for Completing JL.4” and “Notes for Completing JL.5” can also be deleted from the offeror’s proposal.
9. Question: Attachment JL.8 Cost Model. Please confirm that the DBA and SCA wages should not be escalated for the option years.
Response: Yes, that is correct.
10. Question: Attachment JL.9 PMO Rate: Should Attachment JL.9 be placed in Tab 1 or Tab 2 in Section II of Volume 2?
Response: Attachment JL.9, Program Management Office (PMO) Rate Form should be placed after Attachment JL.7, Proposed, Historical and Year to Date Indirect Rates in Tab 1 – Cost Proposal with Supporting Documentation in Section II of Volume II.
11. Attachment JL.12, Corporate Experience Form: The instructions on the first page (and in Section L) state, “Offeror(s) shall not deviate from the basic format of the form.” We have five questions related to this instruction:
a. Question: May answers to the questions be provided in 11-point font as allowed by Section L2, Paragraph 2?
Response: Yes, offerors may use a font size of 11 on Attachment JL.12, Factor 1 Corporate Experience Form.
b. Question: May column widths in the form be adjusted to optimize space and avoid rolling dollar values onto a second line for example? This would be particularly helpful to make Table 2 more readable for the evaluators and save page space.
Response: Offerors may adjust the size of the columns of Table 2 of Section II on Attachment JL.12.
c. Question: May we provide the information in Table 2 using 10-point font? For particularly robust contracts, the number of task orders substantially completed within the past 3 years could be sizable. This minor adjustment in font size would perhaps allow all task orders within the past 3 years to be listed rather than having to make choices on which task orders to delete merely to meet page limitations.
Response: The information provided in Table 2 of Section II shall not be in a font size smaller than 10.
The remainder of Attachment JL.12 shall not be in a font size smaller than 11.
d. Question: Table 2 is formatted for legal-size paper. May this be changed to 11x17 so that it is easier to fold and incorporate into a 3-ring binder?
Response: Table 2 of Section II may be submitted in 11 x 17 format.
e. Question: May the margins be adjusted? The 0.5” margin on Table 2 will likely lead to holes being punched through text.
Response: The left and right page margins on the page(s) of Table 2 of Section II of Attachment JL.12 can be increased from 0.5.”
12. Question: If a JV Offeror provides the three project descriptions and one is less than $10 Million, and therefore, “…not considered,” will the proposal response still be evaluated under Section M2(e) starting on page 165, or will the lack of three project descriptions being considered result in the entire proposal response being subject to the statements made in M2(c) and M2(d), “OFFERS THAT DO NOT CONFORM TO THE
REQUIREMENTS STATED HEREIN MAY BE DETERMINED UNACCEPTABLE AND MAY BE REJECTED
WITHOUT FURTHER EVALUATION.”
Response: The Government will evaluate proposals in accordance with Section M of the solicitation.
13. Question: Due to the Monday, June 12, 2023 submittal deadline of one original and five copies of the proposal and the strict delivery requirements, Offerors will have to begin to compile the “physical” copies multiple days ahead of sending the proposal to the NAVFAC on Thursday, June 8, 2023 to ensure its delivery for Friday, June 9, 2023 due to the weekend. Other recent Naval contracts have been submitted electronically via DoD safe or other online upload systems. Please allow Offerors to only submit one electronic copy (2 PDFs and 1 Microsoft Excel) of the proposal on either DoD Safe or an equivalent proposal submission website.
Response: No, the solicitation remains unchanged.
14. Question: On JL12 Corporate Experience Form, the NAVFAC asks for Contractors to submit Section II, Table 2 - Specific Project Information for Task Orders and Standalone Contracts Completed or Substantially
Completed Since May 2020 Information. If an Offeror submits a Standalone Contract instead of an ID/IQ Contract, can the Offeror remove Table 2?
Response: Table 2 of Section II on Attachment JL.12 is to be completed for ID/IQ contracts. Offerors are to list all task orders completed or substantially completed since May 2020. If an offeror is proposing a standalone contract as one of its example projects under Factor 1, Corporate Experience, and the standalone contract does not include any task orders, Table 2 of Section II does not need to be completed or numbered and will be excluded from the overall page limit. If any information pertaining to the standalone contract is presented on the same page as Table 2, the page shall be numbered and applied to the overall page limit.
15. Question: Can Offerors submit a 2-page Executive Summary in Factor 1 that will be excluded from the page count?
Response: Any information presented under Factor 1, Corporate Experience that is not on Attachments JL.12 and JL.13 will not be reviewed/evaluated.
