About this file
This document is an Amendment of Solicitation (Standard Form 30) for a naval construction project to Repair BEQ M445 at Camp Lejeune, North Carolina. Amendment No. 0005 was issued on 06/13/25 for Solicitation Number N4008525-R-2687, with the primary focus on resolving questions about RFID locks for the project.
The amendment addresses three key questions from potential contractors regarding Buy American Act (BAA) compliance and technical specifications for RFID locksets. Specifically, the document confirms that no BAA waiver will be provided for RFID locks, and provides guidance on acceptable lock specifications, referencing the DORMAKABA 79PS0121B_30-U26 as a basis of design. The solicitation maintains the original proposal receipt deadline of 1300 on 8 July 2025, and warns that failure to acknowledge this amendment may result in proposal rejection. The contract is being administered by NAVFAC Mid-Atlantic Resident Officer in Charge of Construction.

CONTINUATION SHEET
1. QUESTION: From Amendment 0003:
RFID locks. Can a BAA waiver please be provided for the RFID locks?
REVISED ANSWER: A BAA waiver will not be provided.
2. QUESTION: From Amendment 0004: In reference to the above listed project, we are hereby requesting a clarification, determination and/or information concerning the following: Per amendment 3, the answer for question #14 states that no BAA waiver would be provided for RFID locks and that RFID locksets must be manufactured and programmed in the United States.
have done extensive research and have been unsuccessful in finding an American made RFID lock, which is why we asked for the BAA waiver pre-bid.
Since a BAA waiver will not be provided, would TAA RFID locksets be acceptable on this project?
Please provide a basis-of-design for a BAA RFID lockset that is manufactured and programmed in the United States
REVISED ANSWER: DORMAKABA 79PS0121B_30-U26 - See procurement thresholds in FAR for use of BAA versus TAA.
3. QUESTION: Per amendment 4, the answer for question #2 states the BOD for the RFID locks is a Schlage AD-302. The Schlage AD-302 is a networked keypad/RFID electronic lock, powered by hardwired 12VDC/24VDC. Being hardwired would likely require power supplies and power transfers for each lock. Locks are to be battery powered per the spec. The AD302-must be tied into an access control system and sold to an integrator. Spec states locks are to be the current management system that we need to match? Typically, BEQs operate as a standalone system. If these need to utilize a laptop with a server and software, An Allegion PACS authorized software vendor must implement the system. These are hardwired, access control locks, so an authorized integrator has to install them.
*Is the intent to provide a hardwired electronic lock with a combo 12-button numeric keypad + RFID reader with power supplies & power transfers?
*Can TAA locks (similar to RFID locks provided on current & past projects) be provided on this project in lieu of the Schlage AD-302 locks?
ANSWER: See Revised Answers above.
4. All other terms and conditions remain unchanged.
