About this file
This document is a Price Proposal Form for the "Pier 14 - Cleat and Bollard Repairs" project. The solicitation is being issued by the Department of the Navy Naval Facilities Engineering Command.
The Price Proposal Form requires offerors to provide a total price for the base line item, which covers the entire scope of work for the Pier 14 cleat and bollard repairs. It also includes an option item for concrete curb repair. The Government reserves the right to unilaterally exercise the option within 60 days of contract award. Award will be made on the total sum of the base line item. Offers will be evaluated by adding the option price to the base price. The contract completion date remains 270 calendar days after award, regardless of whether the option is exercised. Offerors must provide firm, fixed proposed prices with no economic price adjustment. The Government may reject offers deemed materially unbalanced between the base and option items.

A firm fixed proposed price is required for Line Item 1 and Line Item 2. No provision is made for economic price adjustment. If Options are exercised, the contract completion date remains 270 calendar days after award of the contract.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for Line Item 1. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
e. If Line Item 2 is exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
