About this file
This document is a collection of pre-proposal inquiry responses related to the federal contract opportunity for the "PIERS 15 AND 14 - REPAIR CLEATS AND BOLLARDS" solicitation (N4008524R2609).
The key details are:
- The contract is set aside for Small Business Multiple Award Construction Contract (MACC) contractors primarily in the Hampton Roads area of Virginia.
- The work involves repairing cleats and bollards on Piers 15 and 14 at the Joint Expeditionary Base Little Creek - Fort Story.
- The contractor is required to replace 4 cleats and 7 pipe bollards on Pier 15. The cleats have a 6-inch embedment and the pipe bollards are 4.5-inch OD by 4.03-inch ID with a height matching adjacent bollards.
- There are questions and responses related to access, restrictions on country of origin for cleats/bollards, potential delays from long lead times, and the possibility of concurrent work on both piers if the option is awarded.
- The current completion time is 270 calendar days, but the contractor has requested a 6-month extension due to the scope and potential need for concurrent work.

Having requested multiple prices from domestic suppliers of cleats and bollards, the quotes we have received have very long lead times which will not give the contractor enough time to complete the job by 182 days after award.
Please provide a vendor that will satisfy this time frame. If one is not available, we are requesting an extension of Completion of Work by a minimum of 3 months to account for submittals, approval, shop drawings, fabrication, painting and delivery of the mooring fixtures. Due to the larger scope of work on the Base Bid of Pier 15, and the possibility of having to do Pier 14 Option work concurrently with the Base Bid due to limited resources, we are requesting an extension of the work completion by 6 months.
The current time for completion for the base period is 270 calendar days, if Line Item 2 (Option 1) is exercised, a separate contract completion date will be established for this work only 5
