3.2 Site
Developm ent Requirem ents
The paragraph states "Provide joints to match concrete joints". Is it correctly understood that the new concrete joints shall match the concrete joints on the existing adjacent hot cargo apron? This means that paving width will be about 7.5 meters and concrete production will need to be very high, given available plants and access restrictions to site? As the existing and new aprons will be completely separated we don't see the need to match the existing joints from an engineering standpoint.
Will a different joint spacing be accepted, such as around 5x5m matching every other existing joint?
Yes. The joints need to match the existing cargo apron.

Drawing ES101 Note 2 "Physical layout of equipment shown on this drawing are for conceptual design purposes and are not final nor should bids and final design be based solely on the layout shown.
Design allowing site layout adaptability and flexibility are desired"; however, G204090 requires shelter anchoring system design based on this layout. Also,
3.2 states "the facility layout shall conform to the conceptual site layout plans". Please confirm that the layout and locations of shelters and electrical equipment to be provided by others as shown in the drawings of the RFP part 6 is the layout that the Government expects to be used for bidding purposes.
Drawings should be used for bid purposes with specific emphasis on discipline drawing. Electrical drawings should emphasize electrical portion of bid. The same for Civil drawings, etc.
Purpose of note was to inform the Bidders that information on the drawings should not be the sole basis for their bids and that site adaptability should be considered. Site adaptability should allow as much flexibility for minor adjustments to site layout of the shelters and equipment.
For example, it is expected that ductbank will be in fixed positions, but expect it to be arranged in a way that accommodates minor to moderate shelter and equipment site layout configurations.

Part 3 D5030 P1900002: Part 3 D5030 "The Room Requirements Section identifies locations of communications equipment, unless…..". The TOC of Part 3 states that 5.0 Room requirements section is not used. Are there any room requirements for the communications equipment that should have been included in this section? Please provide the details of equipment to be installed in the elec/comms room, locations and the comms requirements for that equipment in better detail?
Telecom/data needs for the site are expected to be minimal. Contractor's designer is expected to design the telecom equipment space based on Customer's needs, which will be determined through detail design phase of the project. At a minimum, fiber optic cable, patch panel, and data equipment rack are expected to be in the 30m2 building. There may or may not be a copper telecom wire connection in the adjacent building 1624.
Site investigation is required.

The apron must be striped to accommodate the maximum number of parking spaces allowed; use the Boeing 707 airframe dimensions for spacing design.". UFC 3-260-01 chapter 2-
3.4 describes the definition of design aircrafts. Can we assume that the use of "spacing design" for the Boeing 707 is actually referring to using the B707 as the "geometric" design aircraft according to the
UFC?
Yes.
31 Att (H)
Att (J) P190003
General As the design will have to be checked against the EASA and UFC requirements it is required to know how NAVFAC classifies the Airport. Are the Runways classified as Class A or Class B?
Follow the classification that ISAVIA has designated the runways
32 Att (H) P190001 Att (I) P190002 Att (J) P190003
General Are there any restrictions to a critical path design submittal or phased design submittal approach to allow for earthwork construction to begin in Fall/Autumn, parallel to final design completion? Will NAVFAC allow a phased design approach?
NAVFAC will allow for a phased design approach, since there are three seperate projects. The restrictions are as stated in the RFP, Part 2, Section 01 33 10.05 20 Design Submital Procedures.
The Government prefers to review for Quality Assurance (QA) as few submittal packages as possible. A Critical Path submittal must include all design analyses, drawings, specifications and product data required to fully describe the project element for Government review.
33 Att (H) P190001 Att (I) P190002 Att (J) P190003
General Can design for project P190001, P190002, & P190003 be completed and approved separately to allow for construction to begin early in one area while design continues to completion in the others?
Yes.

