2. Revisions to Section 00100, Item 8 EVALUTATION FACTORS FOR AWARD – Factor 2 – Experience
FROM:
Factor 2 – Experience:
(a) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(1) Construction Experience:
Submit a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as a new building that is a minimum of 5,000-Square Meters (53,800-Square Feet).
As a minimum requirement, at least two (2) relevant construction projects shall demonstrate experience with construction for the United States Department of Defense.
Furthermore, as an additional minimum requirement, at least (1) relevant construction project shall demonstrate experience with construction of an indoor training pool.
Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP.
A project is defined as a construction project performed under a single task order or stand-alone contract.
For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheets (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form.
Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).
In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate the manner in which the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract and the entity must be identified as a member of the team in factor 1.
The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract and the entity must be identified as a member of the team in factor 1. More weight may be given to projects completed by the Offeror than to those completed by proposed subcontractors.
(2) Design Experience
Submit a maximum of five (5) relevant design projects for the design team that best demonstrates design experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as a new building that is a minimum of 5,000-Square Meters (53,800-Square Feet).
As a minimum requirement, at least two (2) relevant design projects shall demonstrate experience with construction for the United States Department of Defense.
Furthermore, as an additional minimum requirement, at least (1) relevant design project shall demonstrate experience with construction of a training pool.
Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past ten (10) years of the date of issuance of this RFP.
A project is defined as a complete design effort performed under a single task order or stand-alone contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information.
The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor and the entity must be identified as a member of the team in Factor 1. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to do so may result in a lower rating. More weight may be given to projects completed by the Offeror than to those completed by proposed subcontractors.
(b) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements.
The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects for construction and five (5) for design. Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design Experience will not be considered.
The Offeror may be considered more favorably in the following circumstances:
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.
Relevant projects that are constructed in Italy may be considered more favorably than those that do not demonstrate this experience.
Relevant projects that demonstrate experience for the Unified Facility Criteria (UFCs) may be considered more favorably than those that do not demonstrate this experience.
Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.

3. To Respond to Pre-Proposal Inquiries:
Questions: Answers:
1 We discovered only now the solicitation, since it does not appear on FBO.
Taking this into account, and the fact that some fixed and incompressible timeframes are needed to produce some requested documents, and given the Christmas recess and the necessity of shipping overseas, would it be possible to postpone Phase I of two weeks?
Proposal due date is extended with this amendment
2 "The solicitation states ""Projects submitted for the offeror shall be completed within the past ten (10) years of the date of issuance of this RFP"". We would like to ask confirmation that a project substantially completed or an ongoing project whose current progress value is similar or beyond the value of this project (Guardian Angel Operations Facility) could be accepted as well."
Please refer to solicitation requirements
3 The Italian Legislation Decree n. 207/2010 article 79 comma 16 states that a company certified for SOA category OG11 can execute works under sub-categories OS-3, OS-28 and OS-30. As the solicitation requires OS-28 and OS-30 we are requesting confirmation that OG11 will be accepted to cover the requirements. Please confirm.
Confirmed
4 RFP States, "All offerors, including JV offerors, must submit with their proposal a DUNS number. In addition to the DUNS number required for JV offerors, JV offerors must submit with their proposal a DUNS number for each member comprising the JV. DUNS numbers can be obtained at http://fedgov.dnb.com/webform. The DUNS number is required in order to register in SAM (see above.) CAGE/NCAGE – A CAGE/NGAGE code is required for all offerors, including JV offerors. JV offerors must acquire a CAGE Code registered in the JV name." In Italy a CAGE and DUNs number could take up to 30 days to be issued. The Solicitation came out on 20 December 2017 with deadline for Phase I on 19 January 2017. We would like to request a 30 day extension to allow adequate time to obtain a DUNs and CAGE number for our JV.
The DUNS and CAGE numbers for each joint venture partner will meet the requirement for submission. However, the joint venture will have to be registered and have DUNS and CAGE numbers prior to award.
5 Please clarify if the offeror must provide a notarized legal document in English and Italian that establishes the JV in the Phase I submittal in addition to providing in Phase II? Should this document be provided in Phase 1, Factor 1 Technical Approach AND again in Phase II, Price Volume? We request that the notarized version to be required only in the Phase II (Price proposal) submittal.
Please refer to solicitation requirements
6 RFP States, "Submit a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as a new building that is a minimum of 5,000-Square Meters (53,800-Square Feet)...Furthermore, as an additional minimum requirement, at least (1) relevant construction project shall demonstrate experience with construction of an indoor training pool." Please clarify that the indoor training pool does not need to meet the 5,000 square meters requirement for design and construction of a new building.
Factor 2 is revised with this amendment
7 RFP States under Factor 2 Experience (1) Construction Experience "Furthermore, as an additional minimum requirement, at least (1) relevant construction project shall demonstrate experience with construction of an indoor training pool." However under (2) Design Experience it states, "Furthermore, as an additional minimum requirement, at least (1) relevant design project shall demonstrate experience with construction of a training pool." Does the experience need to be an indoor training pool? Please consider changing the requirement to include outdoor training pools.
Outdoor training pool will not be considered as a substitute for an indoor training pool.
8 RFP page 7 states, “Offerors must declare their intention of forming the Joint-Venture or awarding a subcontract.” Should we submit a letter stating our intention to form a JV with the Phase I proposal in lieu of a complete, finalized Joint Venture Agreement?
Please refer to solicitation requirements
9 A single relevant Project or Building awarded under the same Multifacilities / Multiproject contract can be considered relevant for the scope of the RFP?
Please refer to solicitation requirements
10 RFP paragraph 4. ‘Certificate of classification’ of the solicitation, at page 8 it is reported “Contractor must submit extract from criminal record or affidavits released by the local court of Contractor’s residence. “ The Courts in Italy take 3 to 4 weeks to provide the criminal records certification. For this reason, we kindly request the Government extend the proposal deadline by 4 weeks in order to submit all required documentation.
Please refer to solicitation requirements
