About this file

This is an Amendment of Solicitation and Price Proposal Form for federal contract opportunity N4008526R0253, issued by NAVFACSYSCOM MID-ATLANTIC on August 20, 2026, for LC-3126 Space Improvements, Phase II at Fort Story (Little Creek Site), Virginia Beach, Virginia. The amendment extends the deadline for proposal receipt and provides responses to 78 pre-proposal inquiries (PPIs) submitted between August 13-19, 2026.

The solicitation is a firm-fixed-price design-build project with a base contract line item (CLIN 0001) covering complete design and construction work valued at a government estimate of approximately $500,000, with an anticipated 390 calendar day completion period if options are exercised or 240 days if not. Three planned modification CLINs are included: CLIN 0002 for Furniture, Fixtures and Equipment (FF&E) with a $257,500 government estimate; CLIN 0003 for Audio/Visual (A/V) Systems with a $90,000 estimate; and CLIN 0004 for Electronic Security Systems (ESS) with a $50,000 estimate. Offerors may propose a Handling and Administration Rate (HAR) not to exceed 5 percent for each planned modification. The project requires interior renovation including flooring, wall base, partition installation, HVAC/electrical/telecom upgrades, security improvements, and potential asbestos abatement. Proposals must acknowledge receipt of this amendment and are due August 31, 2026 at 1400 EDT. The government responses to PPIs clarify design submittal requirements (35% and 65% stages with 30-day review periods), confirm the Designer of Record will prepare all required documents, permit early construction packages, and address extensive questions regarding hazardous materials assessment, structural verification, security requirements, and system adequacy determinations.

GENERAL BID NOTES

a) Award will be made on the total sum of Contract Line Item 0001. This is a firm-fixed-price solicitation. No provision is made for economic price adjustment.

b) The lump sum price above shall be deemed to include all costs required for the specified work, completed in accordance with the RFP, including all labor, materials, equipment, tools, management, supervision, disposal and related items.

PLANNED MODIFICATION BID NOTES:

These notes apply to Planned Modifications CLIN 0002, CLIN 0003, and CLIN 0004:

a) The estimated amount for Planned Modifications has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the Planned Modifications including freight and installation charges. The Government Planned Modifications Estimate is only an estimated amount.

b) If awarded, line items will be funded separately after completion of Planned Modifications design package review by the Government, and receipt of appropriate funding by the Government.

c) Additional bonding is required upon execution of each Planned Modification.

d) Offerors may propose a Handling and Administration Rate (HAR) for each of the Planned Modifications not to exceed 5 percent. The HAR is comprehensive and must include the cost of all of the Construction Contractor’s profit and business expenses to include overhead, insurance, administrative, procurement and project management services, and any bonds that the Construction Contractor requires on the Planned Modifications subcontractor(s). The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the Planned Modifications. The proposed HAR is a fixed rate.

e) The Government is not obligated to award the Planned Modification line item(s). Should the Government choose to award the Planned Modification(s), each line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E, A/V, and ESS.

f) If awarded, the Planned Modification(s) will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E, A/V, and ESS without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E, A/V, and ESS as a modification(s). No schedule extensions will be granted if the modification(s) is/are awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the Planned Modification(s) with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E, A/V, and ESS package was submitted within the approved schedule deadlines and sufficient lead time for the FF&E, A/V, and ESS is not available and the Government's award of the modification is in the last six months of the contract.
