NAVAL WEAPON STATION EARLE - CULVERT REPAIRS
2 Crowne Pt Ct Cincinnati, OH 45241 Attn: Brandy Chenault
Re: Program Interest ID/ Permit No. 1393D – New Temporary Dewatering Permit
Activity No. DWP240001
Dear Ms. Chenault:
I have completed a Draft Staff Report, Draft Permit Requirements, and Draft Permit Inventory based upon my review of the information submitted with the application filed on behalf of NAVAL WEAPON STATION EARLE - CULVERT REPAIRS. Attached for your review and comments are copies of the above referenced draft documents.
Your review of the factual material is important as this was the basis for my analysis, and subsequent recommendations for permit conditions. Please advise me if you find any of this information to be incomplete or inaccurate.
The Permit Requirements section should be reviewed carefully to make sure that you will be able to comply with the proposed permit conditions. I would like to draw your attention to the Submittal/Action Requirements, Submit Well Drilling Permit Application, which requires that a well permit application be submitted for each proposed well in order to obtain a well permit for each well used in the dewatering activities. No well should be used until each well permit is approved. Also, Text Requirement no. 1 indicates that a modification of the temporary dewatering permit will be required once the wells are installed. In order for the wells to be added through a minor modification, every well must meet replacement well criteria in relation to the proposed location, depth, pumping capacity, and aquifer. If any well does not meet replacement criteria a major modification will be required. Also, the access agreements must be signed and in place prior to any activity taking place on the site (e.g., well construction, dewatering, etc.).
