About this file
This is an inspection report documenting the results of a limited asbestos and lead-based paint assessment conducted at the Naval Exchange (NEX) at JEB Little Creek-Fort Story in Virginia Beach, Virginia on December 7, 2015.
The inspection was performed by Applied Laboratory Services, LLC on behalf of NEXCOM and identified asbestos-containing building materials within the facility's clearance center and staging area. Six representative bulk samples were collected from suspected asbestos materials, including drywall, floor tiles, and adhesives. Laboratory analysis using Polarized Light Microscopy (PLM) detected asbestos fibers in one sample: a black adhesive mastic from the back room/storage area containing 3% chrysotile asbestos. The material was classified as non-friable with an estimated quantity of 8,500 square feet. Additionally, the inspection identified non-friable asbestos concentrations in mastic flooring adhesives throughout the facility, with the recommendation that mastic flooring adhesive be assumed present in all areas where floor finishes exist pending further delineation work.
Lead-based paint testing was also conducted using a Niton XRF Lead-Based Paint Portable Analyzer on twelve painted surfaces within the renovation/demolition areas. The analysis found low levels of lead in some painted surfaces but no lead-based paints meeting regulatory thresholds on surfaces impacted by the scope of work. The report emphasizes that all construction work affecting painted surfaces must comply with OSHA's Lead in Construction Standard 29 CFR 1926.62, and any suspect materials encountered during repair or demolition activities should be tested for asbestos.
