About this file
This document is a supplemental technical requirements guide for the B1372 NAPS Upgrade project at Naval Station Newport, containing specifications for Direct Digital Controls (DDC), Fire Alarm systems, and CAC access control readers.
Direct Digital Controls Requirements: The DDC subcontractor must be Johnson Controls, Inc. (JCI) or a JCI-certified Metasys ABCS company, functioning as a first-tier subcontractor. All new controls shall utilize JCI Metasys Extended Architecture with Metasys "U/I" graphics and latest-generation controllers (SNE, CGM, CVM, XPM models), excluding SNC controllers. The system must integrate with the existing Naval Station Newport DDC LAN running Metasys Version 12 with ADX server using MS/TP control network protocol. Controllers require lockable enclosures with 120V power supply and 24V transformer. Supervisory controllers shall be the only IP-addressable items. The contractor must provide full points lists, comply with Naval Station Newport point naming and alarm standardization, and conduct mandatory coordination meetings prior to DDC programming with NAVFAC personnel, the Designer of Record, and manufacturers with third-party BACnet controls. Programming must exactly reflect approved written sequences of operation. Performance Verification Testing occurs in two phases (pre-functional and functional), with functional PVT Government-witnessed; if significant real-time troubleshooting is required, the Government may terminate the session and reschedule at no additional cost.
Fire Alarm and CAC Systems: The base bid requires relocating the existing Simplex Fire Alarm Control Panel (4100U) from the south stairwell to the Quarterdeck area adjacent to the existing PA panel, converting the original location to a junction box and providing new conduit/wiring for complete system functionality. Base bid also includes replacing 174 smoke detectors in berthing spaces. Options include providing a new FACP, replacing remaining smoke detectors, providing new compatible devices if backwards-compatibility fails, replacing the PA panel if incompatible, and installing addressable CO detectors in the mechanical room. The requirement to replace the existing Gamewell Notification Box with a radio transmitter has been deleted. CAC access control requires providing a complete Electronic Security System for two doors with control panel and 8-hour battery backup in the Quarterdeck, integrated with the existing basewide LENEL network. The contractor must subcontract with a Lenel-certified company (such as Galaxy Integrated Technologies, Inc.) for programming and server work, connecting through fiber optic cabling to the central monitoring station in Building 1373.