16. Question: On page 152 of the RFP, it states, “The proposal narrative should provide supporting information for each element containing an “x” in Attachment JL.13. If supporting information is not provided, the Government may not give credit for corporate experience specified in Attachment JL.13. (For the purpose of this attachment, the specialized technical experience is not limited to only those task order completed/substantially completed after May 2020, but can include all task order completed under the ID/IQ Contract).” In JL.12, it says “Clearly identify the Task Order(s) number(s) that the work was performed under. Only work performed under task orders completed/substantially completed since May 2020 shall be reflected under this Section.” Please allow Offerors to reference and explain all Task Orders issued under the contract in order to provide supporting information for each remediation method checked on the Specialized Technical Experience – Attachment JL.13.
Response: Section I of Attachment JL.12, “Factor 1, Corporate Experience Form,” allows offerors to provide contract information for ID/IQ contracts that were awarded in 2013 or later with work performed under the contract since May 2020 as well as standalone contracts that have been completed or substantially completed since May 2020. Section II of JL.12 is for task orders and standalone contracts that have been completed or substantially completed since May 2020.
17. Question: Solicitation Section L1, Pg 147, Instructions for Submitting Questions Regarding the Solicitation: We request clarification as to whether questions “…must be received electronically at least fifteen (15)…” business days or calendar days in advance of the closing date.
Response: All inquiries concerning the RFP must be received electronically by 2:00 p.m. EST on 30 May 2023.
18. Question: Solicitation Section L2, 2. Proposal Format, Para 2, Pg 148, Volume 1—Non-Cost (Technical and Past Performance) Proposal and Pg 149, Volume 2—Cost Proposal submittal requirements: Recent NAVFAC Atlantic proposals (e.g., XXXXX) were submitted electronically instead of in hard copy. We request that the proposal submittal requirements be similar to that for Solicitation XXXXX; i.e., “The document should be submitted as both an Adobe Acrobat file (.pdf format) and as an MS Word file. (Note: cover page, letters of commitment, Joint Venture/teaming/partnership agreements, award fee determinations, and Past Performance Questionnaires may be submitted in Adobe Acrobat only). Additionally, it is acceptable for offerors to submit multiple MS Word files that are organized by subfolders instead of submitting one MS Word file.”
Response: No, the solicitation remains unchanged.
19. Question: Solicitation Section L2, 2. Proposal Format, Para 2, Pg 148, Volume 1—Non-Cost (Technical and Past Performance) Proposal: This paragraph requires “8-1/2 x 11 format”; however, in at least Attachment JL.13, Specialized Technical Experience on Example Projects, there are pages/tables in an 8-1/2 x 14 page size. We request that at least 8-1/2 x 14 page size can be used for tables in Word format and up to 11 x 17 page size can be used for Excel files.
Response: Volume 1 of the Non-Cost Proposal shall be in 8-1/2 x 11 format. Table 2 of Section II of
Attachment JL.12, Factor 1 Corporate Experience Form, may be submitted in 11 x 17 format.
20. Question: Section L, Factor 3 – Past Performance, page 153: If Offerors have previously submitted PPQs, signed within 1 year of this RFP submittal date, can they be used for this RFP?
Response: Yes, if the PPQ is exactly the same as Attachment JL.15, Past Performance Questionnaire.
Please see note on the bottom of the first page of Attachment JL.15. If any portion of the PPQ is different from Attachment JL.15 a new PPQ is required for that project.
21. Question: Attachment JL.8, Cost Model: Please confirm that the DBA and SCA wages should not be escalated for the option years.
Response: Yes, that is correct.
22. Question: Attachment JL.12, Corporate Experience Form: The instructions on the first page state “Offeror(s) shall not deviate from the basic format of the form.” Can answers to the questions be provided in 11-point font as allowed by Section L2, Paragraph 2 (pg 148)?
Response: Yes, offerors may use a font size of 11 on Attachment JL.12, Factor 1 Corporate Experience Form.
23. Question: Attachment JL Forms: Can the “Notes For Completing JL.X” page be deleted from each form submitted to the government?
Response: The narrative information on page 1, “Notes for Completing JL.12” will not count against the overall page limit. However, offerors can choose to delete page 1, “Notes for Completing JL.12” from each form submitted to the government with their proposal. The narrative information on page 1, “Notes for Completing JL.4” and “Notes for Completing JL.5” can also be deleted from the offerors proposal.
24. Question: Attachment JL Forms: Can we put anything in the margins (e.g., company name/logo in header, page numbers in footer, solicitation number in right margin, etc.)?
Response: Offerors may add headers and footers to the JL Attachments to incorporate identifying information; such as, company name, page numbers, and disclosure statement.

H32 POST-AWARD LIMITATIONS ON SUBCONTRACTING CERTIFICATION
The Contractor shall utilize the “Post Award Limitations on Subcontracting Report” form at Attachment J.16, to report compliance with the clause FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2021- O0008) (FEB 2023) unless instructed differently by the Contracting Officer.
The Contractor shall comply with Limitations on Subcontracting as follows:
By the end of the base term of the contract and then by the end of each subsequent option period; or
By the end of the performance period for each order issued under the contract.
