About this file

This document describes a forthcoming federal solicitation for Product Family Support Services. The Southwest Regional Maintenance Center (SWRMC) intends to competitively solicit offers for a cost-plus-fixed-fee contract requiring the contractor to provide engineering, technical, repair and program support services across SWRMC's Product Families. The support team must align to support the Government staff in a cost-effective manner with an adaptable structure suited to both planned and emergent tasks. The prospective contract would have a one-year base period and four one-year options, with award anticipated in the fourth quarter of fiscal year 2019. The contractor must have support facilities within 15 miles of Naval Base San Diego, though most support will occur at SWRMC facilities on base. This follows on from an existing contract held by Epsilon Systems Solutions.

Section C - Descriptions and Specifications

STATEMENT OF WORK (SOW)

1.0 SCOPE

1.1 BACKGROUND

Southwest Regional Maintenance Center (SWRMC), as a Naval Sea Systems Command (NAVSEA) Regional Maintenance Center (RMC), has primary mission responsibilities to provide direct support to Type Commanders and their U.S. Navy fleet assets. SWRMC provides intermediate-level (I-level) ship maintenance and repairs, oversight for major depot-level (D-level) shipyard maintenance and repairs, and fleet technical assistance (FTA) and troubleshooting for all U.S. Navy ships and submarines homeported in or visiting the Southwest U.S. region. As the largest and most diverse of the Intermediate Maintenance Activities (IMAs) within the RMCs and Naval shipyards, SWRMC Production Department (Code 900) is responsible for providing I-level maintenance and repair support and selective maintenance training to over 100 surface ships, submarines, shore activities and other commands of the U.S. Pacific Fleet. The Department is comprised of a large, blended workforce consisting of active duty military, civil service, and support service contractor personnel.

SWRMC Production Department is broken into four Product Families, with each Product Family containing multiple Product Lines/Shops. The Product Family Product Lines/Shops provide I-level (generally beyond ships’ force capabilities, but not requiring major shipyard capabilities) maintenance and repairs for U.S. Navy ships and submarines in the Southwest region. The SWRMC Production Department Product Families currently consist of: Corrosion Control Product Family, Engine Product Family, Machine Product Family, and Combat Systems Product Family. Within SWRMC Production Department, there is also Production Control Division, I-Level Planning Division, and the Off-Site Facility (the contractor autonomously-managed facility under this contract). The majority of the work is performed in shops located on Naval Base San Diego (NBSD), onboard ships and submarines homeported and visiting the Southwest region, and infrequently at locations around the world. The Production Department shops currently perform approximately 11,000 I-level ship maintenance and repair jobs per year, with that number anticipated to increase as SWRMC Production Department increases capabilities and workload to meet the needs of the fleet, and keep pace with the anticipated significant ramp-up in U.S. Navy ships scheduled to be homeported in the Southwest region.

Each SWRMC Product Family is further divided into multiple Product Lines/Shops (see Table 1 – SWRMC Production Department Areas of Support on the next page for related areas of support), in which specific types of repairs and services are provided for U.S. Navy fleet assets in the Southwest region. These Product Lines/Shops include: Corrosion Control Product Family Product Lines/Shops - Corrosion Control, Antenna, Life Raft, Water Tight Door, and Ready Service Locker (RSL); Engine Product Family Product Lines/Shops - Diesel, Gas Turbine, Flex Hose, Habitability, Weld, and Weight Test/Rigging; Machine Product Family Product Lines/Shops - Outside Machine, Inside Machine, Air Conditioning and Refrigeration (AC&R), Elevator/Conveyor Support Unit (ESU/CSU), Optical, Engraving, Valve/Self-Contained Breathing Apparatus (SCBA), and Locksmith; and Combat Systems Product Family Product Lines/Shops – Launcher, Ordnance/Electronic Warfare, Outside Electrical, Electronics, and Calibration Lab. Additionally, Production Control Division - General Supply Specialist (GSS) Branch, Ship Superintendent Branch, and Maintenance Assist Teams (MATs); I-Level Planning Division; and Off-Site Facility Shops - Hoist, Rigid Inflatable Boat (RIB), and Antenna/Radome.

1.2 MISSION AND VISION

SWRMC Mission: Our uniquely qualified team provides superior ship maintenance, modernization, technical support, and training for the Pacific Fleet.

SWRMC Vision: The Navy depends on us. We are a talented and empowered force that delivers 100% on time, cost effective, and innovative solutions. We ensure our nation has ships that are safe and ready to sail into harm's way to support the Navy's mission. We achieve this by championing Navy core values, improving our skills, partnering with industry, and striving for perfection while achieving excellence.

1.3 PURPOSE AND OBJECTIVE

Provide forward-thinking, innovative, well-integrated, coordinated, and timely support that upholds SWRMC’s mission and vision. The contractor shall provide a full range of maintenance, repair, and assessment execution and coordination expertise as support services throughout the SWRMC Production Department Product Families and Divisions. Additionally, the contractor shall provide facility and autonomous execution support services at the Off-Site Facility. The contractor support team shall align itself to support the Government requirements holders (i.e. SWRMC Production Department Product Families and Divisions) with the most cost-effective mix and number of contractor support personnel, utilizing an adaptable, flexible structure that is best suited to accomplishing both planned and emergent work in support of the U.S. Navy Pacific Fleet. The contractor support team shall be led by a progressive management team using continual process improvement to assist the Government requirements holders and Contracting Officer Representative (COR) with timely feedback and notification affecting contract execution as it relates to performance, schedule, cost, and regulatory compliance.
