About this file
This is a Price Proposal Form for Solicitation N40085-26-R-0253, eProjects Work Order No. 1902038, related to LC3126 Space Improvements, Phase II.
The solicitation contains three Contract Line Items (CLINs) with firm-fixed pricing and no economic price adjustment provisions. CLIN 0001 is the Base Price covering the entire work for facility design and construction per drawings and specifications, excluding work in CLINs 0002 and 0003. CLIN 0002 (Planned Modification 1) addresses Furniture, Fixtures and Equipment (FF&E) procurement, installation, labor, materials, equipment, transportation, and supervision, with a Government estimate of $257,500.00. CLIN 0003 (Planned Modification 2) covers Audio/Visual (A/V) procurement and installation with a Government estimate of $90,000.00. For both planned modifications, offerors may propose a Handling and Administration Rate (HAR) not to exceed 5 percent to account for administrative costs, overhead, bonding fees, subcontract administration, and profit. The HAR will be fixed upon contract award and not adjusted regardless of FF&E cost fluctuations. Award will be made on the total sum of CLIN 0001. The Government reserves the unilateral right to award CLIN 0002 within 60 calendar days after contract award. If CLIN 0002 is exercised, the Performance Bond must reflect 100 percent of aggregate amounts for all items. The planned modification line items will be awarded separately as negotiated modifications following FF&E design package review and Government funding receipt, with a minimum of six months required prior to contract completion date. Contract completion remains 240 calendar days after award if options are exercised. The form requires offeror signature and acknowledgment of all amendments received.

GENERAL BID NOTES
a) Award will be made on the total sum of Contract Line Item 0001. This is a firm-fixed-price solicitation. No provision is made for economic price adjustment.
b) The lump sum price above shall be deemed to include all costs required for the specified work, completed in accordance with the drawings and specifications, including all labor, materials, equipment, tools, management, supervision, disposal and related items.
c) The Government reserves the unilateral right to award Line Item 2 to the Contractor at the proposed price within 60 calendar days after the contract award. A firm fixed proposed price is required for Line Item 1 and Line Item 2. No provision is made for economic price adjustment. If Options are exercised, the contract completion date remains 240 calendar days after award of the contract.
d) Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b)
Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for Line Item 1. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
e) The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
f) If Line Item 2 {Option Item 1) is exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
PLANNED MODIFICATION BID NOTES:
These notes apply to Planned Modifications CLIN 0002 and CLIN 0003:
a) The estimated amount for FF&E has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges. The Government FF&E Estimate is only an estimated amount.
b) If awarded, line items will be funded separately after completion of FF&E design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in Drawings.
c) Bonding is required for the design, procurement and installation of FF&E.
d) Offerors may propose a Handling and Administration Rate (HAR) for the FF&E not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E. The proposed HAR is a fixed rate.
e) The Government is not obligated to award the Planned Modification line item(s). Should the Government choose to award the Planned Modification, the line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the
FF&E.
f) If awarded, the FF&E modification will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E and A/V without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E as a modification. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E package was submitted within the approved schedule deadlines and sufficient lead time for the FF&E is not available and the Government's award of the modification is in the last six months of the contract.
