As the raw materials are processed according to Icelandic/European standards would it be accepted to design the concrete based on the target performance rather than following the detailed prescriptive specifications according to the American standards. The performance based design would be executed following the main guidelines of ACI 329R-14.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

1.4.4

Reference states that working hours must consist of an 8 hour period established by the CO Monday through Friday. This appears unachievable and, in fact, not allowed by specifications. For example:

- Joint sawing is required to continue both day and night

- Concrete paving operations that are allowed to finish a whole lane without transverse construction joints is preferred

- Asphalt Paving is much preferred to be allowed to continue with as few cold joints as possible

- Weather conditions are such that all acceptable weather should be taken advantage of and are normally carried out while there is daylight and during weekends In view of this we request that this work restriction be waived.

Normal work hours will be established from 0800 - 1700 Monday through Friday. Work outside regular hours is allowed.

Work outside regular hours should be requested 15 calendar days in advance in writing to the CM/ET.

1.3.3 Straight

Edge

It is not clear to us what type of straightedge is referred to in this section. Contractor uses a traditional three-meter-long straightedge and wishes to use this type of straightedge.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1-

1.2.1 Mat

and Joint Densities

This section states that all density results for each lot (lot = 2.000 tons) should be made available 24 hours after paving, including “TMD”, theoritical maximum density”, from the asphalt production and from the core samples.

- It takes the laboratory approximately 48 hours to prepare, analyze and process each sample from the asphalt production and the core samples. The core samples are obtained by

drilling after a minimum of 24-hourperiod, or in some cases, 48 hours, in order to avoid damaging the asphalt. Once the cores are obtained, they must be dried and processed.

- Contractor suggests that results from density testing, including the “TMD”, will be delivered to the USG two days (max time limit) after a lot has been completed, and theresults from the core analysis will be delivered three days (max time limit) after a lot has been completed.

- Please note that this applies to workdays only, and that weekends should not be taken into account, considering regulations regarding work during the weekend, et cetera.

Asphalt Paving for Airlfield

1.2.3 Payment

Adjustmen t for

Smoothnes s (Final

Wearing Surface Only)

This section asks for time-consuming straightedge-measurements in order to find out about the eveness payfactors.

- Contractor requests a meeting with a representative from the client/buyer in order to decide the method of the measurements and to prevent any misunderstandings afterwards.

- Contractor needs more detailed explanations.

Pay Factors do not matter in this project. The contractor is being paid in a lump sum to provide the design and construction of this project. There will be no deductions based on evenness/compaction, etc.. Those table are meant to show to the contractor what is not acceptable to the US Government.

Asphalt Paving for Airlfield

1.2.4 Laboratory Air Voids

and Theoretical Maximum

Density

Contractor suggests that asphalt testing, including air voids, will be made available 48 hours after a lot has been completed. This period is limited to working days.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build

1.2.6 Pay

Adjustmen t Based on

Grade

Our understanding of this section is that a string/strings and a small level indicator should be used to measure the inclination Contractor is unfamiliar with this method

- In Contractor's opinion, measuring every 7,6 meters is redundant

- The method appears to be very time-consuming and in Contractors opinion, a more practical way to execute these measurements would be to request “promillinclination” numbers and apply it with the use of straightedge and “promillinclination” level indicator. Contractor requests that this method be accepted.

- Contractor also requests that measurements will be taken with more distance between.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

Asphalt Paving for Airlfield

1.4.4.1.1 Straighted ge Testing

This section refers to a different length straightedge than previously stated.

Contractor asks whether it is acceptable to use a three-meter long straightedge for measuring the eveness, as referred to in ÍST EN 13036-7: 2013

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

32 12 15.13

Asphalt Paving for Airlfield

1.4.4.2.2 Bumps ("Must Grind" Areas)

A so-called “Diamond Grinder” is not available in Iceland.

Contractor's only option is to mill the insufficient asphalt and re-pave any inadequate areas

- Contractor requests authorization to mill areas which do not fulfill the requirements.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build

Page Section Para.

32 12 15.13

Asphalt Paving for Airlfield

2.2 Aggregates

This section requires that aggregates will be analyzed and processed.

- Does the USG accept the CE-certification, certified by the aggregates’ producer, or does the client/buyer require individual research results?

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

2.2.4 Aggregate Gradation

Table 5 and Table 8 are not refer to the same sieve sets. Table 8 contains sievesizes in accordance with IST EN 933-2, as required in the project description, but Table 8 does not.

- Contractor requests that sieve-sizes, in accordance with IST EN 933-2, apply, as this is standard procedure in Iceland

- Contractor requests that the requirements for the grading curve in Table 5 will be changed in accordance with ISAVIA’s (Keflavik Airport Authority) requirements and Contractor's asphalt mixes, which have been delivered to the client/buyer.

2.4 Mix

Design

This section requires the making of “Marshall Design Mix” six months before the project begins.

- Contractor suggests that the design mix which has been in use at Keflavik Airport for the last few years, will be used in this project, as well (the mix has been delivered to the client/buyer), and in turn, it is unnecessary to create a new asphalt mix

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build

3.1.2.2 Aggregate Properties

Requirements regarding aggregate testing every 18,000 metric tons

- Does this refer to 18 thousand tons, not 18 tons?

- If the relevant information is found in the CE certification from the aggregates’ producers, is that sufficient?

