About this file

This is a federal contract amendment (Amendment 0001) for a design-bid-build project to repair an ammunition rail trestle and culvert at Naval Weapons Station Earle in Colts Neck, New Jersey. The amendment includes several key updates: a revised Price Proposal Form dated 01 May 2025, a site visit log, responses to pre-proposal inquiries, and reference drawings. The amendment addresses technical clarifications, including details about soil improvement requirements, sediment removal methods, and geotechnical investigation findings. Specific changes involve revisions to multiple project drawings, such as site plans, grading plans, and construction details, and adds attachments like environmental control permits and certification letters.

The amendment also provides updated wage determination information, including prevailing wage rates for various construction trades in Monmouth County, New Jersey, with rates ranging from $29.05 to $60.47 per hour depending on the job classification. It includes provisions for hazardous waste removal work, holiday pay, and compliance with Executive Order requirements on minimum wage and paid sick leave for federal contractors. The solicitation remains open for electronic proposal submission, with all correspondence to be directed to Mary Ann Pool via email.

Question # Reference

Question Government Response Page Section Paragraph

1 1 314314 1.1.a

Spec Section 314314, 1.1.a. "The soil shall be improved to a given density based on the final SPT resistance value." What is the given density that the soil shall be improved to based on the final SPT resistance value?

During performance of the Subsurface Geotechnical Investigation on-site, it was discovered that voids exist within the embankment over the culverts, where the casing was falling under its own weight, and SPT blow counts were very low. It is believed that some of the soil materials that make up the embankment washed away through the corroded cultverts. The purpose of the compaction grouting is to fill the voids, and densify the in-situ soils to that of a medium dense granular soils, generally with SPT N-values in the range of 10 to 30 bpf.

2 C-001 Sediment Removal

Notes

Drawing C-001 Sediment Removal Notes 5. "Removal of sediments, soils and debis including all interstatial pore water or decant water associated with the removed material must be performed in a controlled manner with a vac truck." Please confirm that all removal of sediments, soils and debris must be performed with only a vac truck and that removal using

Sediment can be removed by contractor's means and methods so long as the selected means and methods does not allow fugitive sediment to the water column of the swimming river or upland areas of the site, increase site disturbance or project duration, and complies with all permitted and specification requirements. An alternate method would need to be submitted to the COR for conventional excavation equipment is not allowed.

review and approval prior to implementation.

3 C-001 Sediment Removal

Notes

Drawing C-001 Sediment Removal Notes 6. "Estimated quantities of sediments/soils within the culvert pipes are based on AME-CH2M JV's 2019 inspection report" Please provide a copy of the full report.

The geotechnical report will be made available to the contractor's - please note that this report was a "snapshot in time... additional siltation or even scour and additional deterioration to eh culverts and inspected structures may have occurred in the intervening six years"

Air Barrier Description Notes provide foundation details [AB1] and states to install a self adhering membrane to inside of concrete foundation walls and under the slab on grade as depicted through details A3&A4/A-002. Multiple details on structural drawings and wall sections on Architectural Drawings [example A-302] require installation of a 10 Mil Vapor Barrier under the slab on grade and do not indicate installation of a self-adhering membrane to inside of concrete foundation wall. Please clarify which requirement is to be followed.

This PPI sounds like it may pertain to another job / project.

There is no slab-on-grade or vapor barrier installation work included in the NWSE culvert repair job

Please provide a full copy of the referenced geophysical report.

The report was a snapshot in time and additional siltation or even scour and additional deterioration to the culverts and inspected structures may have occurred in the intervening six years.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

State Adopted Rate Identifiers

The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
