AMENDMENT 0005

Amendment 0005 is being issued for the following reasons:

1. Replace RFP section 00 73 04

2. Response to pre-proposal inquiries

3. Provide additional attachments

1. Replace RFP sections 00 73 04

DOCUMENT RFP PART 2 General Requirements, Section 00 73 04 Delete Section 00 73 04 in its entirety and replace with Attachment (H) Section 00 73 04, Amendment 05.

These revised Sections accompany this Amendment.

2. Response to pre-proposal inquiries

Questions: Answers:

16 In order to develop the Technical Solution required under Factor 5 of this Solicitation, we are asking if is possible to receive the native files (AutoCAD) of the drawings enclosed in the Volume 2_Part 6_03 of the RFP.

Native CADD files will be provided to the successful offeror after award of the contract.

17 The Contract Part 6 provides the “Aviano Base Design Guide”, which at paragraph 17.2.0, “Sound Attenuation” provides, in part, as follows: “Sound attenuation may be required for facilities depending on the location. Aircraft noise in Area F (the Flightline) and Area E (16th AF) shall be addressed in facility design.” and “Verify sound levels from AICUZ contours available from CECP CES/CEPT.” Please provide the required AICUZ contours for the project site or provide the sound pressure levels at the project site which must be taken into account in the project design.

AICUZ contour map is attached to the amendment for the Contractor's use.

18 Contract Section 01 33 29.05 20, "Sustainability Reporting for Design-Build" includes general requirements and procedures for the project to be designed, constructed and documented per the federally mandated High Performance and Sustainable Building or "HPSB Guiding Principles" (GP), Third Party Certification (TPC) requirements, UFC 1-200-02 High Performance and Sustainable Building Requirements. Please confirm that only HPSB requirements documentation is required, and that LEED certification for the project is not required - in spite of the Aviano Air Base Design Guide requirement at paragraph 4.2.0 that, to the extent practical, the project "... shall be registered in USGBC Online; shall be formally certified and achieve at a minimum LEED Silver certification...".

Contractor to Comply with UFC 1-200-02 and follow Air Force requirements as stated in 4-2.1 Compliance HPSB Checklists and use the latest LEED version checklist. The statement in paragraph 4.2.0 in the Aviano Air Base Design Guide "to the extent practical, the project "... shall be registered in USGBC Online; shall be formally certified and achieve at a minimum LEED Silver certification..." is a reference to other types of projects, not necessarily MCON (MILCON) projects.

19 The Contract Part 3, at paragraph B3010, "Roof Coverings" provides as follows: "Steep slope roofing systems are preferred over low slope roofing systems. Steep slope roofing systems that are acceptable include standing seam metal. Alternate roofing material is "marsigiliese" clay tiles, mechanically fastened (screw set) on treated wood stringers or battens per manufacturers' details." In addition, the Contract Drawings appear to depict standing seam metal roofs, with PV panels installed as indicated. However, Aviano Design Guide at paragraph 9.4.4, "Roofs" provides as follows: "Materials shall be clay tile. Type 1 and 2 nonindustrial buildings shall use "coppi" or "Portuguese" rounded clay tile roofing. Type 3 industrial buildings shall use "marsigliese" flat clay tile roofing. Factory-finished standing seam metal roofs with concealed fasteners are permitted for industrial buildings on a case-by-case basis where approved y 31 CES/CEC." Can you please confirm that the choice of providing a standing seam metal roof, which appears to be provided (and preferred) in the Contract Part 3 has been approved as required by the Aviano 31 CES/CEC for this project? Also, please confirm that the project is considered a Type 3 industrial building (as one would infer from the fact that "marsigliese" roofing is specified as a choice), per the definition provided in Aviano Air Base Design Guide paragraph 9.3.0, "Building Types", which provides: "Type 3: buildings are industrial in nature, relying on massing and simple forms to articulate function. These are clustered together or isolated apart from other structures."