- The amount of aggregates estimated for this project does not reach 18,000 metric tons.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

3.1.2.6 Laboratory Air Voids, VMA, Marshall Stability

Flow

This section mentions 2 x 50 blows with the Marshall hammer

- The standard for airports in generally 2 x 75 blows, is this not in accordance with requirements?

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

Asphalt Paving for Airlfield

3.1.4 Control Charts

Table 8 contains three differing gradations for VMA, 1, 2, and 3.

- This is unclear: Table 8 seemingly expects Marshall-samples created with both 50 and 75 blows. Is this a misunderstanding? In our understanding, 75 blows suffice.

- Table 8 shows “Flow, 0,25 mm”:

it is unclear to Contractor what 0,25 mm refers to.

3.9.1 Transverse

Joints

In our understanding, it is forbidden to mill transverse junctions

- If this is the case, all edges, on all newly constructed lots, must be cut with a roller before the asphalt cools beyond a certain temperature

- Whilst paving in Keflavik Airport, the requirements have always included the milling of transverse junctions, and Contractor requests that this will also be the case in this project

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build

al

Is Contractor expected to cut the longitudinal joints without the use of water?

- It is unclear what is meant by “cutting wheel”; are we to roll the longitudinal joints?

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

3.9.3 Asphalt

Pavement- Portland Cement

Concrete Joints

Contractor does not possess the types, neither size nor model, of rollers mentioned in this section.

- Contractor requests permission to use the rollers, which the company possesses, so called combi-roller, with both steel and rubber drums which is ca 7-9 metric tons This "combi-roller" is acceptable.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

32 12

Bitumin ous Tack and

Prime Coats

Contractor has not calibrated thermometers or other similar equipment on the sprayers, except the so-called “carpet test,” which measures the amount sprayed by the vehicle.

- We suggest that the Carpet test will suffice this clause of calibrations.

This is a design build project. It is intended for the contractor to design and construct the projects to meet or exceed the US specified standards. ÍST EN standards can be used if they can be shown to be equivalent as the US ASTM or ACI standards. Design Build requirements can be found in FC 1- 300-09N.

According to UFC 3-260-01 chapter 6, paragraph 5.7 the minimum requirements for design and maintainance of the drainage system of aircraft fueling ramps are given in the NFPA 415.

According to NFPA 415 (see NFPA 415 Annex A, Paragraph A.5.1.1) the following consideration should be given "A ratio of 40,000 ft2 (3716 m2) per drainage inlet should not be exceeded with minimum flow distances to drains, but drain inlets should be located so as not to endanger aircraft placements within the ramp area so described.". Since the apron expansion is a new construction it is possible to decrease the area/inlet as NFP415 recommends.

By following this requirement it is avoidable that fuel spills from the northern row of aircraft spreads over to the southern row that could potentially endanger other aircrafts on the apron. To achieve

RFP part 3, 1.0 parking description states that the current apron supports half of what is needed. It is assumed that the new apron extension is intended to serve the same number of aircraft. By looking at the layout provided with the RFP Amendment 6 attachment Q we have the following comments. Due to space restrictions, the peripheral and interior taxilane of the new apron will need to be to be designed according to the European EASA regulation, Code D restricted aircraft (B707) to fit the apron dimension provided in Part 6. If the design is required to be according to the UFC (more stringent) and the geometrical design aircraft is the B707, the apron dimension are recommended to be reevaluated.

This reevaluation potentially impacts the total square meterage of the apron expansion necessary.

Requirements such as "Distance from peripheral taxilane centerline to the outside edge of the apron boundary marking" and "Wingtip clearance of aircraft on through or primary peripheral taxiway" are not fulfilled without reevaluating the dimensions of the apron.

Part 2 2.3.7

Please provide the systems on the P-19002 Beddown Site project that the government anticipates requiring cybersecurity.

The US Govt does not require or expect facility-related control systems for the project P190002 per UFC 4-010-06. If the Bidder is going to propose such a system, then it must be identified in their Bid and eventually approved by the System Owner and the Authorizing Official from the US Govt.

6.0 ENGINEERING SYSTEM REQUIREMENTS

G4010 ELECTRICAL DISTRIBUTION

Replace the third paragraph in its entirety with the following text:

BID OPTION (as described in this paragraph): Provide a concrete-encased ductbank system for the underground electrical site distribution system from the PSCs out to each SDC. This system is shown on the single line diagram and is described as the underground electrical ductbank system exterior to the site electrical building. The ductbank system is expected to carry power circuits greater than of 600V. Provide cable pull strings in all empty conduits in the ductbank. Cables for the ductbank system are to be provided and installed by others. Provide manholes for cable pull points along all ductbank as needed. The intent is that the Contractor will design and build a prepositioned concrete-encased ductbank system serving the expeditionary equipment. The layout design should allow for maximum layout flexibility for the Customer’s shelters and equipment while maintaining UFC and Host Nation code compliance, safety to personnel, and reasonable cost of installation. Provide NEMA 3R or IP54 or higher rated outdoor enclosures from underground conduit stub-ups for easier cable connection access points for the SDC’s as needed. Designs should work to accommodate Customer provided expeditionary equipment, cables, and cable connections. Electrical distribution equipment enclosures should be protected by bollards. Refer to drawing attachments C101 & E-101 for the Site Plans.