Part 3 Part 6
G4010 E-501
P190002 G4010, drawing E-501, please confirm the MV switchgear and the Main Distribution Panelboard shall be located within the new 30 sm power and communication building.
The Designer has the option to use the 30m2 building to place the equipment. Be aware that HS Veitur will be installing a distribution equipment enclosure that may also contain the MV switchgear on the transformer secondary side that feeds the site. It is possible the MV switchgear could be located in the distribution equipment enclosure or the 30m2 building. It is certain that the MDP will be in the 30m2 building. So your bids will include the MV switchgear as either a direct-install by the Contractor or part of the utility service installation cost.
36 Att (I)
pg. 493
Part 6 Drawing C-101
The contours provided on the ISAVIA website when compared to the survey provided in Part 6 Attachment A require a substantial amount of fill to build up to the 41 level required in the drawing. Please confirm that the spot elevations provided in Attachment A are correct for final elevations and what elevation system was used to develop the survey in Attachment A?
Base bids on the contours and elevations shown in Part 6 Attachment A. Elevation system used was established by NAVFAC and shall not to be used for design.
Contractor must perform independent topographic survey.
37 Att (I) P190002
Part 3 G40 P190002, G40, Site Electrical Utility, refers to Part 6 attachment C photo, which shows a UDSE building (shed). However in Section G40, Site Electrical Utilities, the UFGS lists UFGS 261219.10 for Three-Phase Pad-Mounted Transformers and also in G40100 Transformers it says" Provide three phase pad mounted transformers to feed the facility", also in G401002 it says "...Designer of Record must utilize UFGS Section 26 12 19.10, Three-Phase Pad-Mounted Transformers,..." According to Section 26 11 13.00 20, the transformer station needed (which will be 11kV-3,810KV) is defined as primary unit substation, which can be either indoor or outdoor. Is it acceptable to have the primary voltage transformer located inside of the a Utility Distribution Substation (UDS) Building, which is shown on drawing ES101? Shall the UDS be like the Utility Shed shown in Part 6 atthachment C - Photo Sheets, page 501.
HS Veitur installs the distribution transformer. It is likely that the transformer will be inside the utility distribution center (utility shed) as per their typical installations. UFGS Section 26 12 19.10 does not apply in this specific case.
38 Att (I)
Part 6 Drawing E-501
P190002, In note 2. on drawing E501, it says "Under no circumstances shall backup generator power be switched on at the same time while utility power is switched on and vice versa. Ensure that a keyed interlock exists between power source switches for compliance with operational lock out tag out procedures." In G202007 it says "The beddown site equipment will include generators provided by others as a backup power source." Shall the Contractor provide the Primary Switching Centers, 2 each, which are shown on drawing E501, to ensure that a keyed interlock exists between the two power sources (the utility power and the generator power)?
PSC's are Customer-provided equipment and not part of the Contractor's scope of work. The interlocks is part of the operational procedures to be followed by the Customer.
As noted in dwg E-501, all "UE" dashed lines on the drawing are installed by the Contractor to serve as the underground electrical ductbank for connection points up to the Expeditionary Equipment.
39 Att (H) P190001
Part 6 G40 P19001, G40, where is says " install all equipment and cable necessary for the separate new east apron area lighting system", does it mean Apron Perimeter Lights as is defined in UFC 3-535-01 chapter 5-
1.2.6. Is there a requirement for
apron site lighting in addition to the new apron edge lighting?
Yes it refers to apron edge lighting. Apron site lighting not required.
40 Att (H) General P190001. According to paragraph 1-
3.5 in UFC 3-201-01 it is stated that if this would be an FAA controlled civilian airfield, FAA criteria applies for facilities such as runways and taxiways that are jointly used by civilian and military aircraft. The portions that are military only, DOD criteria applies.
Does this also apply to Keflavik, whereas civilian traffic blends with the military traffic, Isavia design criteria will govern, but where only military operations are expected, only DOD criteria applies?
41 Att (H) General P190001. According to paragraph 6-
5.7 in the UFC 3-260-01 "Layout of aircraft parking locations and taxi lanes should consider aircraft taxiing routes when an aircraft is refueled. Refueling operations should not prevent an aircraft from leaving the parking apron" As this is a new construction, should it be considered to locate the drainage at the stands on the apron rather than on the edge to avoid that future fuel spills would flow over to the taxi lanes?.
No.
42 Att (J) P190003
pg. 355
Part 6 Attachme nt A - Site Plan
P190003. Looking at the Drawings provided by the RFP part 6 there has been designed a fillet between the new taxiway and Delta 2. Is this really necessary, and if so what is the design aircraft to be used for geometric purposes? Currently Delta-2 is only 15 meters wide and is therefore too small to fit aircrafts like the C5. Please confirm if the provided conceptual layout of the fillet is going to be used moving forward.
No intended design aircraft.
No fillet is required. Provide adequate transition to the proposed DCP taxiway.