The facility is confirmed to be an industrial building in the Area F as annotated in the Aviano Base Design Guide. As such: the metal roof is accepted and described as the preferred alternative, but the tile roof is not specifically excluded as some proposers may be able to provide the marsigiliese roofing at better cost or as added value.

20 No mechanical and electrical drawings were provided, as well as diagrams for IDS, ESS, ACS, MNS, CCTV and for the measurement, control and regulating system. Will these drawings be provided by NAVFAC shortly?

The information for these systems is provided in the Room Data Sheets and in the written parts of the RFP. The DB A/E is to develop these drawings as part of their design.

21 The contract drawings A-101 and A-102 are marked "OITC".

Where are acoustic insulation requirements for individual components such as windows, wall areas and roof construction specified?

Part 3, Chapter 5 contains the OITC Acoustics requirement for the space (IE: 133-Pool Acoustics:

OITC 35). Part 3, Chapter 6, B202004 contains the OITC Acoustics requirement for glazing and Part 4 PTS_Section_B20 and conform to UFC 3- 101-01, Architecture, Chapter 4, Figure 4-1.

22 Are cross sections for the pool available (room no. 133)? How deep is the pool and what does the underside of the soffit look like? Shall chlorine or salty water be used? What corrosion protection requirements apply for rooms 133 to 133.2?

The pool ceiling is open to structure. The pool at its deepest will be 20M as found under section F1040001. Refer to part 3 D209002 pool water systems for chlorine disinfection equipment.

Corrosion treatments for rooms 133 and 133.2 is described in C304001, paragraph 3&4 and sub paragraphs thereafter: Refer to B201009 1.1 Aggressive coatings are required, to be provided in areas noted as described per the NAVFAC MPI decision tree on the WBDG.

23 What do the boxes with double wing doors on both sides in room 124 UTC TRNG / Maintenance represent? There are no further references to these.

Those items in the UTC/TRNG Technical Rescue ISUs/ Maintenance and Staging Room are GFGI ICUS as listed in Part 3 Chapter 5 Room Requirements under the Other/Special Requirements. Also Refer to Sheet A-101 for reference.

24 We assume that all FF&E items which are not specified as CFCI shall not be included in our proposal.

Correct, there is no need to include GFGI in proposal, but contractor will need to plan for and coordinate owner provided furniture and equipment that will require power and/or structural support.

25 No information or details were provided for the elevator, overhead cranes, conveyors and scissor or vehicle table lifts. Shall these engineering systems be included in our offer?

Yes, building engineering systems will need to be included in offer. Elevator Finishes can be found under the Shaft 112 Room Requirements sheet in Part 3, Chapter 5 and more information can be found in Part 3, Chapter 6 Engineering Systems Requirements C30, D10.

Overhead crane & conveyors requirements can be found in Part 3 Chapter 5 - 118, 118.1, 118.2,

118.3 Parachute/Packing /Rigging Storage Room

and more information in Part 3 Chapter 6 - D102001 & D109002 The scissor lift is indicated on Sheet A-101 keynote 7. Is required in room 118.2 Roll-a-way Cargo Packing Vehicle Lift Table can be found in Part 3, Chapter 5 171 - Elevated Vehicle Storage Room and more information in Part 3 Chapter 6 - D109004 Specifications can be found in Part 4 PTS_Section_C30 and _D10

26 No. 2 - Mechanical equipment @ roof. How shall floors and roof coverings be constructed in this area?

The Design Build Contractor is to provide design and construction to accommodate the proposed mechanical systems.

27 There are deviances in the drawings in the representation of the portico and the covered vehicle parking. Which drawing shall apply?

Follow Site plan A-001 for correct area boundary of covered parking area.

Shall the contractor supply the climbing wall or only the fencing?

How high is the climbing wall?

The climbing wall will be provided by others. No fencing is required around climbing wall.
