About this file

This document is a Request for Information (RFI) Notice-03 for solicitation N40192-25-R-9003, detailing vendor questions and government responses for a vehicle lease contract in Guam. The solicitation is a competitive Woman-Owned Small Business (WOSB) set-aside procurement for leasing vehicles to various Department of Defense and Federal activities, serving as a follow-on to the previous contract N40192-20-D-9005. Key details include a base period from 15 September 2025 through 31 March 2026, a requirement for 59 vehicles per year, and potential flexibility in vehicle specifications due to limited availability on Guam.

The RFI includes six vendor inquiries addressing topics such as WOSB set-aside requirements, vehicle quantity changes, engine size alternatives, and mileage specifications. Government responses indicate willingness to consider alternative proposals that deviate from original requirements, provided they demonstrate advantage to the government. The contract requires unlimited mileage for lease vehicles supporting Department of Defense and Federal activities, with the contractor responsible for providing necessary labor, supervision, equipment, and management for vehicle delivery and services.

Block 10 Set Aside WOSB

Will the Government review offers or proposals from a non-WOSB to assess technical capabilities and competitive pricing, and if not, is the Government willing to award a third-party WOSB even if it involves a markup?

See RFP Amendment 0001, update to Block 10.

Section 4.1.3

Pgs. 6 & 7

Due to the limited availability of V6 engine sedans and vans on the island of Guam, we respectfully request clarification on whether substitutions will be accepted — specifically:

(1) V6 sedans substituted with V4 engines, and (2) V6 vans substituted with V8 engines.

Our local vendor has confirmed that V6 sedans and vans are extremely scarce in the

Guam market, while V4 sedans and V8 vans are readily available and capable of meeting operational needs.

Offerors are encouraged to submit proposals that meet the specified requirements.

Alternative proposals that deviate from the requirements may also be submitted, provided they clearly identify the deviations and demonstrate how the alternative offer(s) would be advantageous to the

Government. Acceptance of such alternative proposals is at the sole discretion of the

Government.