(P190002 EDI: Beddown Site Preparation) CLIN 0004 description in Schedule B states "Price for the entire .... construction of the electrical concrete encased duct bank for the underground site distribution system". A concrete ductbank is required for all underground power wiring, which includes power for lighting. We understand, however, that the scope of CLIN 0004 shall only include the work outside the revision cloud on drawing E-501, i.e. ductbanks marked UGE (>600V or not) as well as concrete pads, bollards, markers etc., but other concrete ductbanks in P190002 shall remain int CLIN0002. Is this the correct understanding?
Ductbanks are required for power circuits >600V. This means that it should not include the direct circuits for site lighting. Site lighting is supposed to be fed off the electrical distribution system inside the 30m2 building and not from the expeditionary equipment sources. It is correct that all "UE" circuits shown on drawing E-501 are for the underground ductbanks and part of the Contractor's scope of work.

Verify to what extent the local utility equipment provides according to the single line diagram and provide the remainder of the necessary electrical infrastructure. Ensure that there is appropriate overcurrent and fault protection installed on the secondary side of the utility transformer connection serving the beddown area." CONFIRM THE UDSE has the two additional breakers, if so size of the breakers, also size of incoming power breakers.
The contents of the utility distribution enclosure is proprietary information and a design by HS Veitur because they install the equipment. The Contractor has the option to let HS Veitur install the switchgear in their equipment enclosure or install one in the 30sm building. The Contractor's designer must work with HS Veitur to convey the site connection requirements for the site electrical distribution system and make sure those needs are met.

Part 3 G4010 The end-user voltage system at the site electrical building will match the Host Nation voltage system of 230V, 50Hz.The available fault current at the point of connection is presently unknown and is initially assumed to be connected on an infinite bus. It is the expectation that the Contractor will investigate during detail design and prior to installation, the available fault current at the service connection to the electrical enclosure for appropriate fault current limiting measures and sizing of equipment. CONFIRM a fault current study is needed.
The impedance and available fault current at the utility point of connection should be provided by HS Veitur.
A fault study for the site is not necessary since there are no existing electrical loads.
But load calculations for the site must be provided along with the electrical drawings.

pg. 195
Part 3 G40 Will the contractor be required to install new underground conduit if they are required to run the circuits back to vault 2? If so, will it need to be concrete encased?
Contractors bidding on this project should assume that they are providing new underground conduit. The cost must be clearly seperately identifiable in their estimate. With that said, it is possible with other current ongoing construction projects that ISAVIA has already installed spare conduit available for use and may want the Contractor to use that conduit instead.
This requires coordination with ISAVIA. If existing spare conduit can be utilized and with ISAVIA's approval, the Customer must be notified and a cost reduction credit should be provided back to the Customer.
100 Amendmen t 6
PPI 7 With reference to Addendum 6, PPI
nr. 7 Government response, we point out that according to exploratory hole E-13 some rock excavation will be required. Just as bedrock mapping is needed for a quality design, so is it vital in order to give the best price to the Government. In order to give a firm fixed price the contractor must be able to reasonably estimate the amount of rock excavation. The P308 Geotechnical Report Reference 2017 is for a different project location and does not help estimate bedrock topography for quantity estimation. Contractor wishes to perform this survey at own expense before award. As the other potential bidder is already on site with excavators we feel that by denying us the opportunity to explore, we will be at a disadvantage. We therefore reiterate our requests for permission and a further extension of time.
Base bids on the geotechnical information that was provided in the Design-Build RFPs and previous Amendments.

1/1/2001 This section states as follows:
"There are references to the Icelandic Government and the U.S.
Government. If neither is specified, the reference is to the Icelandic Government." In many places in the contract documents it says "Government", but based on the context, I doubt that the intent is to mean the Icelandic Government.
For example, see the very next paragraph, 1.2, regarding submittals where it says "Government approval is required for submittals with a "G" designation…". Is the intent really to mean the Icelandic Government and not the U.S. Government? For another example, see pages 6 and 7 of Amendment 004 where Acceptance/Inspection of the CLINs is by the "Government". Is the intent really to mean the Icelandic Government and not the U.S.
Government? This problem is evident throughout the contract documents. Please clarify.
The construction contract will be between NAVFAC (U.S. Government) and the contractor. The "G" designations in the contract refer to the U.S. Government (NAVFAC). NAVFAC will coordinate approvals, as needed, with input from the Host Nation.
