Limited Asbestos Testing Report Summary

This is a Limited Asbestos Testing Report for JEB Little Creek Building 3126 in Virginia Beach, Virginia, prepared by ECS Mid-Atlantic, LLC for Naval Facilities Engineering Command, dated March 13, 2025. The testing was conducted to identify asbestos-containing materials (ACMs) that were absent from a previous survey of the building. ECS collected 33 bulk samples from readily accessible areas and submitted them to Environmental Hazards Services, LLC for analysis via Polarized Light Microscopy (PLM) in accordance with EPA-600 methodology. The laboratory analysis identified asbestos in the following materials: mastic under 20" x 20" vinyl flooring (3% Chrysotile), 9" x 9" vinyl floor tiles and mastic (3-5% Chrysotile), concrete masonry unit (CMU) wall expansion joint caulk (2% Chrysotile), light fixture heat shielding (70% Chrysotile), louver frame caulking (8% Chrysotile), sealants between CMU walls and columns (2% Chrysotile), wall penetration sealants (5% Chrysotile), and patch compound at CMU walls (trace amounts <0.25% Chrysotile).

The identified materials are categorized as either Category I or Category II non-friable ACMs, with the exception of the friable light fixture heat shielding and trace amounts in the patch compound. ECS recommends that similar materials throughout the building be assumed to contain asbestos unless tested; that a Virginia-licensed asbestos abatement contractor perform any removal or disturbance activities; that a 20-day notification to the Virginia Department of Labor and Industry may be required prior to removal; that a Virginia-licensed asbestos project monitor oversee removal operations; and that an Asbestos Operations and Maintenance Plan be developed if any ACMs remain in place. The report notes that certain inaccessible areas behind walls or below grade were not surveyed, and that additional suspect ACMs may be encountered during construction activities.

1.0 SITE DESCRIPTION

The subject property is developed with a two-story Navy Exchange building located at 1240 Gator Blvd in Virginia Beach, Virginia.

2.0 PURPOSE

During a previous visual-only evaluation performed by ECS, some materials observed in this building were reported as being absent from the list of materials sampled during a previous asbestos survey of this building performed by other parties. Please refer to the "Asbestos Survey Report Review" document prepared by ECS, dated October 3, 2024. The purpose of this Limited Asbestos Testing was to evaluate if these additional materials (identified by ECS as not previously sampled) are asbestos-containing materials. A list of these sampled materials is provided in Section 4.0 of this report. No other materials were sampled during this limited testing event.

3.0 METHODOLOGY

The non-destructive/non-invasive asbestos sampling was performed by an asbestos inspector who has received EPA-accredited training and is appropriately licensed in the Commonwealth of Virginia.

Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Environmental Hazards Services, LLC in Richmond, Virginia for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately.

Environmental Hazards Services, LLC is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.

During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.

Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.

Multiple samples of each unique material were submitted. Some samples were analyzed using the “Positive Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.

4.0 RESULTS

The following is a summary of laboratory results, findings and observations.

An Asbestos-Containing Material (ACM) is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM. Materials are categorized by the U.S. EPA in the following categories:

March 13, 2025

ECS Project # 47:20816

• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

• Category I non-friable ACM are listed as follows: packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.

• Category II non-friable ACM are listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.

Regulated Asbestos Containing Materials (RACM) are friable ACM or non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.

Environmental Hazards Services, LLC submitted signed final laboratory reports to ECS on March 10, 2025. In total, 33 bulk samples were submitted to the laboratory, from which 43 layers were analyzed.

Samples of the following materials were collected during this limited sampling event: 9-inch floor tiles and mastic, 20" x 20" gray vinyl flooring and associated adhesive, concrete masonry unit (CMU) wall paint/filler, CMU wall expansion joint caulk, patching compound at CMU walls, light fixture heat shielding, pipe flange gaskets, pipe insulation jacket behind metal sheathing, sealants at threaded pipe fittings, louver caulk (exterior and roofs), caulking between CMU walls and concrete columns (roofs), caulking between metal columns and CMU walls (roofs), sealants associated with drains (roofs), sealants associated with vent pipes (roofs), wall penetration caulking (roofs), and caulking at CMU walls and metal corner panels (roofs).

The materials identified as containing asbestos are indicated in the table below. A complete list of the sampled materials submitted for analysis, general sample locations, and representative photographs of the materials identified to contain asbestos are provided in the Appendices of this report.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS

Based on our understanding of the purpose of the Limited Asbestos Testing, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.

ECS recommends that where a material type has been identified as asbestos-containing, other materials with similar color, texture, age, and size throughout the property be assumed to contain asbestos. Please refer to Section 4.0 of this report for a list of building materials that were reported positive for asbestos during this limited sampling event and to the "Asbestos Survey Report Review" document prepared by ECS, dated October 3, 2024, for a list of materials assumed to contain asbestos. Please also refer to previous asbestos testing reports for the building prepared by other parties for a list of additional materials within the building reported to contain asbestos (such as the "Hazardous Materials Investigation" report dated January 4, 2021, prepared by Soil & Land Use Technology, Inc. (SaLUT).

A trace amount of asbestos (≤1%) was detected in the bulk sample(s) of the patching compound on CMU walls. Although materials that contain trace amounts of asbestos are not subject to U.S. EPA or Virginia regulations for the handling and disposal of asbestos, OSHA still regulates any work which will disturb materials identified with trace amounts of asbestos (reference the November 24, 2003 OSHA Interpretation document - Compliance Requirements For Renovation Work Involving Materials

March 13, 2025

Containing Less Than 1% Asbestos). Therefore, any Contractors disturbing these materials will need to comply with components of 29 CFR 1926.1101, as detailed in the 2003 OSHA Interpretation document.

If the identified ACMs or materials with trace amounts of asbestos are to be removed/disturbed, it is recommended that a Virginia-licensed asbestos abatement contractor perform the removal/ disturbance.

A 20-day notification to the Virginia Department of Labor and Industry may be required for removal of the identified asbestos-containing materials, depending on the material type, quantity, and means and methods of removal. This is the responsibility of an asbestos abatement contractor.

If ACMs are to be removed, it is recommended that a Virginia-licensed asbestos project monitor monitor the project.

Suspect ACMs not sampled during this limited testing event or during previous testing events may also be encountered during construction activities. If additional suspect ACMs are uncovered that were not sampled during this sampling event or previous sampling events/surveys, it is recommended that these materials either be assumed to contain asbestos or be sampled before disturbance upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.

Should any identified ACMs remain in place, ECS recommends the development and implementation of a site-specific Asbestos Operations and Maintenance Plan detailing routine maintenance and repair operations, contractor notification procedures, and all other requirements under OSHA – reference 29 CFR 1926.1101.
