About this file
This document is an Amendment (Amendment 0003) to Solicitation N4008525R2611 for a design-bid-build project to repair the ammunition rail trestle and culvert at Naval Weapons Station Earle in Colts Neck, New Jersey. The amendment provides responses to pre-proposal inquiries and introduces a revised Price Proposal Form (Revision 2 dated 21 May 2025). Key clarifications include specifications about track removal and restoration, ballast requirements, concrete repair quantities, and sediment removal procedures.
Notable responses address technical questions such as track removal procedures (no bump stops required, track system not needing reinstallation), ballast restoration specifications (AREMA ballast sizes 4 and 4A acceptable), and culvert sediment removal methods. Several items remain "PENDING", including details about sampling and testing requirements and confirmation of specific repair quantities. The amendment also clarifies that commissioning is not applicable to this project and provides contact information for correspondence (Mary Ann Pool at mary.a.pool3.civ@us.navy.mil).

CT106 allows for the removal of the track structure within the
LOD provided the area is restored to the bottom of tie elevation upon completion. Question 1 -
Are any bump stops needed on the resulting track tails? Question
2 - Please confirm the track system does not need to be re-installed upon completion.
Question 3 -. Is there a track bed section requirement for subballast
/ ballast that would be applicable to the restoration?
Q1 - Stops on the track are not required at the track removal limits Q2 - The track system does not need to be reinstalled upon completion Q3 -
Restoration of the track bed is to match the width of the original track bed

The Compaction Grouting and
Well Installation /
Decommissioning is inevitably going to contaminate or impact the active track ballast in some manner. Please advise what the restrictions or extents / expectations of restoration will be required for the ballast and what
AREMA Grade or size ballast may need to be installed (i.e it is suspected the Owner would requiret no ballast will be removed to ensure track stability, but redressing the surface may be needed).
AREMA ballast sizes 4 and 4A are acceptable for track restoration.

Normandy Road must be closed nightly with one lane remaining unobstructed for emergency vehicles. Question 1 - Is this required for the duration of the contract or only when a single lane / alternating pattern is in place? Question 2 - Is this an absolute requirement or a matter of means and methods by the
Contractor?
1. Normandy Road must be closed to public traffic overnight with the barriers indicated. During this time one lane must remain unobstructed so if an emergency vehicle can move the barriers and the length of the closure. This is required for the duration of the project.
2. This is an absolute requirement.

Notes
Drawing C-001 Sediment
Removal Notes 5. "Removal of sediments, soils and debis including all interstatial pore water or decant water associated with the removed material must be performed in a controlled manner with a vac truck." The existing culvert pipes will constitute a Confined Space for workers. Therefore, the
Contractor may seek to deploy remote-controlled, low profile, electric/robotic equipment to remove sediment and minimize worker exposure durations within the Confined Space. Please confirm that this methodology is acceptable.
This means and methods is acceptable, however note that regardless of means and methods for cleaning/dewatering the culverts, the Contractor is still responsible for verifying/ ensuring the culverts are cleaned and dewatered in accordance with the requirements as listed in the plans and specs.

Line Item
0001J
Line Item 0001J includes the
"entire work to remove the sediment from the culverts to perform repairs at Culvert 1A and
1B;" and the payment quantity and unit is 1 Each. The costs associated with the handling, loading, and off-site disposal of the sediment are entirely dependent on the actual quantity of the sediment material. The inclusion of the sediment removal in a lump sum item places an unnecessary burden on the
Contractor. The contract documents include estimated quantities of the existing sediment based on prior investigations;
however, the information was collected in the past and the
Engineer acknowledges that the actual field conditions have likely changed. Therefore, the sediment removal and disposal should be a measureable, unit-priced item.
Please add a line item for
Sediment Removal & Disposal to be measured and paid on a unit basis of weight (Ton).
