About this file

This is Amendment 0006 to a federal solicitation for Phase V Multiple Room Entry Door Lock Repairs. The amendment was issued by NAVPAC Mid-Atlantic on May 11, 2026, under Solicitation Number N4085-26-R-9029 for Project Number 26-0421. The amendment modifies the original contract to address questions and answers regarding pricing evaluation and project scope.

The amendment clarifies that the Government will evaluate offers for award purposes using a revised pricing sheet, with ELINs 0001 through 0007 comprising the base award and ELINs 0008 through 0032 evaluated as option items. The Government confirmed that training can be conducted for multiple Bachelor Enlisted Quarters (BEQs) simultaneously with required BEQ representative participation, and that a refresher course will suffice for BEQ managers who already have the Dorma Kaba system installed. The amendment specifies that 3 days of training per BEQ (90 days total) is the Government's intent. Contractors must acknowledge receipt of this amendment prior to proposal submission, and failure to acknowledge may constitute grounds for rejection. The time and date for receipt of proposals remains unchanged, and a revised pricing sheet is referenced as the authoritative document for evaluation criteria and option item terms.

N40085-26-R-9029 Amendment 0006

CONTINUATION SHEET

Question 1: Can it be confirmed by Amendment that the Government will evaluate offers for award purposes by adding the price for ELINs 0001 through 0007 and that ELINs 0008 through 0032 will be evaluated as option items?

ANSWER: See Revised Pricing Sheet

Question 2: If ELINs 0008 through 0032 will be evaluated as option items, will the Government evaluate and exercise these ELIN options within 60 Days after the award of ELINs 0001 through 0007?

ANSWER: See Revised Pricing Sheet

Question 3: It is our understanding that many of the current BEQ managers already have the specified Dorma Kaba system in place and would likely just need a refresher course instead of a full training.

ANSWER: A re-fresher course will suffice.

Question 4: Is it the governments intent to have 3-days of training per BEQ (90 days total) for this project? Would the contractor be able to do the training for multiple BEQs at the same time?

ANSWER: Training can be performed for multiple BEQs at the same time with the said BEQ rep present as required.

Question 5: Will this project be bidding today?

ANSWER: No
